The Executive Governor of Plateau State, His Excellency Barr. Caleb Manasseh Mutfwang, on Wednesday, November 12, 2025, presented the 2026 Appropriation Bill alongside the Medium-Term Expenditure Framework and Fiscal Strategy Paper (MTEF/FSP) to the Plateau State House of Assembly. The presentation marked the unveiling of a bold fiscal roadmap titled the “Budget of Consolidation and Sustainability II.”

Addressing lawmakers during the presentation, Governor Mutfwang described the 2026 budget as a continuation of his administration’s drive to deepen reforms, promote inclusive growth, and sustain the progress achieved under the “Time is Now” policy framework.

“This moment reflects our enduring partnership with this Honourable House and our collective determination to build a Plateau that works for everyone,” he declared, reaffirming his commitment to accountability, inclusion, and sustainability.

The Governor announced a total budget size of ₦914.86 billion, an increase of ₦305.68 billion over the revised 2025 budget. Of this amount, ₦573.45 billion (62.68%) is allocated for capital expenditure, while ₦341.40 billion (37.32%) goes to recurrent spending — reflecting a deliberate focus on infrastructure and development-driven investments.

He noted that the budget is anchored on three core pillars of the Plateau State Strategic Development Framework (PSDF) 2023–2027:

  1. Peace, Security, and Good Governance
  2. Sustainable Economic Rebirth
  3. Physical Infrastructure Development

Key allocations under the 2026 fiscal plan include ₦464.98 billion (50.8%) for the Economic Sector, ₦218.55 billion (23.9%) for Social Services, ₦207.93 billion (22.7%) for the Administrative Sector, and ₦23.39 billion (2.6%) for Law and Justice.

Governor Mutfwang emphasized that the fiscal plan, guided by the Fiscal Responsibility Law (2014), is designed to enhance transparency, efficiency, and accountability. He also highlighted progress under the 2025 budget, including improved payment of salaries, pensions, and gratuities, as well as digitization of the civil service and procurement of Metro Buses to ease transportation challenges in the Jos–Bukuru metropolis.

The Governor reaffirmed his administration’s resolve to combat unemployment, diversify the economy, and promote peace across Plateau communities. “Our focus remains the people of Plateau State. Every naira in this budget is deliberately tied to a goal — to make life better, safer, and more meaningful for our citizens,” he said.

Governor Mutfwang commended the leadership of the 10th Plateau State House of Assembly for their collaboration in advancing good governance and appealed for their continued partnership to ensure the speedy passage of the budget.

Responding, the Speaker of the House, Rt. Hon. Naanlong Daniel, praised the Governor’s visionary leadership and assured him of the legislature’s commitment to supporting the administration’s developmental agenda. He expressed confidence that the 2026 budget would further drive sustainable growth and transformation across Plateau State.
