Governor Mutfwang Unveils Nigeria Learning Passport to Drive Digital Education in Plateau State

Jos, Nigeria – August 15, 2025 — In a landmark step toward transforming education and expanding access to digital learning, the Executive Governor of Plateau State, Barr. Caleb Manasseh Mutfwang, has officially launched the Nigeria Learning Passport (NLP), a cutting-edge e-learning platform designed to make quality education more accessible and effective across the state.

The launch ceremony, held on Friday at the Twin Theater, Government House, Little Rayfield, Jos, brought together government officials, development partners, educators, and community stakeholders. Governor Mutfwang affirmed his administration’s determination to extend the initiative beyond urban centres into rural communities to ensure that “no child is left behind” in the global push for digital competence.

“I thank God for this opportunity to leapfrog from where we are in public sector education to where we need to be,” the Governor said. “My gratitude goes to UNICEF, TECNO Mobile, Airtel, and other partners for deepening access to digital literacy, which is now an absolute necessity in today’s world.”

He urged the Plateau State Universal Basic Education Board (PSUBEB) and other stakeholders to implement the project “as far and as fast as possible” and directed the Ministry of Education to prepare a strategic plan for full digital integration in all levels of education within two to three years. Potential collaborations with institutions such as Neva University, founded by an indigene of Plateau State, were also highlighted.

Governor Mutfwang pointed to the successful pilot project at GSS Kuru and announced plans to replicate it across communities. He also addressed the shortage of Computer-Based Test (CBT) centres in the state and revealed ongoing talks with the Federal Ministry of Communications and major telecom operators, including Airtel, MTN, and Etisalat, to expand broadband access through fibre optic installations.

Representing Dr. Nazhat Rafique, Chief Field Officer of UNICEF Bauchi Office, Mr. Abdulrahaman Ibrahim Ado stated that the NLP aims to reduce the number of out-of-school children and improve learning outcomes. “With over 2 million children in Plateau State now able to access the platform both online and offline, the NLP has come to stay,” he said.

State Commissioner for Education, Dr. Kachollom Gang, reiterated that technology must become a standard feature in the state’s education system, not a privilege. Meanwhile, SUBEB Executive Chairman, Mr. Samuel Amuna, called for increased budgetary allocation to education in line with UNESCO’s 26% recommendation.

Representatives of the Nigerian Union of Teachers (NUT) and the All Nigeria Confederation of Principals of Secondary Schools (ANCOPSS) pledged their support for the programme’s statewide success.

Guests were treated to a performance by the Obasanjo Model School Hwolshe/Plateau State Arts and Culture Troupe before a panel discussion on “Digital Learning, An Enabler for Better Access to Quality Learning”.

The event’s highlight was the symbolic presentation of routers to 50 schools, marking the official rollout of the Nigeria Learning Passport in Plateau State.
