In a significant stride towards reinforcing human rights within military operations, the Nigerian Army’s 3rd Division, under the command of Maj Gen A.E Abubakar, held a focused human rights lecture series on May 9, 2024. This initiative, orchestrated at the Maxwell Khobe Cantonment in Jos, was part of Operation Safe Haven’s ongoing educational efforts, endorsed by the Chief of Defence Staff, General CG Musa OFR.

The event kicked off with Maj Gen A.E Abubakar welcoming all participants and emphasizing the importance of these lectures in enhancing the soldiers’ execution of their civic duties. The session underscored a critical understanding of human rights principles and their practical application in military engagements.

Legal expert Barr Lovina Abbah led the primary lecture, which detailed the definitions and rights of civilians, legal frameworks, and the core principles of distinction and proportionality in military operations. She further elaborated on precautionary measures, rules of engagement, and the importance of preventing torture, highlighting dignity and non-discrimination as human rights fundamentals.

Adding to the discussions, Major Barr Goni focused on the topic of torture and cruel treatment, clarifying the definition of civilians, including how military personnel can also be seen as civilians. His lecture provided insights into the Armed Forces Act of Nigeria and emphasized professionalism in avoiding inhumane treatment, backed by real-world examples

The lectures spurred an interactive session where military personnel actively engaged with the speakers, asking insightful questions and sharing their experiences and takeaways from the field. This session not only provided clarity but also allowed participants to voice their concerns and suggestions.

He reiterated the importance of understanding human rights and refraining from inhumane treatment. His closing words praised the initiative for its role in better equipping military personnel to perform their duties with greater awareness and respect for human rights.

This lecture series marks a critical step in the Nigerian Army’s commitment to upholding human rights and professional conduct, ensuring that personnel are not only well-trained in combat but also in ethical and legal standards crucial to their roles as protectors of civilians.
