Jos, Nigeria – August 15, 2025 — Chief Executive Officer of the Institute of Human Virology Nigeria (IHVN), Professor Patrick Sunday Dakum, has commended the Plateau State House of Assembly for its firm opposition to the proposed relocation of the Industrial Training Fund (ITF) Headquarters from Jos.

Describing the Assembly’s position as “noble and patriotic,” Dakum noted that such united stands could have prevented the loss of several federal establishments from the state in the past. He stressed that there are no valid reasons to move the ITF Headquarters, given Plateau’s favorable weather, security, central location, and the warm hospitality of its citizens.

“It is unfair to contemplate relocating the ITF Headquarters from Plateau, especially considering its founding by a son of the state, General Yakubu Gowon, under Decree No. 47 of 1971,” Dakum stated. “For the sake of respect for General Gowon and in recognition of the state’s contributions, the headquarters should remain in Plateau.”

Highlighting the achievements of Plateau indigenes who have led the ITF, Dakum praised Professor Longmas Sambo Wapmuk for expanding the agency’s scope through the 2011 Amendment Act, which broadened its revenue base and established the Model Skill Training Centre in Abuja. He also lauded Sir Joseph Ari for pioneering the first made-in-Nigeria mobile phones, upgrading staff welfare, expanding infrastructure, and enhancing technical capacity nationwide.

According to Dakum, Plateau State has significantly supported the growth and development of the ITF and deserves reciprocal recognition from the Federal Government. He urged state authorities, legislators, elder statesmen, and citizens to rally behind the Assembly’s stance.

Dakum specifically applauded the Speaker, Rt. Hon. Naanlong Gapyil Daniel, and the entire House for their “proactive gesture,” encouraging them to remain steadfast in defending the state’s interests.
