Bauchi Govt sacks civil servant for issuing fake appointment letters

Bauchi State Civil Service Commission has sacked one of its employees, Sani Mohammed Tirwun, for allegedly issuing fake appointment letters to some employment seekers.

The commission, in a statement, yesterday, by Sale Umar, said that Tirwun who was; a Secretarial Assistant II at the State Hospital Management Board, committed a serious misconduct for engaging in the illegality.

Umar added that Tirwun was; found guilty by the Disciplinary Committee of the Hospital Management Board for falsification of record, issuance of fake appointment letters, illegal posting of illegal staff, faking of the board’s staff officer’s signature and; alteration of posting letter.

“These contradict Chapter (4) Section 4 Rule 108, item XVII, XIV, XV of Bauchi State Public Service Regulation 2017 (reviewed version); that dealt with aforementioned offences as serious misconduct and; liable to dismissal.”

“Besides all these, the officer was; also alleged to have collected over N1m for issuance of fake appointment letters; as well as collecting N250,000, N200,000 and N150,000 respectively; for inserting the victims’ names among the approved posting.

“The officer, in his answer to a query issued to him; by the Hospital Management Board, confessed to the crime. Therefore, the officer’s dismissal was; approved with effect from October 1, 2023,” he said.

INEC vows to pursue case sacking Kano Governor

The Independent National Electoral Commission (INEC) has refuted claims that it withdrew its appeal against the Kano State Governorship Election Petition Tribunal’s ruling. This clarification was provided in a statement issued by Sam Olumekun, the National Commissioner in charge of Information and Voter Education, on Saturday.

Initially, the commission’s legal officer in Kano had sent a letter indicating that the commission had instructed its legal team to retract the appeal filed against the tribunal’s judgment that invalidated the election of Governor Kabir Yusuf. It was reported that the commission had lodged a 33-point appeal against the tribunal’s decision.

However, INEC’s official statement declared that the letter from the legal officer was not authorized. The statement emphasized, “We wish to state categorically that the letter was not authorized. It has since been withdrawn, and the officer reprimanded. The public is therefore advised to disregard the suggestion that the Commission has withdrawn from the case or, even worse, abandoned the appeal.”

Furthermore, the statement affirmed INEC’s commitment to its legal obligations when it is involved as a litigant in a case. The commission clarified that it had instructed its lawyers to proceed in accordance with its established policy, which remains unchanged.

In other news, the Peoples Democratic Party and the All Progressives Grand Alliance are among the political parties that have yet to submit their audit reports from the 2023 general election. INEC conducted the presidential and National Assembly elections on February 25, with the governorship and state Assembly polls taking place on March 11. According to Section 89 of the Electoral Act 2022, political parties are required to submit their audited election expense returns within six months after an election’s conclusion.

Plateau Govt Reinforces Ban on Motorcycles (Okada) to Tackle Rising Crime in the State

In response to growing concerns regarding public safety, the Plateau State Government has taken action by prohibiting the use of commercial motorcycles, commonly known as “Okada,” within the Bukuru-Jos Metropolis. Additionally, there are now strict time restrictions placed on the operation of tricycles, often referred to as “KekeNapep,” limiting their hours of operation to between 6:00 AM and 6:00 PM.

This announcement was delivered by Hon. Musa Ibrahim Ashoms, the Plateau State Commissioner for Information, during a press briefing held in Jos on Friday, October 7, 2023. Hon. Ashoms emphasized that strict compliance with these new regulations is mandatory, and any breaches will face strong enforcement measures.

This decision mirrors a previous ban implemented during the prior administration under Governor Simon Bako Lalong. The previous ban on commercial motorcycles and time restrictions for tricycles aimed to reduce crime in the state capital.

However, in recent times, there has been a resurgence of violent crimes in the Jos and Bukuru metropolises, necessitating the reinforcement of these measures under the leadership of Governor Caleb Mutfwang. The current administration, led by Governor Mutfwang, has made public safety and security a top priority in response to these developments.

It’s important to recall a tragic incident from a few weeks ago when a young resident of Jos, Fwinbe Gofwan, suffered a brutal murder by suspected operators of commercial motorcycles along Domkat Bali in the Jos South Local Government Area of Plateau State. This incident, along with others, has sparked concerns regarding the safety of residents and the necessity for more stringent regulations governing the operation of commercial motorcycles and tricycles.

The Plateau State Government’s decision to prohibit the use of commercial motorcycles within the Bukuru-Jos Metropolis and impose strict time restrictions on tricycles represents a proactive measure aimed at ensuring the safety and security of the region’s inhabitants. The government strongly urges all relevant parties to adhere to these measures in the interest of public safety. Those who violate these rules should be aware that they will be subject to rigorous enforcement with no leniency.

FG paid N912.32billion to service CBN loans in 3 months

The Federal Government paid an interest of N912.32bn in the first quarter of 2023 on the loans it got from the Central Bank of Nigeria through Ways and Means Advances.

This amount was; stated in the Q1, 2023 Budget Implementation Report by the Budget Office of the Federation.

The amount spent paying interest on this loan is; 161.47 per cent higher than the N348.92bn spent in the same quarter of 2022.

The Federal Government planned to spend N1.2tn on; servicing the loans it got from the CBN through the Ways and Means Advances.

This meant that the government planned to spend about N300bn quarterly.

However, it had spent about 76.03 per cent of its budget for the interests on the ways and means advances.

Federal

Ways and Means Advances is; a loan facility used by the central bank to finance the government; in periods of temporary budget shortfalls subject to limits imposed by law.

According to Section 38 of the CBN Act, 2007, the apex bank may grant temporary advances to the Federal Government with; regard to temporary deficiency of budget revenue at such rate of interest as the bank may determine.

The Act read in part, “The total amount of such advances outstanding shall; not at any time exceed five per cent of the previous year’s actual revenue of the Federal Government.

“All advances shall be repaid as soon as possible and shall, in any event, be repayable by the end of the Federal Government financial year in which they are granted, and if such advances remain unpaid at the end of the year, the power of the bank to grant such further advances; in any subsequent year shall not be exercisable, unless the outstanding advances have been repaid.”

The Act placed a limit of five per cent on how much the Federal Government could borrow, although the previous administration severely violated the limit.

CBN

However, the House of Representatives of the 9th National Assembly, amid protest, approved an amendment to the CBN Act, raising the ceiling of Ways and Means Advances from the apex bank from five to 15 per cent of the Federal Government’s previous year’s revenue.

The House gave the approval at an emergency sitting, in concurrence with the Senate, which held an emergency plenary to consider and approve some economic bills.

The National Assembly made the move amid criticisms that the Federal Government had obtained WMAs beyond the five per cent threshold of the CBN.

Naira among Africa’s worst-performing currencies – World Bank

The World Bank has stated that the Nigerian naira is one of the poorest-performing currencies in Africa. It pointed out that the currency has depreciated by approximately 40 percent against the US dollar since a devaluation that took place in mid-June.

This information was included in the World Bank’s report titled ‘Africa’s Pulse: An analysis of factors influencing Africa’s economic future (October 2023 | Volume 28).’ The report indicated, “In the current year, the Nigerian naira and the Angolan kwanza stand out as some of the weakest currencies in the region, both experiencing a year-to-date depreciation of nearly 40 percent.”

The naira’s devaluation was triggered by the central bank’s decision to remove trading restrictions on the official market. As for the kwanza, its depreciation was due to the central bank’s decision to stop defending the currency, a move influenced by low oil prices and increased debt payments.

According to the World Bank, other currencies that have suffered significant losses in 2023 include South Sudan (33 percent), Burundi (27 percent), the Democratic Republic of Congo (18 percent), Kenya (16 percent), Zambia (12 percent), Ghana (12 percent), and Rwanda (11 percent). The report also highlighted that parallel exchange market rates are exacerbating inflationary challenges for some countries in the African region.

In June 2023, the Central Bank of Nigeria instructed deposit money banks to remove the rate cap on the naira at the official Investors and Exporters’ window of the foreign exchange market, allowing the naira to freely float against the dollar and other global currencies. Since then, the naira has depreciated from N473.83/$ to approximately N800/$ officially.

Supreme Court to rule on Nnamdi Kanu, 15th December

The Supreme Court is scheduled to announce its verdict on the appeal that seeks to compel the Federal Government to release Nnamdi Kanu, the leader of the Indigenous People of Biafra (IPOB), from detention on December 15.

On October 13, 2022, the Court of Appeal in Abuja issued a judgment ordering Kanu’s release. The appellate court, comprising a three-member panel, also invalidated the 15-count terrorism charges brought by the Federal Government against the detained IPOB leader in the Federal High Court in Abuja.

However, dissatisfied with this judgment, the Federal Government escalated the matter to the Supreme Court.

During the proceedings on Thursday, a five-member panel at the apex court, led by Justice Kudirat Kekere-Ekun, scheduled the judgment date after all parties in the case presented their final briefs.

Mike Ozehkome, SAN, representing Kanu, urged the court to immediately release his client from detention and impose a substantial punitive cost on the Federal Government. He argued, “We request the court to uphold our cross-appeal and deliver substantial justice in this case, ensuring that the respondent, who has been in detention since June 29, 2021, despite the lower court’s order for his release, is never prosecuted again on the same charges. He is being held unconstitutionally, and we implore the court to deliver justice, emphasizing that no individual or government should be exempt from the law, just as in the case of Ojukwu vs. State.”

On the other hand, Gazzali, SAN, representing the Federal Government, called on the Supreme Court to overturn the Court of Appeal’s judgment ordering Kanu’s release. He also requested that the court instruct the resumption of Kanu’s trial on terrorism-related charges before the Federal High Court in Abuja.
