On May 30, 2024, a significant Town Hall Meeting took place at the JPRM/POCC Conference Hall in Lamingo, a program part of activities under the Joint Initiative for Strategic Religious Action JISRA. The event, themed “Community Collaboration for Peace: Strengthening Security Partnerships and Promoting Religious Freedom,” aimed to foster dialogue and partnership among various local security actors, including community vigilantes, neighborhood watch groups, and the Hunters’ Association. The gathering emphasized the critical role these groups play in promoting peace and safeguarding religious freedoms in their communities.
Mrs. Nemi Stephen, Program Manager, JIRRA initiated the meeting with a warm welcome and outlined the objectives of the forum. The main goal was to understand and strengthen the role of grassroots security actors in promoting religious freedom and community safety.
Mrs. Nemi emphasized the importance of grassroots security actors in upholding religious freedoms. She stressed that these actors interface with community members daily, addressing security challenges and promoting peaceful coexistence.
Boniface Kaza Anthony, a program manager at the Justice, Development and Peace Commission, passionately spoke about the indispensable role of community vigilantes and hunters. He emphasized that these individuals are often the first responders to security incidents in their communities, acting quickly and selflessly to protect their neighbors.
Anthony highlighted the stark contrast between the responsiveness of community vigilantes and that of conventional security forces. He noted that while official security personnel might be delayed by bureaucratic processes or resource constraints, community vigilantes are always ready to act, often putting their own lives at risk.
Despite their crucial role, Anthony pointed out that community vigilantes and hunters are frequently neglected by both the government and civil society. They receive little to no formal support or recognition, which can lead to feelings of abandonment and demoralization. This neglect is particularly troubling given the economic hardships many of these individuals face, making their voluntary contributions even more commendable.
Anthony also praised the interfaith collaboration between Muslim and Christian community security groups. He described how these groups support each other during religious festivities like Salah, Christmas, and Easter, setting a powerful example of unity and mutual respect. However, he acknowledged that stereotypes and biases still exist and stressed the need for gatherings like the Town Hall Meeting to provide a platform for these groups to voice their challenges and work towards common solutions.
Anthony called for greater advocacy to secure legal and policy frameworks that would empower and strengthen community vigilantes and hunters. He suggested that even a small financial support from the government, such as a monthly stipend, could significantly enhance their effectiveness and morale. He urged the government and civil society to recognize the value of these grassroots security actors and provide the necessary resources and support to help them thrive.
Mallam Umar Farouq Musa highlighted the importance of community vigilantes in promoting freedom of religion and belief. He praised JPRM for recognizing the critical role of these groups in their initiatives, noting that without their involvement, the objectives of the JISRA project would be difficult to achieve.
Musa stressed the importance of empowering local security actors, emphasizing that their work is essential for maintaining peace and security at the grassroots level. He pointed out that these individuals are often overlooked, yet they possess the potential to make significant contributions to community security and cohesion. Musa highlighted the need for continuous support from community stakeholders and government bodies to ensure these groups can operate effectively.
In his speech, Musa also focused on the importance of addressing issues faced by religious minorities within communities. He emphasized that community vigilantes have a crucial role in ensuring that these minorities feel safe and included. Musa advocated for increased awareness and education among vigilantes about the rights and needs of religious minorities, promoting a more inclusive approach to community security.
Musa concluded by highlighting the need for a broader security consciousness among community members. He pointed out that security is a vital aspect of human life, and everyone must be aware of and actively contribute to their own security and that of their neighbors. He called for more attention to be focused on grassroots security outfits, suggesting that with proper support and recognition, these groups could significantly enhance the overall security environment in their communities.
