Rice Millers Association of Nigeria – RIMAN congratulate Ambassador Ibrahim Agboola Gambari over his appointment as the new Chief of Staff to Mr. President.

RIMAN wish to call on the new Chief of Staff to use his international exposure and experience in diplomacy to ensure that Nigeria achieves National food sufficiency and security, particularly as it relates to rice value chain in the Milling Sector.

RIMAN is ready to collaborate with the new Chief of Staff to ensure that through our milling efforts, milled rice is supplied cheaply for the consumption of Nigerians.

RIMAN therefore calls on the New Chief of Staff to deal with fairness, all Memos sent for Mr. President’s attention on Rice Milling in the country, as against what was being practiced in the past, where RIMAN Memos meant for the attention of Mr. President are not worked upon, summarized or acknowledged for the progress of smaller and medium Rice Millers in Nigeria because of personal or selfish interest.

RIMAN therefore, welcome Professor Gambari’s appointment and hope that he will do better in his working relationship with small and medium Rice Millers in Nigeria in their efforts in adding to the National Food security through the Rice Value Chain programme of the Nigerian government in the rice sector.

RIMAN also urge all Nigerians to support and collaborate with Professor Gambari as Chief of Staff so that he will work for Mr. President without distraction and for the development of our country in general, particularly in the agriculture and Rice Milling sectors of our economy.

GOVERNOR LALONG INAUGURATES RESEARCH TEAM ON CORONA VIRUS AND OTHER INFECTIOUS DISEASES

Governor Simon Bako Lalong has inaugurated a Special Committee for Research on Corona Virus and other Infectious Diseases in Plateau State.

At the inauguration of the team at the Government House in Rayfield, the Governor said although the State has had to deal with many infectious diseases in the past, it has not been confronted with anything like the Corona Virus Pandemic in recent history.
He said” Indeed, our generation is facing perhaps one of its most difficult times.

Clearly, COVID-19 has reminded us of the need to be proactive in not only upgrading our medical facilities and improving manpower, but also working ahead to develop preventive and curative capacity for infectious diseases”.

He charged the members who comprise of researchers from various tertiary institutions within the State, to work hard in utilizing the human and material resources available in Plateau State that are capable of giving solutions for the treatment of infectious diseases such as COVID-19 that State and Nation is dealing with today.

“It is a known fact that Plateau State is endowed with herbal and medicinal products that could be harnessed towards building our capacity to withstand the threat of diseases such as the Corona Virus if, and when they spring up.

Therefore, we must not only look inwards to find a solution to the current COVID-19 challenge, but also use today’s experience to prepare for the future in order to avoid panic and desperation”.

Governor Lalong charged them to be diligent in carrying out this special assignment, and to have at the back of your minds that at the long run, all efforts should lead us towards establishing a modern infectious diseases hospital in Plateau State.

The Committee’s Terms of Reference include:
(a) To Search for conventional and/or alternative drugs for the treatment and cure of the Corona virus.
(b) Design treatment protocols for the treatment of the virus.
(c)Conduct clinical trials on the candidate drug (s).
(d) Design control mechanism for the spread of the virus.
(e) Any other design that will curtail the pandemic and subsequent diseases.

The Committee has one week to present a proposal to Government. Within three weeks, Government will be expecting a draft of research prospects, while fortnightly; a progress report should be submitted.

#Covid19Plateau: Press Release By His Excellency, The Executive Governor of Plateau State, Rt. Hon. Simon Bako Lalong 17th May

ADDRESS BY HIS EXCELLENCY, THE EXECUTIVE GOVERNOR OF PLATEAU STATE, RT. HON. (DR) SIMON BAKO LALONG, KSGG, ON THE UPDATE OF TOTAL LOCKDOWN OVER COVID-19 PANDEMIC, HELD ON 17TH MAY 2020.

  1. Fellow compatriots, I address you again in continuation of our collective fight against the Corona Virus disease commonly referred to as COVID-19.
  2. In my last address of April 30th 2020, I indicated that we shall continue to observe the total lockdown from Midnight of Thursday to Midnight of Sundays throughout the State.
  3. In addition to other measures taken earlier, I also informed you that we shall continue to restrict inter-Local Government movements to further curtail the spread of the disease which was first recorded in the State on 23rd April 2020.
  4. Since then, the State has recorded more cases of COVID-19 that rose to 33. This necessitated us redoubling our efforts to checkmate community spread by aggressively conducting contact tracing, isolating suspected contacts, and treating the infected.
  5. As at today, we have successfully treated and discharged 10 infected persons including the index case who have all been reunited with their families. The other 22 infected persons are still undergoing treatment and in stable condition. Sadly, one suspect whose sample was taken died yesterday before his result was returned positive.
  6. We have continued to quarantine suspected persons that come in from other States at our designated facilities to ascertain their status over the mandatory period of 14 days. As at today, we have 255 persons in our various quarantine centres.
  7. At this point, I must appreciate the support and cooperation that most citizens have demonstrated during this trying moment. The level of compliance has been appreciative, despite the inconveniences that this pandemic has exposed us all to.
  8. However, the major challenge we have continued to face is the breaches at our State boundaries where people continue to violate the closure order through compromise or resort to illegal routes.
  9. This has exposed the State to more dangers of COVID-19, as virtually all the cases we have recorded, originated from other States and were imported by people who defied our directives and entered the State at all costs. This is indeed sad.
  10. During my visit to our State boundaries at Forest- Hawan Kibo; Ganawuri-Manchok; and Jingre-Saminaka, I again warned that those compromising our collective security will not be allowed to prevail as Government was more than ever determined to put an end to the flagrant disregard for directives.
  11. Fellow citizens, as a Government that is people driven and desirous of carrying everyone along, we have noted the concerns raised in respect of the need to have more room for people to secure services such as banking which were limited because of the existing lockdown schedule.
  12. In order to address these concerns and further strengthen our efforts at combating COVID-19, Government has reviewed some of the guidelines with the following decisions:

i. With effect from 17th May 2020, the total lockdown will resume from midnight of every Sunday and be relaxed on Wednesdays 12 midnight.

ii. This will henceforth be the pattern until further review. In order words, the total lockdown is relaxed on Thursdays, Fridays, Saturdays, and Sundays; while Mondays, Tuesdays, and Wednesdays remain totally locked down.

iii. Restriction on all inter-local Government movements shall continue to apply except for those on essential services as earlier enumerated.
iv. The use of facemasks in public places remains compulsory, and anyone found not using one outside his home would be arrested and charged to the mobile court.
v. To ensure better enforcement and compliance, Government will henceforth enroll some of its civil servants for the exercise. Accordingly, the Head of Service has been directed to immediately deploy civil servants from grade levels 10-14 to various points across the State.
vi. Local Government Chairmen are to also replicate same in their domains to ensure effective coverage of the entire State.
vii. The ban on all illegal markets such as the Sunday markets on Ahmadu Bello Way, Bukuru and environs shall remain in place indefinitely, while Social joints, Nightclubs, drinking parlours are to remain closed.

viii. The Faringada Market continues to defy all guidelines for social distancing and sanitation, and poses potent threat to our efforts to defeat COVID-19. Therefore, the market will be shut down until the trader unions and the Management of Jos North Local Government come up with an acceptable model for regulation that poses no risk to public health and safety.
ix. Religious gatherings shall continue to have not more than 50 persons, while social distancing, hygiene and sanitation regulations shall continue to apply.
x. All these decisions are without prejudice to the overnight curfew instituted by the Federal Government from 8pm to 6am.

  1. Fellow compatriots, the Government remains fully aware of the collective hardship that this situation has brought upon us all particularly the most vulnerable. Already, the distribution of palliatives to this category of people has continued throughout the State.
  2. In the coming weeks, more palliatives from the Federal Government and the private sector donor initiative, CACOVID, shall be received to boost the efforts of the State Government.
  3. Let me at this moment thank the various individuals and corporate organisations that have contributed to the Plateau COVID-19 Trust Fund both in kind and in cash. We have realised almost 100 million naira in donations and I re-assure you that we shall deploy it transparently.
  4. In particular, I wish to appreciate the Speaker and Honourable Members of the Plateau State House of Assembly for donating 50 percent of their May salaries to the COVID-19 Trust Fund. The Chairman and Members of the Plateau State Council of Traditional Rulers and Emirs also donated food items to the fund. We are very grateful.
  5. On the profiling and return of Almajiris children, which commenced on 26th April 2020, we have made a lot of progress. So far, we have returned a total of 601 Almajiris to their States of origin to be tested, reunited with their families and properly cared for. The States include Kaduna (38), Bauchi (419), Kano (92), Jigawa (47), Gombe (5),
  6. We have also received (119) Almajiris from other States. We received (108) from Nasarawa State and (11) from Gombe State, who have been profiled, and tested. Out of this number, only one (1) tested positive to COVID-19 and is receiving treatment in one of the isolation facilities. The rest have been reunited with their families.
  7. Within the State, we have profiled 36 Almajiris who are indigenes of Plateau State and have been tested and returned them to their families. 25 are from Quan-Pan, while 11 are from Wase Local Government Areas.
  8. Let me again stress that the decision to carry out this evacuation was a collective one taken by Governors of the 19 Northern States during the meeting of the Northern Governors Forum in order to guarantee the safety of these children who were exposed to many dangers, including COVID-19.
  9. It is disheartening that this noble and bold decision is being politicized by a few people who although claim to abhor the Almajiri system, choose for reasons best known to them to play to the gallery by pretending to be fighting for the human rights of these children.
  10. For the avoidance of doubt, the Northern Governors are collectively committed to ensuring that all the Almajiri children returned to their States are profiled and tested for COVID-19 and other illnesses. Those who are positive are treated before being reunited with their families. At the end of the day, all Almajiris will be integrated into the society seamlessly.
  11. Additionally, their education and well-being will be handled by their States, which will bring to an end to the infamous Almajiri system, which has become a social challenge. We again appeal for the understanding and support of all stakeholders. Happily, reports from all the States show that the children are excited to go back home to the warm embrace of their families.
  12. On a sad note, I wish to register my deep personal condolences and that of the Government to the family of Rinji Peter Bala who was shot by security personnel attached to the Operation Safe Haven along Zaria Road on 12th May 2020. I have already ordered a probe and I urge for calm as the law takes its cause. Justice will be done.
  13. Similarly, I also sympathize with victims of attacks in some communities of the State such as in Bassa Local Government, perpetrated by criminals who are taking advantage of the COVID-19 lockdown.
  14. The gruesome murder of Dr. Nandi Drenkat, a Senior Lecturer at the University of Jos and the kidnap of his daughter is totally condemnable. We condole with his immediate family as well as the management, staff and students of the University.
  15. I am glad to report that following the quick response of security agencies in conjunction with the Hunters Association, the kidnapped daughter of the lecturer was rescued alive. Sadly, one of the gallant members of the Hunters Association, Muhammadu Sani made the supreme sacrifice as he died of gunshot wounds from the criminals. We send sincere condolences to his family and pray for the repose of his soul.
  16. Let me assure all citizens that we are working with security agencies to fish out these criminals and ensure they are punished. Already, security forces has arrested a suspected mastermind of kidnappings around the Eto-Baba, Bauchi Road general area who is currently undergoing interrogation. I also urge the citizens to continue to be vigilant and report every suspicious activity.
  17. We also lost a member of the Committee on the evacuation of Almajiris in the State, Alhaji Sabo Umar Shuaibu who has worked tirelessly to ensure the success of the exercise. Again, we sympathize with his family and pray for the repose of his soul.
  18. Finally, I call on all citizens to shun stigmatization and discrimination as well as the spread of fake news that represent major challenges to the fight against COVID-19.
  19. With the measures taken so far, the pandemic has been largely tamed in the State. With a little more effort, we can ensure that we eliminate new infections and transmission.

COVID-19 Lockdown: Plateau Govt. Frowns at Fake Passes in Use

PUBLIC ANNOUNCEMENT

It has come to the notice of the Plateau State Government that there is a proliferation of fake documents flying about in the name of passes.

Some of such fake documents take the form of letters both photo copies and originals.

This attitude has contributed to frustrating the enforcement of the lock down exercise and the Presidential curfew across the State.

This has also put such persons on coalition course with enforcers of the Presidential and Executive orders in the State.

In the light of the above, Government calls upon all and sundry to note as follows:

  1. That all passes issued by the state task force on COVID-19 are time bound and have expiry dates.
  2. That any letter of exemption so certified by any organisation must be presented as original that as photo copies will not be accepted nor recognized.
  3. That Personal Identification of persons so captured by the Executive Order of the Governor as being on essential duty suffices.
  4. That the enforcers of the lock down order should take note and act accordingly.

Furthermore, let me use this opportunity to remind the public that the wearing of masks is compulsory. Failure to adhere attracts a penalty.

#COVID19Plateau: Reps. Maren gifts 1500 bags of grains, fertilizer to poor constituents

At least 83 tons of grains and fertilizer were Saturday shared to poor villagers in Plateau’s Mangu-Bokkos Federal Constituency.

Sponsored by Nigerian House of Reps member, Solomon Maren, the items aim to ease socioeconomic stress caused by coronavirus.

“This is to mitigate difficulties in procuring farm inputs as fertilizer, sequel to economic hardship caused by lockdown and other features of the coronavirus pandemic.

“It also aims to cushion the the scorch of hunger and impoverishment caused families by COVID-19,” said Mr. Ezra Bat, the Senior Legislative Aide to Maren.

The items – 1200 bags of fertilizer, 150 bags of rice and 100 bags of corn will be shared along with 4000 facemasks in each ward of the two Local Government Areas in the constituency, said Ezra.

In April, the lawmaker shared hundreds of hand sanitizers and tab buckets for hand washing, mounted awareness campaign billboards in addition to hand fliers to help prevent COVID-19.

In January, Maren distributed about a trailer load of fertilizer and 150 water pumps for irrigation.

He also gave out 150 motorbikes for security patrol, 60 wheelchairs, 4000 textbooks and N2m worth of scholarship to 200 students in the constituency.

This is in addition to the training of over 200 women in entrepreneurship late last year, and the facilitation of federal jobs for over 5000 graduates in the constituency.

Aside from already completed projects, the second-term Rep member has four classroom blocks under construction in Jipal, Mangun, Mushere and Manguna villages in the constituency.

He also has motorized borehole projects ongoing in Mangu Halle, Kerang, Hurti and Takawe villages; a bridge in Gwande village and a rural electrification project in Mbar and Daffo villages.

These efforts make the opposition Peoples Democratic Party member “a delight for all,” said a Chieftain of the ruling All Progressives Congress, Mr. Emma Atajan.

 He have a little influence on the party. Considering his profession which don’t allowed him to actively participate in full time politics.
 20 % of APC youths in mangu are advocating for him to contest.

 Prof. S. G. Tyoden

 He is 98% popular in plateau state, as a long serving VC of the prestigious university of Jos, an aspirant for governorship in 2015 and the current Deputy Governor of Plateau State, that brings his popularity to bare.
 He have the needed resources.
He have 60% influence on the party structure.
Borrowing From what Arc. Bishop Kaigama said during the burial of the former deputy governor and then senator of the sourthan zone, Late senator Longjan was a Loyal deputy but I want to say this without missing words that Tyoden is a loyal deputy, I’m saying this for the governor to take note, his Loyalty to the Governor is earning him sympathy from Plateau people.
40% Of youths from plateau are advocating for him to run for the governorship in 2023.

From the above analysis and data collected, the researcher concludes that at this stage.

 Most aspirants are yet to unveil their blue prints and campaign strategies, which will lead to alignments and realignments, so we can not say what the nature of the contest will look like weather its going to be inter ethnic group or inter religious.

 To make comments on the strength of political parties, The both parties are strong, thou for the major opposition to give a good fight, it will depend largely on the Jagaban of the party in the state, (JD Jang) , coming in agreement with the leader of the party (J. T. Usaini) to decides who clinch the ticket.
The APC on the other hand is yet to conduct her congress which will lead to breakups and take a little time for settlement, until then, the party is seating on a time bomb.
The decision of running mate to a large extend affects the outcome of secondary election.
 Finally, This analysis is just for now and might not be valid when full campaign activities unveil, that is why the researcher always used the statement For now In his work.
 The researcher does not look down on any candidate as he only gave conclusion base on the data received. The researcher try by all means not to allow self, tribe or religion beclouded his judgment during the ANALYSIS.
 Intending Aspirants or their Loyalist who did not met up the instruments use for assessment of candidates and are necessary for success in this race should use this research work and wake up instead of calling the researcher names and should not crucify the researcher.

Limitations of the Study
This research work suffers some set back which includes;
 inadequate time, the time given for the research was inadequate (24 hours) considering the total lock down we are into in the state.
A good number of respondents feel is too early to start making this analysis and hence did not make any comments.
This research work might not forecast what will actually happen when the real business’s of give and take, reconciliation and conflicts, break outs and meager starts unveiling themselves across inter and intra party.
 The state at the time of this pandemic is not thinking in the line of who becomes what, the mind of the people is occupy with the fight against COVID 19 Pandemic and hunger.

COVID-19 Plateau: Ministry of Health reverts recorded case to 1 and not 5 with a total of 21 confirmed in the state

Plateau State Ministry of Health has made a correction on the earlier declared numbers of of COVID-19 in the state yesterday 15th May 2020. The ministry said the 5cases reported was in error and now reverses the confirmed case to just one bringing the total numbers of confirmed cases to 21 in the state

“The twitter handle of the ministry reads:Plateau State COVID-19 Update – Clarification on the reported confirmed COVID-19 cases in Plateau state yesterday”.

“The ministry wishes to inform the general public that Plateau state confirmed just one case yesterday as the other 4 cases were repeated tests of confirmed COVID-19 patients already receiving treatment”.

 This now brings down the total number of active cases to 17. We urge the public to continue adhere to NCDC and WHO guidelines.

COVID19Plateau: Plateau State Discharges 10 more COVID-19 Patients

Plateau state government had on Friday the 15th May 2020, said to have discharged 10 COVID-19 patients across the state.

The state Commissioner for Health Dr Nimkong Lar disclosed this while addressing newsmen alongside the Secretary to the Government of the state Prof Danladi Atu, and Commissioner for information Dan Manjang.
He said they were discharged after they tested negative for COVID-19.


He said, so far, Plateau has only 11 active cases of COVID-19 in the state and they are all responding to treatment.
“Plateau recorded only one case of COVID-19 yesterday as against the five cases announced by the Nigeria Center for Disease Control NCDC as four of the results were repeated by the agency.”
He however said, that the state has 96 pending results awaiting, with 255 persons in various isolation centers and that so far their is no COVID-19 recorded death in the state .


Governor Simon Lalong, urged citizens of the State not to panic, but to continue to strictly adhere to regulations put in place to contain the disease and curtail community spread.

#COVID19Plateau: Plateau State Government reminds its Citizens of mandatory wearing of mask in public and 8:00pm to 6:00am Curfew

A SPECIAL PUBLIC ANNOUNCEMENT

The attention of the Plateau State Government has been drawn to the flagrant disregard to government orders with regards to Corona Virus (COVID-19).

Notable is the Presidential order which imposed a curfew on the country lasting between

8.00 p.m. to 6.00 a.m each day! It is in this light therefore, that the Plateau State Government issues this reminder that the curfew so imposed is still in force and should be strictly observed until otherwise reviewed, failure of which culprits should have themselves to blame.

Furthermore, the state government hereby reminds it’s citizen that the wearing of masks is mandatory and should be ruthlessly enforced by the security agents saddled with such responsibility.

Government has also utterly noted with dismay, an emerging culture which negates all
intents and purposes in the name of jogging where people come out in their hundreds with total disregard to not only social distancing but in defiance of the lock down order.

Government would like to advice those involved to desist failure of which will act and be treated as an affront to constituted authority.

There are many ways you can exercise yourself without provocating and or testing the the will of government.

Government means well for its citizens at all times but it will not fold its arms and watch its orders being disregarded with ignominy.

Let us team up with Government in this fight against the pandemic that is threatening to engulf mankind.
