The Plateau State Independent Electoral Commission (PLASIEC) has made significant strides in its preparation for the upcoming local government elections, scheduled for October 9, 2024. As part of its commitment to conducting a transparent and credible election, PLASIEC held its maiden mock election across the three senatorial zones of the state to test the efficiency of the newly introduced Voter Verification System (VVS).
The mock election, conducted at key polling units in Wase, Shendam, Pankshin, Mangu, Riyom, and Jos North local governments, was aimed at familiarizing the public with the voting process while evaluating the performance of the VVS. The technology, designed to verify the identity of registered voters, ensures that only eligible voters participate in the election. PLASIEC officials deployed staff and materials, set up polling units, and implemented the full electoral procedure to simulate the actual election day.
The VVS, which was a key component of this exercise, performed exceptionally well, confirming voter identities quickly and accurately. Voters who participated in the mock election expressed satisfaction with the system, noting its ease of use and efficiency. The turnout was also encouraging, as many took the opportunity to engage with the process ahead of the main election day.
The Plateau State Independent Electoral Commission (PLASIEC) held a crucial stakeholders’ engagement event at the Tamarald Event Centre, Jos, on the level of preparedness for the forthcoming local government elections scheduled for October 9, 2024. The gathering brought together key stakeholders, including government officials, security agencies, political party leaders, civil society organizations, and religious leaders, to discuss the readiness and framework for ensuring a free, fair, and credible election.
The event was graced by a wide range of prominent attendees, including the Special Guest of Honor, Plateau State Executive Governor Barr Caleb Manasseh Mutfwang, who was represented by Secretary to the State Government, Samuel Jatau. Other notable participants included the Chief Judge of Plateau State, the Speaker of the Plateau State House of Assembly, the Gbong Gwom Jos, political party leaders, candidates for the upcoming elections, heads of security agencies, civil society organizations, religious leaders, and journalists.
PLASIEC Chairman, Hon. Plangji Daniel Cishak, opened the engagement by welcoming the distinguished guests and stakeholders. He expressed his deep gratitude to Governor Mutfwang for entrusting PLASIEC with the responsibility of overseeing the local government elections and for the support of the Plateau State House of Assembly. Cishak emphasized that the election was a vital opportunity for Plateau citizens to participate in democracy and shape the future of their communities.
The highlight of the event was a series of presentations from key officials within PLASIEC, offering detailed insights into the commission’s preparations for the upcoming elections:
Pam Gyang, Secretary of the Commission, gave an overview of the Commission’s logistical framework and the importance of maintaining transparency and fairness throughout the electoral process.
Hon. Audu Dorzhi, Commissioner for Electoral Operations, provided a comprehensive update on the electoral operations and the strategies implemented to ensure a seamless voting experience across the 17 local government areas. He outlined the steps taken to ensure that all election materials and personnel would be ready ahead of the election day.
Hon. Ado Adere, Commissioner for Transportation and Logistics, focused on the transportation plans that have been put in place to ensure efficient and timely distribution of election materials. He emphasized the importance of proper coordination and communication to avoid delays on election day.
Associate Professor Longmam Pienswan, Commissioner for Training, discussed the extensive training programs conducted for electoral staff. He detailed how PLASIEC partnered with the International Foundation for Electoral Systems (IFES) to equip personnel with the necessary skills and best practices to guarantee a transparent electoral process.
Hon. Deborah Akanle, Commissioner for Voter Education and Observation, presented the voter education strategies aimed at increasing voter turnout and ensuring citizens are well-informed about the voting process. She highlighted the use of mass media and grassroots outreach to engage voters.
PLASIEC ICT Team introduced the new Voter Verification System (VVS) with a demonstration, a technological innovation developed by PLASIEC’s ICT department to verify voter eligibility. This system, which will be tested in a mock election on September 28, is designed to ensure that only registered voters can participate, further enhancing the credibility of the election. The

He reiterated the importance of the local government elections for democratic participation and emphasized PLASIEC’s commitment to ensuring a credible election. He praised the efforts made by the Commission to engage stakeholders, train staff, and implement technology to enhance the process. He also expressed optimism that the upcoming election would restore public confidence in the state’s electoral system.
Cishak called for the collaboration of all stakeholders, urging them to join hands with PLASIEC in creating a transparent, peaceful, and fair election. He also introduced the establishment of the Plateau State Advisory Committee on Election Security (PLACCES) to ensure the safety of citizens and electoral officials during the election. He quoted former President Goodluck Jonathan, saying, “No ambition is worth the blood of any citizen,” underscoring the Commission’s commitment to a peaceful election.

The Chairman of the Inter-Party Advisory Council (IPAC), represented by the Secretary, Hon Aminu Hadi commended PLASIEC for its commitment to an inclusive and fair election process. He expressed confidence that the innovations introduced, such as the Voter Verification System, would enhance transparency.
The Commissioner of Police, Emmanuel Adesina, representing the security agencies, reassured stakeholders of the police force’s readiness to provide adequate security for the elections. He highlighted the collaboration between security agencies and PLASIEC under the framework of PLACCES to ensure a peaceful and orderly election.
Samuel Jatau, Secretary to the Plateau State Government, spoke on behalf of Governor Caleb Mutfwang, who was unavoidably absent due to his participation in the UN General Assembly in New York. Jatau conveyed the governor’s enthusiasm for the upcoming elections and commended PLASIEC’s preparations. He urged all stakeholders to approach the process with an open mind and work towards unity and progress. Reflecting on past challenges, he called for lessons to be learned and encouraged all parties to avoid mistakes that could divide the people.
Jatau reassured the public that the government is committed to ensuring a free, fair, and credible election. He emphasized the need for all political parties to prepare adequately and campaign fairly, as the true measure of success in an election is through popularity and voter confidence.
The event concluded with a question-and-answer session, allowing stakeholders to raise concerns and seek clarifications. PLASIEC officials responded to various questions on logistics, security, and the Voter Verification System. In preparation for the upcoming October 9 Local Government Election, the Plateau State Independent Electoral Commission (PLASIEC) has successfully trained 350 Ward Technical Support Staff to assist Presiding Officers with the newly introduced Voter Verification System (VVS). The training took place at the Community and Social Development Agency (CSDA), located near Crispan Hotel, off Old Airport Junction, Rayfield Road, Jos, Plateau State.
The VVS, a technology designed to verify voter identity, will be deployed for the first time in Plateau State during the election. This initiative aims to ensure transparency and credibility in the election process by verifying that only registered voters cast their ballots.
During the event, PLASIEC Chairman Hon. Plangji Daniel Cishak emphasized the importance of the new system, stating, “We are introducing this VVS to ensure that the person who wants to vote is the actual registered voter. INEC has done something similar with BVAS, but we find this system simpler and more adaptable to our local context, working both online and offline.”
Cishak urged the support staff to approach their duties with dedication, adding, “Local government elections are critical because people live in local governments, not just in the state. If we get it right at this level, we can set an example for other states. We ask that you take this work seriously, as if you are doing it unto God.”
One of the participants, Belong Beatrice Duwong, expressed optimism about the new system. “I’m pleased to be part of the WARDTECH training. This new technology will ensure free, fair, and credible elections, preventing vote-buying and underage voting,” she said.
Caleb Bulus N., a facilitator at the training, praised PLASIEC’s bold move to enhance the election process. “This app makes a significant upgrade for PLASIEC. I believe this system will help deliver the free and fair election the governor is aiming for.”
The training concluded with an interactive session where participants engaged in questions and answers, further solidifying their understanding of the VVS and their roles in the upcoming election.

In preparation for the forthcoming Plateau State Local Government Elections on October 9, 2024, the Plateau State Independent Electoral Commission (PLASIEC), in collaboration with B&Y Consulting Limited, has commenced a three-day capacity-building workshop for Civil Society Organizations (CSOs) and political parties. The event, which is being held at the Community and Social Development Agency (CSDA), by Crispan Hotel Gate, off Old Airport Junction, Rayfield Road, Jos, started on September 19 and will conclude on September 21, 2024.
The workshop is part of PLASIEC’s ongoing effort to ensure a credible, free, and fair electoral process by engaging key stakeholders in training sessions designed to promote responsible conduct during the elections.
Dr. Longmam G. Pienswang, PLASIEC’s Commissioner for Training and Research, expressed gratitude to political parties for their prompt attendance and apologized for the short notice given to CSOs. He emphasized the critical role that political parties play in the democratic process, stating, “We want you to be conversant with the changes and to change your mindset from the old to the new. Political parties are critical stakeholders in our affairs. If you don’t exist, there will be no need for any electoral commission to exist.”
Dr. Pienswang also urged participants to share the knowledge gained with their respective party members and agents at the grassroots level, noting the importance of cascading the training to ensure its full impact across the political landscape.
Dr. Plangsat B. Dayil, Coordinator and also a facilitator at the workshop, highlighted the significance of the training in fostering peaceful and credible elections. In her remarks, she pointed out the crucial role of CSOs and political parties in maintaining electoral integrity. “This training is very key because these sets of people are critical in terms of promoting credible, peaceful, and fair elections. It is commendable that PLASIEC is putting this plan in place to ensure that party leaders, agents, and CSOs understand the ethics of what they are involved in,” Dr. Dayil stated.
She further added that the training promotes a commitment to peaceful elections, non-violence, and collaboration between CSOs and political parties. “We believe that at the end of this, the credibility of PLASIEC, the electorate, and even the political parties will have been enhanced through these kinds of engagements. This is commendable, and we recommend more such trainings to foster inter-party and inter-organizational collaborations.”
The workshop also featured presentations from experts, including Augustine Onyeke, PhD, who discussed the role of party agents and CSOs in safeguarding civil behavior during elections, and DIG Rtd Habila Joshak, who addressed the prevention of electoral violence and the promotion of peace. Other topics included ethical leadership, legal frameworks relating to political party conduct, and techniques for managing political competition without violence.

Participants, including Aminu Hadi, IPAC Secretary, and Capt Bitrus Ngulen, Deputy Chairman of the PDP, expressed optimism that the training would strengthen the state’s democratic process and contribute to free and fair elections.

The Plateau State Independent Electoral Commission (PLASIEC) has successfully concluded its two-day Plateau Advisory Consultative Committee on Election Security Workshop (PLACCES) at the prestigious National Institute for Policy and Strategic Studies (NIPSS). The workshop brought together security personnel from various agencies, as well as key stakeholders, to ensure that the forthcoming local government elections in the state are conducted smoothly and without incident.
Speaking to the media, Hon. Plangji Daniel Cishak, Chairman PLASIEC, expressed the importance of the collaboration between the Commission and security agencies. “This is the first time PLASIEC has been involved in such an event. The aim is to foster cooperation between the Commission and the security agencies,” he noted. He emphasized the need for a peaceful election process, especially in a state like Plateau, which has enjoyed relative peace in recent times. “The process and activities of the elections should not spark conflict. That’s why we’re being proactive by organizing this workshop,” Cishak added.
He went on to highlight the key issues discussed during the workshop, including logistics, security in flashpoint areas, and the inclusion of displaced communities in the electoral process. “We want to ensure that every eligible Plateau citizen can participate in these local government elections without being disenfranchised,” he said.
Addressing the expectations of the people of Plateau, Cishak assured that their votes would count. He explained that significant efforts had been made to open up the electoral space, with eleven political parties contesting in the elections. “Civil society, international bodies like IFES, and other stakeholders have been involved. The use of technology in verifying voter anonymity will be critical in ensuring a transparent election.”
A major highlight of the workshop was the demonstration of a new Voter Verification System (VVS), which ensures that voters, whether they possess their Permanent Voter Cards (PVCs) or not, can still vote if they are registered. Cishak explained that voters whose houses had been destroyed or who were homeless would still be able to vote once their names were located on the register. “Once you find your name on the register, all you need are the last six digits of your Voter Identification Number (VIN) to be verified and accredited,” he said. This system is designed to prevent disenfranchisement and ensure that the principle of ‘one man, one vote’ is upheld.
The workshop also featured paper presentations from notable speakers, including Prof. Sola Adeyanju, MNI, who presented on the “Code of Conduct for Security Personnel on Election Duty,” and retired DIG Habila Joshak, who discussed the “Logistics and Challenges of Elections: Historical Experiences.” Dr. Plangsat Bitrus Dayil, a political scientist from the University of Jos, gave an insightful presentation on the gender dimension and the impact of insecurity on elections.
The practical demonstration of the VVS by ICT experts Kinsley Michael and Emmanuel Efosa captivated the audience, as they showcased the system’s ability to verify voter details both online and offline. Attendees were given the opportunity to ask questions and engage in interactive sessions following each presentation.
