FIRS announces N66bn revenue from stamp duties in 5 months

The Federal Inland Revenue Service (FIRS) has generated the sum of N66 billion from stamp duties between January and May.

Mr Abdullahi Ahmad, the FIRS Director, Communications and Liaison Department made this known in a statement in Abuja on Tuesday, June 30.

Ahmad said the Executive Chairman of FIRS, Muhammad Nami, disclosed this at the inauguration of the Inter-Ministerial Committee on Audit and Recovery of Back Years Stamp Duties and the unveiling of the FIRS Adhesive Stamp in Abuja.

Nami said the money realised in the first five months of the year from stamp duties represented about 1,000 per cent increase.

He stated that the increment was unprecedented when compared to six billion naira collected from January to May 2019.

The FIRS boss attributed this increase to the dynamism triggered by the Finance Act 2019; sums warehoused by the CBN in respect of prior years and the deployment of technology as well as stakeholders’ collaboration.

“The introduction of the FIRS Stamp Duties Adhesive Stamp will; among other things, plug the revenue sink-hole, enable proper accountability and transparency, simplify the administration of Stamp Duties and reduce disputes”.

The statement disclosed the Secretary to the Government of the Federation (SGF), Mr Boss Mustapha, gave the assurance that the collection from stamp duty would be second to oil revenue; as it had the potential to yield up to a trillion Naira if properly harnessed.

Mustapha also directed that all institutions of government and related stakeholders should support the Inter-Ministerial Committee on Audit and Recovery of Back Years Stamp Duties to enable it to succeed on its assignment.

“In the face of dwindling oil revenue and the global shift away from oil-dependent technological products; it is even more compelling now to begin to think out of the box in order to safeguard the future of our country.

“Therefore, this administration has resolved to widen the revenue base by activating stamp duties revenue collection which has been neglected for more than 20 years.

“I hereby also direct and request that all relevant MDAs, particularly the Central Bank of Nigeria, NIBBS, MDBs, FIRS, NIPOST should give maximum cooperation to the Committee in the discharge of its mandate,” Mustapha said.

COVID-19: Remdesivir to cost Nigeria, others N1m per patient

Remdesivir is at the forefront of the fight against COVID-19 after it helped shorten hospital recovery times in a trial.

Gilead Sciences Inc has priced its COVID-19 drug candidate Remdesivir at $2,340 for a five-day treatment in the United States and some other developed countries, potentially reflecting looming competition from a cheap steroid.

According to reports, the price tag is below the $5,080 per course recommendation by the US drug pricing research group, the Institute for Clinical and Economic Review (ICER), last week.

However, it could be potentially available between $2,520-2,800; depending on if the cheap alternative, dexamethasone, which is not patent-protected, is cleared for use in COVID-19.

Remdesivir is at the forefront of the fight against COVID-19 after the anti-viral treatment helped shorten hospital recovery times in a clinical trial. It has been approved for emergency use in some patients in the US.

But dexamethasone has since been hailed as a potential breakthrough treatment.

The remdesivir price for US private insurance companies will be $520 a vial, Gilead said, which equates to $3,120 for every patient for a treatment course of six vials.

The per-vial price outside of private insurance will be $390, Gilead added.

Meanwhile, Gilead has entered into an agreement with the US Department of Health and Human Services (HHS), with the agency and states set to manage allocation to hospitals until the end of September.

HHS has secured more than 500,000 treatment courses of the drug for US hospitals through September, the agency said on Monday, June 29.

After this, once supplies are less constrained, HHS will stop managing the allocation, Gilead said.

Remdesivir’s price has been a topic of intense debate since US regulators approved its emergency use in some COVID-19 patients in May.

Experts have said Gilead would need to avoid appearing to take advantage of a health crisis for profits.

The European Union’s healthcare regulator last week recommended conditional approval of the drug when used in the critically ill. The formal go-ahead by the European Commission is expected to follow soon.

Gilead has linked up with generic drugmakers based in India and Pakistan, including Cipla Ltd and Hetero Labs Ltd, to make and supply remdesivir in 127 developing countries.

Shiites: Court orders police to pay N15m compensation to families of 3 IMN members

The Federal High Court, Abuja, on Monday, June 29, awarded the sum of N15 million against the Nigerian police over the alleged killings of three members of the Islamic Movement in Nigeria (IMN) also known as Shiites.

Justice Taiwo Taiwo, in his judgment, also ordered the National Hospital, Abuja, to immediately released the three corpses in its morgue.

Justice Taiwo while granting Reliefs A and C of the applicants; said each of the applicants must be paid a sum of N5 million as compensation for the killings.

The judge, however, did not grant the prayer that the Nigerian police should tender an apology in two national newspapers.

It was reported that the Inspector General of Police is the 1st respondent while the medical directors of National Hospital, Abuja, and Asokoro District Hospital are both 2nd respondents in the four separate charges.

Shiites, Suleiman Shehu, Mahdi Musa, Bilyaminu Abubakar Faska and Askari Hassan were alleged to have been killed by agents of the first respondent on July 22, 2019; while on a peaceful protest to demand the freedom of their Islamic Leader, Ibrahim El-Zakzaky and his wife, at the Federal Secretariat, Abuja.

While the bodies of Suleiman Shehu, Mahdi Musa, and Bilyaminu Abubakar Faska were alleged to have been deposited at National Hospital, Abuja, the body of Askari Hassan was alleged to have been kept in Asokoro District Hospital.

The Shiites applicants, who are said to be brothers of the deceased in the suit, are Ibrahim Abdullahi, Ahmad Musa, Yusuf Faska, and Said Haruna respectively.

However, throughout the duration of the court proceedings, the Nigerian police neither filed a counter-affidavit nor send a lawyer for representation.

Meanwhile, the Shiites, on Friday, June 26, took to the streets of Kaduna for the umpteenth time in order to protest the continued detention of their leader; Sheikh Ibrahim Zakzaky, by the federal government of Nigeria.

Sheikh Aliyu Tirmizi, head of the protesting Shiites; who spoke to newsmen during the demonstrations, demanded an unconditional release of their leader who according to him was unjustly detained.

He further lamented that President Muhammadu Buhari’s administration has repeatedly infringed upon the rights of Sheikh Zakzaky; demanding that he be released for proper medical attention.

The Shiites spokesman said; “In the aftermath of Zaria genocide executed by the Nigerian military in December 2015 we have been calling on all citizens to uphold the dictum that injustice to one is injustice to all, but to no avail.

“Most people, after the gross flagrant abuse of power by the military on Sheikh Zakzaky and his followers couldn’t express their condemnation; choosing to remain silent since the military excesses didn’t affect them directly,” he said.

#COVID19Plateau: Enforcement Teams will wage a Robust Action on Defaulters – Plateau State Government

TEXT OF PRESS BRIEFING BY PROF. DANLADI ABOK ATU, SECRETARY TO THE GOVERNMENT OF THE STATE & COORDINATOR, PLATEAU STATE COVID-19 TASK FORCE. 28TH JUNE 2020.

  1. Gentlemen of the press, you will recall that his Excellency, Rt. Hon. (Dr) Simon Bako Lalong, Executive Governor of Plateau State and Chairman of the Covid-19 Task Force, addressed you on 11th June 2020 where he announced the lifting of the total lockdown earlier imposed on the State until further notice.
  2. At that briefing, the Governor laid out the conditions for the lifting of the lockdown based on the fact that the citizens are to henceforth take responsibility for their health and the health of others.
  3. Let me remind you that the Governor lifted the total lockdown after widespread consultations with key stakeholders which included: CAN, JNI, Marketers and Traders Association, NURTW, Union of Tricycles Operators, Hotel, Recreational and Catering Services Association, Plateau State Traditional Council, NLC, TUC, NUJ, NBA, NMA, National Association of Nurses and Midwives and other professional Health Workers, PIDAN, NCWS and Plateau Youth Council.
  4. If you remember, the following directives were given by the Governor during that briefing:
    i. That the curfew imposed by the Federal Government from 10pm – 6am will continue to be observed until further directives are issued.
ii. That there shall be no entry whatsoever, into public offices, banks, markets, stores, tricycles and vehicles without wearing facemasks. Violators of this order will be arrested and taken before the mobile courts.
iii. Cultural festivals, anniversaries and large-scale gatherings remain banned.
iv. Ban on commercial motorcycles will remain in force, except Dispatch Riders and other essential service operators.
    v. The ban on illegal Sunday markets on Ahmadu Bello Way, and Bukuru Metropolis remains in force.
vi. Churches and Mosques with large spaces shall be allowed to accommodate more than 50 worshippers under strict observance of the use of facemasks, social distancing, hand washing, use of infrared thermometers and use of sanitizers.
vii. That all public places like Markets, Shops, Hotels, Restaurants that fail to comply with the hygiene or sanitation regulations, social distancing as well as use of facemasks shall be penalized and where appropriate, bear any cost or penalty as would be specified.
viii. All public places like Markets, Shops, Hotels, and Restaurants that fail to comply with the hygiene or sanitation regulations, social distancing as well as use of facemasks shall be shut down and the owners prosecuted.
ix. The inter-state borders shall remain closed with greater enforcement.
    x. All Schools are to remain closed.
  5. Now after this development, we have had cause to issue press statements expressing serious concern over the flagrant disregard for some of the guidelines announced by the Governor by many citizens and organisations.
  6. In particular, Government viewed with dismay the non-compliance with regards to the wearing of face masks, social distancing, hand washing and the use of sanitizers and others outlined earlier.
  7. This necessitated us issuing another press statement on June 22nd to warn against this uncooperative attitude and caution that Government may be forced to take more drastic measures to enforce compliance.
  8. We have since commenced enforcement and as you are aware, last week we sealed some places and arrested violators. This was the pilot phase where we measured the impact of our Strategies.
  9. Gentleman of the press, Government has equally been worried about the increase in the number of cases in the State even as we test more people. This means that the risk of COVID-19 is still very high, and as such, we cannot relax.
  10. That is why the Chairman of the Plateau State Covid-19 Task Force, Governor Simon Lalong has directed that we redouble our enforcement efforts across the entire State with SPECIAL EMPHASIS on 6 of the Local Government areas with the highest prevalence of corona virus cases.
  11. Therefore, commencing from tomorrow, Monday 29th June 2020, the enforcement teams will wage a robust action on defaulters whether citizens or organisations particularly in the 6 Local Governments which include Jos North, Jos South, Barkin Ladi, Mangu, Kanam and Kanke.
  12. It should be understood that the next phase will see other Local Governments also witnessing the type of enforcement and enlightenment that we shall launch tomorrow.
  13. This enforcement will go simultaneously with public education campaign by Health Educators to further enlighten the citizens on the dangers of the disease and what to do to be protected.
  14. It is important to make it abundantly clear that this action is not in any way aimed at stigmatizing people living in these Local Government Areas or affected communities, but an exercise targeted at ensuring their safety and containment of the pandemic.
  15. I am stating this upfront because we are aware of the mischief by some individuals and groups who specialize in spreading falsehood and trying to discourage people from abiding to government directives.
  16. We shall remain focused on ensuring that we protect our citizens from the Corona Virus pandemic. All we continue to ask for is the cooperation and support of all citizens towards defeating the disease.
  17. Let me register the profound appreciation of His Excellency, Governor Simon Lalong, the Executive Governor and Chairman of the Covid-19 Task Force, to all well-meaning citizens and organisations who have consistently complied with the guidelines issued in the fight against the pandemic.
  18. At this point, I invite the Commissioner for Health, to brief you on the current statistics of the disease in the State, including the five local government areas I mentioned.
  19. Thank you.

Prof. Danladi Abok Atu
Secretary to the Government of the State and Coordinator, Plateau State Covid-19 Task Force,June 28, 2020.
