COAS Shaibu Reshuffles Top Army Leadership, Assigns Senior Officers to Key Command and Staff Roles

In a strategic move to strengthen leadership and enhance operational efficiency, the Chief of Army Staff (COAS), Lieutenant General Waidi Shaibu, has approved a major redeployment of senior officers across various command, staff, and training positions within the Nigerian Army.

The reshuffle, aimed at revitalizing command structures and boosting overall performance, affects several top-ranking officers now placed in critical roles across the service.

Among those newly appointed is Major General Bamidele Alabi, who now serves as Chief of Policy and Plans (Army) at the Army Headquarters Department of Policy and Plans. Major General Jamal Abdulsalam, previously Chief of Special Services and Programmes, has been posted to the Defence Headquarters as Chief of Defence Operations. Similarly, Major General Peter Mala has been redeployed from the Office of the National Security Adviser to head the Training and Doctrine Command (TRADOC) as Commander.

Also affected is Major General Samson Jiya, who moves from the Nigerian Army Heritage and Future Centre (NAHFC) to the Defence Headquarters as Chief of Defence Accounts and Budget.

Other strategic appointments include Major General Mayirenso Saraso, now Chief of Operations (Army); Major General Isa Abdullahi, appointed Chief of Administration (Army); and Major General Musa Etsu-Ndagi, who takes over as Chief of Civil-Military Affairs. Additionally, Major General Abubakar Haruna will command the Nigerian Army Training Centre (NATRAC) in Kontagora, while Major General Philip Ilodibia assumes duty at the Defence Space Administration as Chief of Defence Space Administration.

Further appointments include Major General Godwin Mutkut, now Corps Commander Infantry at the Infantry Corps Centre; Major General Umar Abubakar as Commander Armour Corps; Major General John Adeyemo as Corps Commander Artillery; and Major General Mohammed Abdullahi as Corps Commander Signals.

Others are Major General Taofik Sidick, who becomes Chief of Accounts and Budget (Army); Major General Abdullahi Ibrahim, now Corps Commander Ordnance; Major General Adeyinka Adereti, who takes charge as Corps Commander of Electrical and Mechanical Engineers; and Major General Nansak Shagaya, newly appointed Corps Commander of Supply and Transport. Brigadier General Yusha’u Ahmed has also been named Acting Corps Commander Education.

The COAS further approved new appointments in the training institutions, including Major General Oluyemi Olatoye, now Commandant of the Nigerian Defence Academy (NDA), Kaduna; Major General Emmanuel Mustapha, Commandant of the Nigerian Army Signal School; Major General Adamu Hassan, Commandant of the Nigerian Army School of Artillery; and Brigadier General John Bulus, Commandant of the Nigerian Army School of Finance and Accounts.

Plateau Peace Architecture Forum Pushes for Coordinated Action Toward Lasting Peace

Jos, Plateau State — October 30, 2025 — The Plateau State Peace Building Agency (PSPBA) has reaffirmed its commitment to driving a coordinated and sustainable peace agenda through the integration of humanitarian, development, and peace efforts across Plateau State. This came to the fore during the Plateau Peace Architecture Forum (PPAF) held at FOX Hotels, Jos, which brought together policymakers, peace practitioners, humanitarian actors, and development partners in a collective push for a more resilient and peaceful Plateau.

The forum, themed “Integrating the Humanitarian-Development-Peace (HDP) Nexus for Sustainable Impact in Plateau State,” served as a platform to enhance coordination mechanisms, share lessons, and forge strategic partnerships among key peace and development stakeholders.

Declaring the event open, Dr. Julie G. Sanda, Director General of the Plateau Peace Building Agency, underscored the agency’s mandate in coordinating peacebuilding efforts that respond to real-time community needs. She emphasized that peace cannot be sustained without integrating social and economic recovery efforts, adding that the HDP framework offers a holistic model for addressing post-conflict realities across the state.

“Peace cannot thrive in isolation from development and humanitarian action,” Dr. Sanda stated. “For Plateau to remain at peace with itself and with others, we must pursue deliberate partnerships that connect trauma healing, livelihood restoration, education recovery, and resilience building.”

In her presentation titled “Reflections from the September HDP Nexus Workshop Proceedings – Lessons and Highlights,” Dr. Sanda explained that the agency’s coordination role extends beyond peace mediation to include collaboration with partners in education, child protection, emergency management, and the SDGs. She reiterated that true peacebuilding requires cross-sectoral synergy that empowers communities to recover and sustain long-term development.

Delivering goodwill messages, Hon. Sam Godong, Director General of the Research Directorate in the Plateau State Government House, described the forum as a timely intervention aligned with the state’s broader governance agenda for peace, security, and development. Similarly, Dr. Tanko Davit of the National Institute for Policy and Strategic Studies (NIPSS) commended PPBA’s leadership, noting that the Plateau peace model is now influencing similar peace initiatives in neighboring Nasarawa State.

Also speaking, Mr. Brandon Fantis from the Centre for Humanitarian Dialogue (CHD) praised the agency’s coordination efforts and called for stronger collaboration among humanitarian and development actors. He noted that joint learning and partnerships are essential for sustaining peace dividends.

Representing the House Committee on Labour and Security, Mr. Mafeng Bot, who stood in for Hon. Joe Bukar, lauded PSPBA’s proactive role in convening the dialogue and urged continuous synergy among stakeholders to build durable peace and inclusive growth.

In his remarks, Nanman Bali, President of the Plateau Peace Practitioners Network, highlighted the forum as a groundbreaking platform linking humanitarian work with peacebuilding. He noted that the engagement created an avenue for practitioners to exchange ideas, share experiences, and strengthen multi-sectoral coordination for sustainable impact.

A keynote address delivered by Mr. John Danboyi of the Peace Training Centre on the topic “Operationalising the HDP Nexus in Plateau State: Pathways and Possibilities,” emphasized the importance of people-centered approaches and institutional collaboration. According to him, sustainable peace requires inclusive governance, resilient communities, and consistent investment in peace-supportive development initiatives.

The forum also featured a panel session moderated by Mr. Nantip, focusing on “Integrating the HDP Nexus into Programme Design and Implementation.” Panelists drawn from PLASEMA, NRC, JDPC, CRADI, the SDGs Office, and the Child Protection Network discussed strategies to enhance coordination among HDP actors. They underscored the need for stronger community engagement, transparency, and measurable results in project delivery to ensure that interventions directly address the root causes of conflict and vulnerability.

Participants further engaged in fish-bowl breakout sessions around three key thematic areas: Displacement, Shelter & Host Communities; Food Security, Livelihood & Nutrition; and Education in Emergencies & Peace-Humanitarian Nexus. Discussions revealed challenges such as high school drop-out rates, inadequate learning facilities, overstretched host communities, and declining agricultural productivity — all linked to conflict and climate-related shocks.

Stakeholders recommended increased education funding, enhanced teacher welfare, and community-based support systems for displaced persons. They also called for livelihood empowerment initiatives to strengthen food systems and restore sustainable learning and housing solutions.

In conclusion, participants collectively reaffirmed their commitment to deepening collaboration and operationalizing the HDP Nexus as a practical roadmap for sustainable peace, resilience, and inclusive development in Plateau State.

The Plateau Peace Architecture Forum (PPAF) stands as a testament to PSPBA’s leadership in promoting an integrated approach to peacebuilding — one that bridges humanitarian response, development recovery, and enduring peace for the prosperity of Plateau’s communities.

Details Emerge on Detained Officers Over Alleged Coup Plot

Details have begun to emerge about the identities of at least 16 of an unknown number of Nigerian military officers currently being detained over an alleged coup plot.

According to sources familiar with the matter, who spoke to PREMIUM TIMES, fourteen of the 16 are from the Nigerian Army, while the remaining two belong to the Navy and the Air Force.

Among the Army officers are a brigadier general, a colonel, four lieutenant colonels, five majors, two captains, and a lieutenant. The two others include a Lieutenant Commander from the Navy (the naval equivalent of a Major in the Army) and a Squadron Leader from the Air Force (also equivalent to a Major).

Further details provided by sources indicate that 12 of the 14 Army officers are from the Infantry Corps, the Army’s combat arm, whose personnel primarily fight on foot. One officer serves in the Signals Corps, responsible for military communications, while another belongs to the Ordnance Corps, which handles the procurement, storage, and maintenance of weapons, ammunition, vehicles, and other military hardware.

The Army suspects are predominantly members of the 56 Regular Course of the Nigerian Defence Academy (NDA), who trained between 27 September 2004 and 4 October 2008. Six members of this course—four lieutenant colonels and two majors—are among the first batch of those arrested.

The remaining Army officers are drawn from other NDA courses, including the 44th, 47th, 59th, and 60th Regular Courses, as well as Short Service Commission Courses 38 and 43. The course affiliations of two Army officers, along with those of the naval and air force personnel, could not be immediately confirmed.

Our sources further disclosed that 15 of the 16 detained officers are from Nigeria’s North-central, North-east, and North-west geopolitical zones. The only exception is the most junior among them—a lieutenant from the South-west.

The ‘Bloody’ Coup Plot
PREMIUM TIMES recently reported the Nigerian military’s commencement of a probe into a foiled coup plot involving some top officers arrested in late September.

Knowledgeable and reliable sources told this newspaper that the coup plotters planned to assassinate President Bola Tinubu, Vice President Kashim Shettima, Senate President Godswill Akpabio and Speaker of the House of Representatives Tajudeen Abbas among others.

Without categorically denying that the officers were involved in an alleged coup, the military said its probe of the officers “is a routine internal process aimed at ensuring discipline and professionalism is maintained within the ranks.”

A Sudden Shake-up
Weeks after the planned coup was foiled and some suspects rounded up, President Tinubu, in a major shake-up that stunned many Nigerians, sacked the Chief of Defence Staff, Christopher Musa, replacing him with erstwhile Chief of Army Staff, Olufemi Oluyede, a general.

He also appointed Waidi Shaibu, a major-general, as the new Chief of Army Staff, Sunday Kelvin Aneke, an air vice marshal, as Chief of Air Staff and Idi Abbas, a rear admiral as the new Chief of Naval Staff. Emmanuel Undiendeye, a major general, retained his position as the Chief of Defence Intelligence.

However, the presidency did not link the shake-up to the alleged coup plot.

Covert Arrests
Initially, the military arrested 16 officers but insiders said the number of suspects have swollen over time.

Sahara Reporters reported Wednesday that as part of the ongoing investigation, the military invaded the Abuja residence of a former governor of Bayelsa State, Timipre Sylva, arresting his brother who was also identified as his personal assistant.

But the former governor denied his involvement in the coup plot. Mr Sylva, through his spokesperson, Julius Bokoru, said he was traveling in the UK for medical checkup, with a plan to proceed to Malaysia for a conference.

Saying “individuals believed to be operatives of the Defence Headquarters” raided his principal’s house, Mr Bokoru, said no reason was given for the action.

Mr Sylva’s spokesperson said his principal “has no involvement whatsoever—either in planning or in logistics—with any such plot.”

Efforts by PREMIUM TIMES to reach Mr Sylvia directly was unsuccessful. Multiple calls to his known telephone number failed to connect.

Tinubu Revises Pardon List, Bars Convicts of Drug, Human Trafficking, and Kidnapping Offences

President Bola Tinubu has ordered the removal of persons convicted for kidnapping, drug trafficking, human trafficking, fraud, and unlawful possession of firearms from the list of beneficiaries under the federal government’s prerogative of mercy.

A statement on Wednesday by Bayo Onanuga, special adviser to the president on information and strategy, said Tinubu took the decision “following consultations with the Council of State and public opinion”.

PRESIDENT TINUBU SIGNS INSTRUMENT OF CLEMENCY AND PARDONS, MOVES SECRETARIAT OF PREROGATIVE OF MERCY COMMITTEE TO JUSTICE MINISTRY

President Bola Ahmed Tinubu, GCFR, has executed the relevant instruments of release to complete the process of formally exercising his constitutional power of prerogative of mercy to grant pardon and clemency to specific individuals who were earlier convicted for various offences.

Following consultations with the Council of State and public opinion on the matter, the President directed a further review of the initially approved list for consideration in furtherance of the President’s discretionary powers under Section 175(1)(&(2) of the 1999 Constitution (as amended).

Consequently, certain persons convicted of serious crimes such as kidnapping, drug-related offences, human trafficking, fraud, unlawful possession of firearms/arms dealing, etc, were deleted from the list. Others who had been hitherto pardoned in the old list had their sentences commuted.

This action became necessary in view of the seriousness and security implications of some of the offences, the need to be sensitive to the feelings of the victims of the crimes and society in general, the need to boost the morale of law enforcement agencies and adherence to bilateral obligations. The concept of justice as a three-way traffic for the Accused, the Victim, and the State/Society also guided the review.

The approved list of eligible beneficiaries has been transmitted to the Nigerian Correctional Service for implementation in line with the duly signed instruments of release.

Furthermore, to ensure that future exercises meet public expectations and best practices, the President has directed the immediate relocation of the Secretariat of the Presidential Advisory Committee on Prerogative of Mercy from the Federal Ministry of Special Duties to the Federal Ministry of Justice.

President Tinubu also directed the Attorney-General of the Federation to issue appropriate Guidelines for the Exercise of the Power of Prerogative of Mercy, which includes compulsory consultation with relevant prosecuting agencies.

This will ensure that only persons who fully meet the stipulated legal and procedural requirements will henceforth benefit from the issuance of instruments of release.

The President appreciated the constructive feedback and engagement from stakeholders and the general public on this matter.

President Tinubu also reaffirmed his administration’s broader commitment to judicial reforms and improving the administration of justice in Nigeria.

APC Lists Four Opposition Governors Poised to Join the Party — Mutfwang Included

All Progressives Congress (APC) has announced that at least four sitting governors from opposition parties are in “advanced talks” to join the ruling party before the end of 2025, a move the party believes will cement its dominance ahead of the 2027 general elections.

Dr. Ijeoma Arodiogbu, APC’s National Vice Chairman (South-East), disclosed this in an interview, identifying the governors of Plateau, Taraba, Rivers, and Abia (Labour Party) as the key figures currently being courted by the party.

Arodiogbu stressed that their defection was “highly possible” in the coming weeks.

“It is a possibility that the Plateau governor will join us likewise his Taraba counterpart. We are also looking forward to receiving Rivers governor, (Siminalayi) Fubara, and Governor (Alex) Otti of Abia State in our midst,” Arodiogbu stated.

He further clarified the timeline: “These are all high possibilities. We expect that to happen in the coming weeks before our congresses. Most of these defections are expected to happen before the end of this year. Once they happen, it will further confirm that the APC remains the dominant and most organised political platform in Nigeria.”

The APC chieftain explained that the party’s open-door policy and reform agenda have made it increasingly attractive to opposition figures.

“The truth is that the APC has become a home for all progressives. We are not just expanding in numbers but in quality leadership. Governors and other political leaders are beginning to see that this is the platform that offers stability and direction for Nigeria’s democracy,” he said.

Arodiogbu added that the party leadership has created an inclusive environment for dialogue and participation, insisting the party is aligning with the presidency’s vision.

“The national chairman has made it clear that the APC is not closing its doors to anyone. We are reaching out to people of goodwill who believe in President Bola Tinubu’s Renewed Hope Agenda,” he affirmed.

The APC vice chairman maintained that the anticipated defections would further strengthen the ruling party ahead of its 2025 congresses and the 2027 general elections.

UNIJOS to Make History as First North Central Host of NUGA, Kicks Off Awareness Rally in Jos

The University of Jos (UNIJOS) has launched an awareness rally ahead of the 27th edition of the Nigeria University Games Association (NUGA), set to hold in 2025 — marking the first time the prestigious sporting event will be hosted in North Central Nigeria.
