Malami reveals how N301m was spent on under-hand deals in P&ID case

The Attorney-General of the Federation and Minister of Justice, Abubakar Malami, on Sunday, September 6, explained that ongoing investigation has revealed that about $301 million was given as under-hand dealings to some persons in a bid to hide the illegality of the Process and Industrial Developments (P&ID) gas supply and processing deal.

During the administration of Late President Umaru Yar’adua in 2010, the Federal Government signed a contract with P&ID to build a gas supply and processing plant in Calabar, Cross River State capital.

However, this contract has been tagged by President Muhammadu Buhari’s government as “a result of fraud and corruption.”

Malami, during a TV interview, stated that the latest ruling of a court in the United Kingdom, overturning a $10 billion judgement awarded against it, is a result of the progress made from the investigation.

Malami stated that some principal characters that were investigated have been arraigned and there have been certain convictions recorded.

According to the AGF, some retired civil servants were alleged to have benefitted from the deal and the investigation will reveal their level of involvement.

“As much as I wouldn’t want to be pre-emptive, the fact still remains that at the local level, some of the principal characters were being investigated, and some were not only investigated but were arraigned and then there were certain convictions recorded.

“Within the official cycles of government, some have retired, and they are being alleged to have been involved in under-hand dealing as it relates to within the region of $301 million.

“The investigation has re-affirmed the fact that there were certain under-hand dealings to the tune of $301 million,” Malami stressed.

The Justice Minister added that the Federal Government is still carrying out more investigations; beyond the shores of the country; because further findings show that the contract which was signed in 2010, did not follow due diligence.

“There were arraignments, there were convictions and indeed, monies were established to change hands; as a basis for inducement that eventually resulted into compromises on processes; compromises on the procedure; and then, failure on the part of the officials of government to do the needful; in terms of ensuring that the interest of the nation is protected.

“The due diligence relating to P&ID was not adequately undertaken as at the time of signing the agreement; but arising from the investigation; we have taken time to conduct and expand our investigative capacity to other jurisdiction inclusive of the US; and there is nothing establishing greater financial strength capacity on the part of P&ID; right from the onset either in Nigeria and the Virgin Island.”

Giving a further breakdown of the contract; Malami maintained that the agreement was not allowed to pass through the office of the Attorney General.

Also, associated approvals and permits were not obtained from the Federal Executive Council and the Department of Petroleum Resources.

He stated that the arbitral proceeding claiming that Nigeria should pay P&ID $6.6 billion as damages; as well as pre- and post-judgment interest at 7 percent; amounting to $9.6b judgment plus interest, is a result of fraud and corruption.

Tinubu: Afenifere leaders blast APC national leader over revenue formula review, advocate restructuring

The Yoruba socio-cultural organisation, on Sunday, September 6, criticised a national leader of the All Progressives Congress, Bola Tinubu, over his suggestion regarding the review of the country’s revenue allocation formula.

This stance was made public by some Afenifere leaders, Ayo Adebanjo; and the National Publicity Secretary, Yinka Odumakin, in separate interviews, while suggesting the APC chief must do beyond talking.

4wardwego had reported that Tinubu made the the call for the review of the country’s “cumbersome revenue formula,” on Saturday.

The former Lagos State governor also added that the governors of the South-West region particularly must be united in boosting their internally generated revenues.

Tinubu, while speaking at the inauguration of the Ondo State Revenue House, in Akure, noted that such a step would help to ameliorate unemployment and hunger experienced by the people.

He said, “The cumbersome revenue formula of Nigeria as of today needs to be reviewed. If the fiscal element of our Nigerian economy is strictly well supervised, we can turn our population to prosperity, instead of our liability.

“You can equally use the synergy with the Oodua Investment to collaborate not only on Amotekun syndrome. Amotekun is a creation of necessity for hoodlums caused by unemployment, frustration, and hunger.

“If everybody is engaged, Amotekun will be a pet. If you work with Oodua Investment, look at the area of collaboration. I know Ondo for (its) great potential for gas, energy, and tourism to feed this country.”

In his remarks, Governor Rotimi Akeredolu said the state was generating between N600m and N700m on a monthly basis.

“We were able to generate N1.5bn on a monthly basis in 2018,” the governor said.

However, Adebanjo argued that rather than making a call; Tinubu should ensure that the APC-led Federal Government fulfilled its campaign promises to Nigeria, including restructuring,.

He said, “The statement may not be more than a campaign slogan for Tinubu. He knows that all these issues about revenue generation and sharing are contained in restructuring.

“If he is convinced about restructuring, then he should press for it now. Restructuring was part of the APC campaign promises; what have they done about it?

“He should join the clamour for the restructuring of this country. We are fed up with the play on words.”

Also, Odumakin said, “The views he (Tinubu) has made public now, he should canvass with those at the helms of affairs in the country. More resources should go to the federating units. We should not talk so much about revenue sharing but revenue generation.

“Every section of the country must be revenue-generating. We have solid minerals even in the North, where Zamfara is now taking the lead at the moment.

“There will always be contentions when we talk about sharing but Nigeria should focus more on generation.”

PDP implores INEC to exercise neutrality in upcoming Edo Election

The Peoples Democratic Party (PDP) in Edo State on Sunday, September 6, urged the Independent National Electoral Commission (INEC) and security agents to fairly carry out their statutory responsibilities during the September 19 governorship election in the state.

This was contained in a statement issued by the PDP chairman in the state, Dr. Tony Aziegbemi, who made the call during the weekly media briefing to appraise the party’s campaign activities ahead of the election.

Aziegbemi said that from the just concluded ward-to-ward campaign across the 192 wards in the state, Edo people had clearly shown their preference for Governor Godwin Obaseki.

According to him, multiple opinion polls conducted by independent bodies and organisations revealed that PDP has the support of 80 percent of the electorate while other parties have 20 percent.

Aziegbemi said: “Please note that anyone who deprives any human being of exercising his fundamental human rights is just as bad as enslaving or killing him.

“As such, people do not deserve anything less from the law.

“We call on the parents of all the ad hoc staff that will be engaged in this election to call their wards to order.

“Edo people deserve free, fair, credible, and peaceful election; and nobody, whether in the security agencies or in INEC should be allowed to subvert the will of the people.

“We will follow the process from A to Z from multiple angles.

“If you are caught doing the wrong thing; be assured that as a party that believes in and promotes the right for people to freely express their choice; we will be waiting and ensuring that law affects the fullest possible punishment.”

Meanwhile, the Academic Staff Union of Universities (ASUU), University of Ibadan Chapter, has warned against the reopening of schools without provisions for schools to meet COVID-19 precautionary guidelines.

Its chairman, Prof. Ayo Akinwole, stated his misgivings; due to the COVID-19 pandemic in a statement made available to newsmen in Ibadan on Sunday, September 6

Akinwole stated that the negative impacts of the COVID-19 pandemic on schools could be enormous; if responsibility was not taken to ensure safety.

The ASUU Chairman then warned parents not to jubilate at the news of a possible reopening of schools.

However, they should ask the government to put measures in place; so as not to have a surge in COVID-19 that might happen; as a result of ill-thought-out reopening, he said.

“Our position, as a responsible union in all these is that; throwing schools open in the midst of all these; is an open invitation to the tragic explosion of the COVID-19 scourge; on a scale never witnessed anywhere since its outbreak.”

Nigerian singer and recording artist, Wave Daddy popularly known for dropping hit songs is set to drop his second studio album after awhile.

The songwriter is known for having motivational messages in his songs and this album will not be out of it. Wave Daddy began his music career long ago but had his big break out 2014.

Since then, the Nigerian singer became one of the best performing Artist in the northern part of Nigeria. Dex Dee was nominated and he won “Best Artist of the year”.

Gunmen kill 22 villagers in two separate attacks over past fortnight in Niger State

Local authorities on Friday, September 4, revealed that gunmen have killed at least 22 people in Niger state in two attacks this week.

This spate of killings in Niger State were blamed on armed bandits who have been staging an increasing number of attacks in the middle belt.

“The Nigerian authorities have left rural communities at the mercy of rampaging gunmen who have killed at least 1,126 people in the north of the country in several different states since January,” Amnesty International said in a statement last month.

In this latest attack, 1st News garnered that the gunmen had been planning to attack and kidnap residents in Dukku in the Rijau local government area on Thursday.

However, their attempts were thwarted by local defense force members, according to Kabiru Maikundi, a retired army colonel who coordinates security in Niger state.

The clashes led to the deaths of some bandits and at least 17 local defense fighters, said local council chairman Baba Bello. He did not specify the number of bandits killed.

Also, in a separate attack earlier in the week, armed men shot and killed five people, including a woman and policeman, during a failed bank heist in the same state, said local council chairman Ismaila Modibo. Eight others were wounded, he said.

Niger state over the past few years has become a hotbed of violence, with armed criminals forcing villagers to displacement camps in the state capital, Minna.

In mid-August, a gang of motorcycle-riding bandits attacked a military location and killed three soldiers in a fierce fight, according to the Nigerian army.

On Aug. 14, bandits also attacked Ukuru, a herders´ village in Niger state, killing at least 14 people and wounding five, according to Niger state police spokesman Wasiu Abiodun.

The assailants stole a large number of cows after the attack.

In neighboring Benue state, unknown gunmen in early August attacked Edikwu, an agrarian community in Apa local government area, killing 13 people.

Catherine Anene, a police spokesperson in Benue state, said police have not been able to unravel what provoked the attack in a community that recently settled its age-long conflict over chieftaincy of the area. Police said the identities of the 20 or so armed men were unknown.
