FG brings down petrol pump price to N125 per litre

The Federal Government has ordered the NNPC to adjust the price of fuel to reflect global market realities.

This was disclosed at a briefing from the Federal Executive Council (FEC), which placed the new pump price of petrol now at 125 naira.

The President ordered that the adjustment take effect immediately.

Giving the directive on behalf of the president, Mr Timipre Sylva told newsmen that compliance by petroleum marketers is to be enforced by the NNPC and the PPPRA

Mr Sylva, the minister of state for petroleum resources noted that the price slash will affect all products, adding that their prices are also to be set by the PPPRA and the NNPC

He further revealed that the ministry is also adopting a price modulation mechanism so the price of petroleum products can be regulated as the market dictates.

Following the outbreak of the coronavirus, the prices of crude oil globally have witnessed sharp deeps.

Brent crude oil has been sold for $35.44 per barrel while bonny light has been sold at $33.63 per barrel.

WHO Confirmed Coronavirus cases hit 200,000 globally, death toll over 8,000

The World Health Organisation (WHO) says no fewer than 200,000 cases of Coronavirus (COVID-19) have now been reported to WHO. Equally important, of the reported cases, 8,000 people have lost their lives.

Dr Tedros Adhanom Ghebreyesus, WHO Director-General, disclosed this while delivering an update on the agency’s website.

He noted that more than 80 per cent of all cases are from two regions – the Western Pacific and Europe.

‘‘We know that many countries now face escalating epidemics and are feeling overwhelmed. We hear you. Indeed, we know the tremendous difficulties you face and the enormous burden you are under. We understand the heart-wrenching choices you are having to make.

“We understand that different countries and communities are in different situations, with different levels of transmission.’’

Further, the Director-General said that WHO was talking to ministers of health, heads of state, health workers, hospital managers; industry leaders, CEOs and more people every day.

“WHO was talking to the stakeholders to help them prepare and prioritise, according to their specific situation. Don’t assume your community won’t be affected. Prepare as if it will be; don’t assume you won’t be infected. Prepare as if you will be.

“But there is hope. There are many things all countries can do,” he said of the coronavirus.

“Physical distancing measures – like cancelling sporting events, concerts and other large gatherings – can help to slow transmission of the virus. They can reduce the burden on the health system; they can help to make epidemics manageable, allowing targeted and focused measures,’’ he said.

In addition, Ghebreyesus affirmed that to suppress and control epidemics, countries must isolate, test, treat and trace.

“If they don’t, transmission chains can continue at a low level then resurge once physical distancing measures are lifted. WHO continues to recommend that isolating, testing and treating every suspected case, and tracing every contact; must be the backbone of the response in every country.

“This is the best hope of preventing widespread community transmission. Most countries with sporadic cases or clusters of cases are still in the position to do this.

“Many countries are listening to our call and finding solutions to increase their ability to implement the full package of measures that have turned the tide in several countries,’’ he said.

Also, Ghebreyesus said some countries were experiencing intense epidemics with extensive community transmission.

“We understand the effort required to suppress transmission in these situations. But it can be done.’’

Nevertheless, he expressed appreciation to some countries for joining the solidarity trial; which would provide simplified procedures to enable even hospitals that have been overloaded to participate.

He said many countries had already confirmed that they will join the SOLIDARITY trial. Among these are Argentina, Bahrain, Canada, France, Iran, Norway, South Africa, Spain, Switzerland and Thailand.

“I continue to be inspired by the many demonstrations of solidarity from all over the world. The COVID-19 Solidarity Response Fund has now raised more than US$43 million from more than 173,000 individuals and organizations; few days since we launched it. I’d especially like to thank FIFA for its contribution of US$10 million.

“These and other efforts give me hope that together, we can and will prevail.

“This coronavirus is presenting us with an unprecedented threat. But it is also an unprecedented opportunity to come together as one against a common enemy – an enemy against humanity,’’ the director general said.

Coronavirus: Governors To Close Schools For 30 Days

Governors in the northwest region have announced closure of all schools for the next 30 days, according to TheNation.

The information was conveyed in a communiqué read to newsmen by Chairman of the Forum and Katsina Governor, Aminu Masari, said the decision became imperative to prevent the spread of Corona Virus COVID 19 disease across the northwest.

Katsina recorded its first suspected case of coronavirus on Wednesday.

The Governors converged on Kaduna, alongside heads of security agencies in the zone to review security strategies and fight against banditry, before the case of the virus was reported in Kaduna Wednesday morning.

Govenor Masari said the closure will take effect from Monday 23rd of March 2020.

He said the governors will meet with examination boards to discuss the development.

They also advised the general public to avoid unnecessary gatherings, urging them as well to maintain good respiratory hygiene.

FG slashes 2020 budget by N1.5trn, suspends recruitment, reviews Social Investment Programmes :coronavirus pandemic

The Federal Executive Council (FEC) on Wednesday approved a reduction in the size of the 2020 budget by about N1.5trillion; as part of measures to address the impacts of the coronavirus on the Nigerian economy.

The Minister of Finance, Budget and National Planning, Hajiya Zainab Ahmed, made this known when she addressed State House correspondents; on the outcome of the Council meeting, presided over by President Muhammadu Buhari, in Abuja. She said the proposed budget cut of N1.5trillion; which must be approved by the National Assembly would include N457 billion from Premium Motor Spirit (PMS) under-recovery.

The minister said: “From the expenditure side, the President has approved that we should cut down the capital expenditure budgeted; by 20 per cent across Ministries, Departments and Agencies. Also, a 25 per cent cut of all government owned enterprises. These include the ones that are in the national budget, the 10 top we included in the 2020 budget; but also those we did not include in the 2020 budget.

“So, all of these would have their recurrent expenditure and capital expenditure cut down by 25 per cent.

“By these measures we expect that the operating surpluses that would accrue to the federation will increase; because when their operational expenditure reduces, the operating surpluses that they remit to the treasury will also increase significantly.

“What we have done is that we have written every ministry and given them guidelines on how these adjustments will be made; to enable us have detailed inputs from the ministries. But I can just say that the bulk cut is about N1.5 trillion, the reduction in the size of the budget. And this includes N457 billion from PMS under-recovery.’’

She said Council also agreed to restore and comply with the civil service retirement regulations; while the modalities for the implementation of the Social Investment Programme would also be reviewed due to the coronavirus scourge.

Also, she disclosed that Council agreed to review the non-essential tax rebate currently being implemented; to cut down on tax expenditure so as to generate more revenue.

Furthermore, the Minister revealed that other policy matters that had been discussed for implementation is for the administration to stop recruitment except for essential services such as security and health services.

However, she revealed that Council approved that recruitment into the civil service should be suspended; but the current federal government workforce would be maintained. Equally important, this decision was also borne out of the need to keep costs in check; as the coronavirus continues to impact national life.

“On recruitment, there is already an instruction to stop recruitment. What the agencies have been doing is replacement but even that is being suspended. When things improve we will go back to the issue of recruitment but for now; our wage bill is already very high. The president has directed that salaries and pensions must be paid unfailingly; so we are not looking at downsizing in anyway.

“We are maintaining our workforce as it is. But we are just stopping the increase in the size of the nominal roll.”

On benchmark, the minister said: “We are working on the worst case scenario of 30 dollars per barrel. Also, we are holding to the production numbers of 2.18 million barrels per day. This you will remember is approved by the National Assembly. This is our own analysis and we will start engaging the National Assembly.’’

Meanwhile, the Minister of State for Transportation, Mrs Gbemisola Saraki, also told the correspondents that; the Council approved N2billion revised cost for the completion of an inland river port in Lokoja, Kogi .

“The Ministry of Transportation presented a memo to council for approval of revised estimate total cost for the completion of the construction of an inland river port in Jemata-Akpanya, Lokoja, Kogi State. This project actually started eight years ago; and was supposed to have been completed within a year and half; but unfortunately due to some complications, and owing to the fact that the location had been encumbered; the project stalled and is now been revived.”

According to her, the total sum for the project now stands at N6.4 billion.

Gov. Lalong deepens transparency in public spending, issues guidelines for clearance of IT projects

Plateau state government has issued guidelines for clearance of IT projects by all ministries, departments and agencies (MDAs) in line with Governor Simon Lalong’s drive for transparency and more prudent spending of public funds.
This was made in a formal presentation of the new ICT Guidelines at the State Audit Department when the Director General of The Plateau State Information and Communication Development Agency PICTDA, David Daser in company of the Commissioner for Science and Technology, Hon Gyang and the Chairman Plateau internal Revenue Board, Arlak Dashe, paid a courtesy visit to the State Auditor General, Mr Michael D Setle

David Daser, said under the new rule, MDAs are required to obtain clearance from the Plateau State Information and Communication Development Agency (PICTDA) for their IT projects. MDAs that fail to comply with the guidelines on IT clearance risk serious sanction including criminal prosecution in line with Governor Lalong’s agenda for sustainable development, public expenditure accountability and elimination of duplicity of projects within public institutions. Further more the DG PICTDA Stated that the new guidelines for clearance of IT projects is in conformity with the administration’s zero tolerance for corruption and “determination to ensure that public funds are used strictly for the benefit of the people of Plateau.” Among other objectives, the new guidelines will ensure that IT projects are not duplicated; allow for integration of IT systems and services by MDAs to save costs, promote shared services, interoperability and improve efficiency; ensure that the technology and services procured are suitable for Plateau State from the point of view of security and the environment; guaranty indigenous capacity for after-sales-service to sustain the project beyond the initial deployment; and also help to promote indigenous content and preference for indigenous companies where capacity or the product or service exists; and that the technology being implemented is up-to-date.

The Plateau State Auditor General, Mr Michael d Setle. in response said that the guidelines were apt and would help the audit department as they are not well informed in on ICT procurement stating that it will be a great relief that an agency like PICTDA will be responsible for clearance on ICT projects and purchases.
The team later proceeded to the state ministry of information where the same guidelines were presented to the commissioner of Information who was represented by the permanent secretary, Elder Michel Pam.

Last year, the National Bureau of Statistics (NBS) rated Plateau State as the least corrupt state in Nigeria after Imo State in its Second Corruption Survey Report. The survey was conducted in collaboration with other partner international agencies including the support of the United Nations Office on Drugs & Crime.For Plateau state, the rating validated the efforts of Governor Simon Lalong to entrench good governance, accountability, and transparency in the management of public funds.

Code Plateau Graduates First set of Fellows on Digital Skills & Software Development.

THE first edition of Code Plateau came to an end today 17th March 2020 with a close-out ceremony held at Nhub Building in Jos. The code Plateau fellowship 1.0 that set out to train over 200 hundred tech Enthusiasts on the Plateau has graduated the first set of it’s participants that underwent eight months if intensive training on digital skills and software development.

The Training was a creation under the Plateau state information communication development agency(PICTDA) supported by the state Government under the Ministry of science and technology in partnership with Polaris Bank to build capacity of youths in the information communications sector.

The commissioner for Science and technology,Hon Dung Musa Gyang,The DG PICTDA,David Daser, Hon Benshak Dalop and other dignitaries were on hand to Issue certificates to deserving fellows of 36 software developers.

The successful graduates in their testimonies said they were happy to be amongst pioneers that are equipped with world standard knowledge on programming.

NYSC curtailed camp activities nationwide due to coronavirus pandemic

The National Youth Service Corps (NYSC), on Wednesday, March 18; suspended its orientation camp activities over across Nigeria over the spread of coronavirus.

The ongoing orientation for Batch A Stream 1 corps members, which was supposed to end 30, March 2020 has now been cut short 12 days earlier.

Corps members in some of the Batch A orientation camps which started last week confirmed this development to 1st News.

According to them, NYSC is in the process of dispatching them to their places of primary assignment.

A statement by NYSC management reads: “Sequel to the outbreak of the coronavirus pandemic which led to the cancellation of the national sports festival; management of the National Youth Service Corps Scheme wishes to announce the suspension of the on-going orientation course for the 2020 Batch “A” stream 1 corps members.

“Therefore, the corps members shall be posted to commence their primary assignments forthwith; while they shall be invited back to the orientation camps when the situation improves; just like it happened a few years ago when the nation was confronted by the Ebola virus threat.

“Management wishes to state that no corps member or camp official has contracted the virus.”

Meanwhile, the Federal Government on Tuesday inaugurated a presidential task force. This is to monitor the development of coronavirus across the country and the world.

Inaugurating the committee on coronavirus monitoring; Boss Mustapha, Secretary to the Government of the Federation (SGF) said the composition of the task force would enable Nigeria in its multi-sectoral and intergovernmental approach to the national response.

“Actions taken by governments in different parts of the world point to the fact that coronavirus constitutes a major threat to humanity; and requires that our response must be firm, scientific, methodical and strategic.

”At this point, let me convey the appreciation of President Muhammadu Buhari and the Minister of Health; Dr Osagie Ehanire and his team for efficiently rising to the challenge thus far,” he said.
