NLC rejects proposed concession of airports by FG

The Nigeria Labour Congress (NLC) penned a letter to President Muhammadu Buhari over the planned concession of four of the nation’s most viable airport.

In the letter dated October 8, 2020, and signed by the NLC President, Ayuba Wabba, the congress warned the Federal Government that it would resist vehemently if the concession went ahead without a reconsideration of the facts.

Furthermore, the NLC urged the FG to consider other viable and sustainable ways of managing airports and attracting new capital for expansion and development.

It highlighted ideas like Green Field Concession and Corporatisation or full autonomy of Federal Airports Authority of Nigeria instead of the planned concession which would end up adding no value at all to the airports being concessioned for 20 years while some private pockets were filled.

The letter reads in part, “First, is the Green Field Concession where investors are invited to make fresh investments in clearly delineated areas of deficit in our airports’ infrastructure; including terminal expansion; runway expansion; and upgrading of critical aviation equipment and facilities.

“Such investments should be recouped from the additional revenue from the patronage and services; accruing from the use of the upgraded facilities.

“Another alternative is to corporatise FAAN. Here, the government should retain a 45 per cent equity share; while the remaining 55 per cent is broken down for public acquisition.

“This is the model adopted in such climes as South Africa in a similar situation as we. This would help build investor confidence while assuaging the concerns of labour.

“Another way to optimise infrastructure layout; service delivery; revenue generation; and also served markets is to ensure the complete autonomy of FAAN as is the case in Ethiopia.

“This should be void of political meddlesomeness which has been the bane of the efficient performance of Nigeria’s aviation sector.”

It also argued that due process had not been followed in the concession process.

The NLC said, “Your Excellency, Mr President, Organised Labour is also miffed that due process as prescribed by our Public Procurement and Concession laws and the laws governing our aviation sector has been flung to the dogs by the peddlers of this toxic pill designed to shortchange, enslave and pillage the Nigerian people. A few instances would suffice.”

Police Trust Fund mandates IGP to present five-year blueprint on comprehensive reforms

The Board of Trustees of the Police Trust Fund (PTF) on Friday, October 16, issued a mandate to the Inspector-General, Mohammed Adamu, over a five-year comprehensive strategic plan on the transformation of the Force.

This was contained in a statement issued by the Chairman of the Board, Suleiman Abba, at a media briefing in Abuja.

Abba said the Fund has resolved to organise an emergency training, provide requisite state-of-the-art equipment as well as appropriate welfare plan for personnel deployed to the newly formed Special Weapons and Tactics (SWAT) team and other specialised units in the Force.

He appealed to the #EndSARS protesters to reciprocate the government’s democratic posture as well as support the current reforms.

According to the board chairman, the PTF has identified with the protesters’ demand for police reform; and also  aligned itself with the decisions and actions already taken by President Muhammadu Buhari and police authorities on the matter.

He said: “In line with the recommendations of all previous police reform reports, Mr. President ensured the establishment of the Trust Fund.

“The objectives of which is the consummation of the recommendations of the previous Police Reform Reports. These earlier police reforms recommendations provided for the objectives of the Trust Fund; as spelt out in section 5, Nigeria Trust Fund (Establishment) Act, 2019.

“They constitute a summation of the government’s police reform agenda; which the Trust Fund is mandated to achieve.”

Meanwhile, the National Economic Council (NEC) meeting chaired by Vice President Yemi Osinbajo, on Friday, October 16; has mandated the state governments to inaugurate panels of inquiry; to unravel cases of police brutality against Nigerians.

This was contained in a statement issued by the spokesman to Osinbajo, Laolu Akande.

Furthermore, the NEC requested that the state governors and the FCT minister should take charge of interface; and contact with the protesters in their respective domains.

“Rising from its monthly meeting, the National Economic Council has directed the immediate establishment of state-based Judicial Panels of Inquiry across the country to receive and investigate complaints of police brutality or related extrajudicial killings with a view to delivering justice for all victims of the dissolved SARS and other police units,” a communiqué issued by Osinbajo after the meeting stated.

#EndSARS protesters hold candle night memorial for victims of police brutality in Lagos, Abuja, others

Thousands of #EndSARS protesters on Friday night, October 16, gathered for a candle night memorial for the various victims of SARS/police killings at Lekki, Lagos Island.

1st News gathered that #EndSARS protesters across various cities also held similar sessions.

In a sombre mood, the protesters mourned the victims – who they described as “fallen heroes.”

On Friday night, the hashtag #FallenHeroes was among the most trended keywords on Twitter.

Some of the names of the victims of SARS/police killings were called at the session.

They were Jimoh Isiaq, who was killed last Sunday by a stray bullet; during a #EndSARS protest in Ogbomoso, Oyo State.

Other victims honoured at the event were Kolade Johnson, Daniel Chibuike (aka Sleek), Ayomide Taiwo, Peter Ofurum, Chika Ibeku, Chibuike Anams, Ifeoma Abugu, Christian Onuigbo, Emmanuel Egbo, and Victor Maduamago.

Others were Chidi Odinauwa, Stephen Agbanyim, Tony Oruama, Tiamiyu Kazeem, Mus’ab Sammani, Onovo Matthew, Chinedu Ani, Precious Odua, Richard Gora, and Chijioke Iloanya.

Also honoured were Linda Igwetu, Daniel Tella, Harry Ataria, Johnson Nnaemeka, Femi Bello, Chima Ikwunado, Godgift Ekerete, Gabriel Owoicho, Tina Ezekwe, Modebayo Awosika, Daniel Adewuyi, Chukwuemeka Matthew, Chika Ibeku, Azuamak Maduemago, and Rinji Bala Uzziel.

Others were Joseph Ugbeni, Anita Akapson, Chibuike Ikeaguchi, Ifeanyi Ozor, Chinedu Meniru, Augustina Arebu, Anthony Nwokike, Paulinus Ogbonna, Ekena Megbe, Emeka Ojinze, Ademola Moshood, Ismaila Ayinla, and Joy Ndubueze.

Protesters at the candlelight sessions – which featured instrumentals; also held placards bearing inscriptions such as ‘End SARS,’ chanting the same words.

A musician, Peter Okoye, tweeted, “Candlelight for our #EndPoliceBrutality fallen heroes! God bless their souls! We move!”

@SAMKLEF also tweeted, “Heal naija and make it a better place. May all our fallen heroes keep resting in peace.”

Also, @iAmNiyiola wrote, “RIP to our fallen heroes. Tonight and always we celebrate you. #EndsSARSNOW.”

Osinbajo apologises to #EndSARS protesters for silence of Presidency

Vice President Yemi Osinbajo on Friday, October 16, issued a heartfelt apology to #EndSARS protesters and Nigerians regarding the apparent silence of the Federal Government towards addressing the demands of the youths.

Osinbajo made this appeal via a series of tweets on his Twitter handle.

“Dear Nigerians, I know that many of you are angry, and understandably so. We could’ve moved faster and for this we are sorry,” he said in a series of tweets on his handle late Friday.

“I fully understand how many young people feel. Many feel that we have been too silent and have simply not done enough. These feelings of frustration are justified.”

According to him, “There are far too many people who have been brutalized at the hands of the police and this is unacceptable.

“We must take responsibility for protecting young people, even sometimes from those who are paid to protect them.”

Osinbajo further confessed that the current #EndSARS protests are also about the welfare of the country, and not only about police brutality.

“They’re deep and systemic and we’re undertaking comprehensive measures that will revamp the police by addressing issues of welfare, service conditions, and training,” he explained.

According to the former University of Lagos lecturer, meetings have also been held with several stakeholders in the country; with a view to addressing the demands of the youths who are championing the protests.

“We understand that you want to see action from us; and I’m also here to tell you that work is ongoing,” the Vice President noted.

“I chaired a meeting of 36 state governors and the Minister of the FCT (NEC); where we resolved to set up judicial panels of inquiry so we can see justice served, and fast also.

“The reason being that only state governors, by law, can set up judicial inquiries in their states. The hearings will be public.”

While reiterating the disbandment of SARS, he assured that officers from the unit will not be part of any tactical squad.

Osinbajo equally commiserated with the “families of Jimoh Isiaq; and all those who have lost their lives at the hands of wayward police officers. To those injured, I wish a full and speedy recovery.

“We have proposed that each state government set up a Victims’ Support Fund, which will support. This is the least that we can do to compensate for the injustice suffered at the hands of errant officers.”

Plateau Governor Directs Reopening of Schools Across The State

Plateau State Governor Simon Bako Lalong has directed the re-opening of all public and private primary and secondary schools across the State from 30th October 2020.

This follows the engagement with all stakeholders and setting up of mechanisms for observing COVID-19 protocols in all schools in the State.

By this directive, schools are to resume academic activities for 3rd term and ensure they operate within the guidelines issued by the Presidential Task Force on COVID-19 for the safety of students and teachers.

Already, various trainings and engagements have been held to orientate school principals and teachers on basic operational requirements. Similarly, the management of schools have been mandated to clean, fumigate and re-arrange the school environment preparatory to the resumption.

Meanwhile, all grade six students are to resume schools between 19th-23rd October to prepare for the First School Leaving Certificate and National Common Entrance Examinations.

All heads of public and private schools with huge population are also advised to consider staggered school attendance to avoid going against COVID-19 protocols relating to social distancing.

The Governor also directed that all exchange students who have arrived from other States should be accommodated pending the resumption date.

He appreciates the support and collaboration of Traditional Rulers, Parent Teacher Associations, School Based Management Committees and urges them to continue to step down the COVID-19 compliance advocacy at the grassroots.

In the meantime, arrangements are ongoing to facilitate the resumption of tertiary institutions in the State.

INEC Plateau to deploy 6000 ad-hoc staff for the conduct of the Plateau South Senatorial by-election slated for Oct. 31st


The Independent National Electoral Commission (INEC) in Plateau said it would deploy 6000 ad-hoc staff for the conduct of the Plateau South Senatorial by-election slated for Oct. 31st.

The Resident Electoral Commissioner (REC) in the state, Malam Halilu Pai, disclosed this on Wednesday in Jos while briefing newsmen after an Inter-Agency Consultative Committee on Election Security (ICES) meeting.Pai said that the ad-hoc staff included Supervisory Presiding Officers (SPOs), Presiding Officers (POs), Assistant Presiding Officers (APOs), Collation Officers and a Returning Officer.

“The harvesting of the APOs is ongoing and we have opened a portal for eligible candidates to apply so that we harvest and select the qualified ones after training. “The training of the SPOs would hold on Oct. 15 and Oct. 16 and that of the POs would take place from Oct. 19 to Oct. 21, while the collation officers would be trained from Oct. 25 to Oct. 27.

“The training this time will include training on COVID-19 protocols so that people can vote in a safe environment without spreading the Coronavirus,” he said.He said the commission would would provide face masks for its officials, while the voters were to source for theirs.

He said that in its efforts to conduct a free fair and credible elections INEC was working with the Independent Corrupt Practices and Other Related offences Commission (ICPC) and the Economic and Financial Crimes Commission (EFCC) to tackle vote buying.

The Commissioner of Police in the state, Edward Egbuka, said the command in collaboration with other security agencies would deploy adequate security personnel to ensure safety of the electorate, electoral materials and electoral officials.

“We have just finished an Inter-Agency Consultative Committee on Election Security (ICES) meeting where all heads of security agencies were in attendance.

“The election is just for a senatorial zone and the number of personnel to be deployed will not be an issue.“And I can assure you that we will be there to ensure that the electoral process runs smoothly before, during and after the election. (NAN)
