OSH in Action as Troops Neutralize Bandits in Mangu, Retrieve AK-47 Rifles

Today, on July 12, 2023, a Combat Team from Operation SAFE HAVEN encountered an ambush while attending to a distress call in Mangu LGA. The ambush took place on Road Mangun – Pushit – Mangu and was carried out by a group of bandits, suspected to be part of the troublemakers causing unrest in Mangu LGA

The ambush was effectively and professionally cleared by the troops, resulting in the neutralization of three bandits. During the operation, they also recovered three AK 47 rifles, along with 14 rounds of 7.62 Special ammunition, one motorcycle, and a Constabulary Police ID card. The remaining bandits managed to escape but sustained gunshot wounds.

Major General AE Abubakar, the Commander Operations SAFE HAVEN and General Officer Commanding 3 Armoured Division, emphasized that the Nigerian Army remains unwavering in fulfilling its duties within the boundaries of the law. He reaffirmed their commitment to being firm, bold, decisive, and fair.

Furthermore, he highlighted that safeguarding the lives and property of citizens is of utmost importance. With the relocation of his Headquarters to Mangu LGA, prompt responses to distress calls are guaranteed. Numerous Combat Teams have been deployed to remote areas in the Local Government, ensuring an enhanced rapid response capability.

Gov. Mutfwang approves some key appointments

The appointments of 20 individuals into various positions have been approved by His Excellency Caleb Manasseh Mutfwang, the Executive Governor of Plateau State.

According to Gyang Bere, the Director of Press and Public Affairs to the Executive Governor of Plateau State, among the appointments is a committee that will be responsible for auditing Legacy Projects throughout the State.

The appointed individuals are as follows:

  1. Hon. Samuel Godongs – Director General, Directorate of Research, Documentation, and Planning.
  2. Mr. Wayas Jim Pam – Acting Chairman, Plateau State Internal Revenue Service.
  3. Hon. Sunday Abdu – Executive Secretary, Plateau State Emergency Management Agency.

Plateau State in N307 Billion Debt – Transition Committee Report Revealed

Reports from the Plateau State Transition Committee and the Committee on a Four-Year Strategic Development Blueprint for Plateau State have been sent to Governor Caleb Mutfwang. The studies, which were delivered by Prof. Ganyir Lombin, gave information about the state’s debt load and the difficulties that the previous administration experienced. The present administration has inherited a staggering N307 billion in debt.

Governor Mutfwang gave everyone the reassurance that the reports wouldn’t be overlooked during the presentation at the New Government House in Little Rayfield, Jos. He underlined the significance of carefully examining them, carrying out additional research, and making the necessary decisions. The unanticipated debt load, which was first estimated to be roughly N200 billion, worried the governor. With the deployment of new security officers and the appointment of a Special Adviser on Security, he remained hopeful about resolving the difficulties, notably the security issue.

Governor Mutfwang reaffirmed his dedication to carrying out his constitutional responsibility to protect the lives and property of the residents of Plateau State. He stressed the urgent need to revive Plateau State’s reputation as a haven of peace and tourism.

The head of the two committees, Prof. Ganyir Lombin, expressed thanks for the chance to serve the state but emphasized the logistical difficulties that precluded a joint presentation. He bemoaned Barr’s departing government. The committee was not given the chance to participate in the handover paperwork presented before May 29, 2023 by Simon Lalong.

Prof. Lombin emphasized that the handover notes provided by the departing administration on May 29, 2023, were incomplete and did not adhere to the Joint Committee’s agreed-upon template. The Plateau State Government reported receiving N872 billion in revenue from May 2015 to May 2023, but only up to December 2022, when N810 billion in total expenditures were disclosed. There were concerns and a need for more investigation because there were no expenditure numbers available from January to May 2023.

The committee highlighted other pressing issues, including a backlog of four months’ unpaid salaries to public servants, totaling over N11 billion, and outstanding gratuity and pension arrears amounting to N24 billion. The Legacy Projects of the state were entangled in controversies and unresolved legal cases, hampering their implementation. Additionally, 3,692 government assets and properties, including cars and houses, were sold at significantly low prices, both within and outside the state, requiring further investigation and appropriate action.

Prof. Lombin acknowledged the significant challenges inherited by Governor Caleb Mutfwang, including a near-bankrupt state, weak institutions, low public morale, and a high level of insecurity. Despite these obstacles, he commended the Governor’s determination to succeed in pursuing the collective interests of the people of Plateau State.

The reports presented valuable insights into the state’s financial situation and will serve as a foundation for the Mutfwang administration’s efforts to address the challenges ahead. The Governor’s commitment to transparency, accountability, and resolving the inherited issues is crucial for restoring the state’s stability and fostering development.

Plateau State NYSC Orientation Camp relocated temporary due to insecurity

The location of the 2023 Batch “B” Stream One Orientation Camp has been changed by the National Youth Service Corps (NYSC) in response to the current state of unrest in Plateau State. The choice means to guarantee the wellbeing and prosperity of forthcoming corps individuals in the midst of the difficult security circumstance in the area.

Military moves to restore normalcy in Mangu LGA

The Commander Operation SAFE HAVEN (COPSH) and General Officer Commanding (GOC) 3 Division Nigerian Army (NA), Major General Abdulsalami Abubakar has restored normalcy to Sabon Gari of Mangu Local Government Area of Plateau State, following the recent attack in the area.

General Abdulsalami who assumed command on 8 July 23 as the COPSH and GOC 3 Div NA, visited the affected area today 9 July 2023, to have an on the ground assessment of the situation and proffer immediate solution to the lingering crisis. In his remarks during the visit, the commander stated that peace must be restored on the Plateau by every legitimate means possible.

During the visit, the commander led an operation resulting in the recovery of five fabricated AK-47 rifles, 19 rounds 7.62mm special and 4 rounds of 7.62 mm Nato from the two communities involved.

Major General Abubakar also led the enforcement of the 24-hour curfew imposed on Mangu local government area by the Executive Governor of Plateau State, Barr Caleb Mutfwang in order to allow security forces restore law and order in the affected communities arrested 36 curfew defaulters and after firm warnings allowed them to go.

Plateau State Government Imposes 24-Hour Curfew On Mangu LGA

In response to recent attacks that resulted in the loss of several lives and properties, Plateau State Governor Caleb Mutfwang has imposed a 24-hour curfew on the Mangu Local Government Area

At least 12 people were killed in new gunmen attacks on the Farinkasa Kerana and Sabon Gari communities in the Mangu Local Government Area of Plateau State on Sunday, sending residents into a state of mourning

The Governor, in consultation with the State Security Council, imposed the curfew on the entire Local Government Area to restore law and order.

Astatement by Gyang Bere, Director of Press and Public Affairs to the Governor of Plateau State restricted movements within the Local Government until further notice except for security personnel and persons on essential duties.

Security agencies have therefore been directed to ensure total enforcement of the curfew.

Meanwhile, the governor has assured the people that government is working round-the-clock to restore peace and security in the state

NASS Tribunal: Witnesses confirms Alkali graduated from Anguwan Rogo Primary School

Hearing continued on Thursday at the National Assembly Elections Petition Tribunal sitting at High Court 6 Jos in the matter of a Petition to the membership to the House of Representatives for Bassa/Jos North Federal Constituency between Ibrahim Baba Hassan, APC (Petitioners) and INEC, Musa Agah Avia, PDP, Muhammad Adam Alkali, PRP, Daniel Asama Agoh, LP (Respondents).

The prosecution concluded and closed its case last week and the matter adjourned to Thursday 6th July, 2023 for the 4th Respondent (Muhammad Adam Alkali and PRP) to open their defence over allegations by the Petitioners that the 4th Respondent forged the Primary School Certificate he presented to INEC for the said election conducted on February 25, 2023.

When the case file was called, Yakubu Ruba, Counsel for the 4th and 5th Respondent told the Tribunal that they have five witnesses to call in defence of their case.

Three of the Witnesses were in court on account of Subpoena ad testificandum. One of such witness Tijani Mohammed Naji or 4RW5, was the former Head Master of the 4th Respondent, now a retired civil servant who currently lives at Bauch Road Jos.

Witness identified and adopted his witness statement on oath on July 04, 2023 in addition to other documents he brought which were tendered, admitted and marked accordingly. He further identified documents he made referenced to in his statement including the said certificate which is attached to exhibit PI before the Tribunal.

Witness, during cross examination said that he worked under Jos North Local Government Education Authority from the year 1987 to 2019.

Witness told the Tribunal that he retired as Assistant Headmaster 1 stressing that while in service, he served as Assistant Headmaster 3 at LGEA Primary School Anguwan Rogo, Jos from 2004 to 2012 before he was transferred to LEA Primary School Sabon Layi Jos.

Witness further told the Tribunal that contrary to what PW3 Gambo Adamu who earlier testified before the Tribunal, he was not the Headmaster of Anguwan Rogo Primary School in 2006 but Azi Ajiji.

Witness added that the said Ajiji served as Headmaster of the school from the year 2000 to 2006 when he was transferred to Township Primary School Jos and Hajiya M. K Sani succeeded him as Headmistress and remained in that position until 2007 when she was also transferred to LEA Primary School Gangare.

Witness said that the said certificate with reference number 45472 was issued by him in 2006 in his capacity as Assistant Headmaster 3 adding that the said certificate was not forged but genuine.

He said that at the time, all Assistant Headmasters were permitted to sign and issue certificates to graduates of the school.

Witness noted that the said certificate was sent to the school by Primary Education Board along other certificates with verifiable serial numbers.

4RW5 told the Tribunal that all Primary Education certificates sent to the school by Primary Education Board had duplicates and that if all the certificates issued in 2006 are presented to him, he would identify the duplicate copy of the 4th Respondent with reference number 45472 which he issued to the 4th Respondent.

Witness also told the Tribunal that the Jos crises affected the school and some documents were either missed or misplaced as at 2006 including the master list of pupils that finished from the school in 1990.

Witness said that as a result of the effect of Jos crises stated earlier, he used the 4th Respondent’s position in class and the total number of the pupils in his class to complete his certificate as it was the only available record of set 1990 as at the time time the 4th Respondent came to collect the certificate.

He further explained that all the certificates he issued relating to year 2001 (crisis year) and below, were issued in accordance with Class Result since using the position and number in class was not prohibited by the school or by the LGEA until the master list was later found in one of the old Registers sometime in 2008.

Witness further told the Tribunal that Muhammadu, Muhammad, Mohammad and Mohammed are one and the same name.

Another Subpoenaed witness Shehu Ibrahim Abubakar (4RW1) a trader who lives in Anguwan Rogo Jos North came to the Tribunal with an enlarged photograph of set 1990 pupils of Anguwan Rogo Primary School.

The photograph was admitted in evidence and marked as exhibit 4R1. The witness during examination in chief identified himself and the 4th Respondent who was standing behind their teacher (Teacher Thomas) in the photograph as stated in paragraph 7 of his statement on oath.

Hassan Adam Ibrahim (4RW2) lives at Anguwan Rogo Jos North and a trader too. Witness also adopted an original and photo copy of testimonial result and post card photograph of set 1990 of LGEA Primary School Anguwan Rogo.

4WR2 equally identified the 4th Respondent in the picture. Witness also told the Tribunal the names of some of their teachers in 1990 as Teacher Ali, Teacher Thomas, Teacher Usman, Teacher Amoiza.

Usman Zakari is 4WR3 is a civil servant who was Subpoenaed to come with documents. Witness identified himself and the 4th Respondent in the 1990 set of pupils of Anguwan Rogo Primary School.

Witness told the Tribunal that the name of the Headmistress in 1990 is Mrs. Elizabeth Atang. Witness who is the supervisor of teachers in under Jos North Local Government Education Authority stated that in all honesty that 4th Respondent did not forged the result.

Another Subpoenaed witness Shehu Muhammad Abdullah, a retired civil servant also identified and adopted his witness statement on oath.

The witness who is a former teacher in Anguwan Rogo Primary School said he knew the 4th Respondent graduated from the school even though he was not yet a teacher in the school in 1990 stressing that Administration is a continuity.

Witness added that Muhammad Adam and Muhammad Adam Alkali are the same person.

The matter was adjourned to 25th July 2023 for adoption of Written Addresses.

Tinubu signs four executive orders, suspends 5% Excise Tax on Telecomms

President Bola Tinubu has signed four Executive Orders one of which is the suspension of the five per cent Excise Tax on telecommunication services and the Excise Duties escalation on locally manufactured products.

Among them is; the Finance Act (Effective Date Variation) Order, 2023, which defers the commencement date of the changes; contained in the Act from May 23, 2023, to September 1, 2023.

Special Adviser to the President on Special Duties, Communications, and Strategy Dele Alake, announced this on Thursday while; briefing State House Correspondents at the Presidential Villa, Abuja.

Alake said this is; to ensure that the act aligns with the 90-day notice period required by the National Tax Policy 2017.

President Tinubu also signed The Customs, Excise Tariff (Variation) Amendment Order, 2023, shifting the commencement date of the tax changes from March 27, 2023, to August 1, 2023, and also in line with the National Tax Policy.

Alake added that the President ordered the suspension of the newly introduced Green Tax by way of an Excise Tax on Single-Use Plastics, including plastic containers and bottles.

He also suspended the Import Tax Adjustment levy on certain vehicles.

The Presidential Spokesman explained that these orders are; meant to ameliorate the negative impacts of the tax adjustments on businesses and chokehold on households across affected sectors.

However, he reiterated the President’s commitment to reviewing complaints about multiple taxation, local and anti-business inhibitions.

Alake noted that President Tinubu’s administration will, therefore, continue to give requisite stimulus by way of friendly policies to allow businesses to flourish nationwide.

The President assured Nigerians that there will not be; further tax raise without a robust and wide consultation undertaken within the context of a coherent fiscal policy framework.

President Tinubu’s interventions also include the suspension of the five percent Excise Tax on telecommunication services and excise duty on locally produced products. While Executive Order 4 is the suspension of the newly introduced Green Tax on Single Use Plastics and the Import Tax Adjustment levy on certain vehicles.
