Malami reveals FG justified over freezing of #EndSARS youths’ bank accounts

The Attorney-General of the Federation, Abubakar Malami (SAN), has stated that the Federal Government is justified in the freezing of #ENDSARS campaigners’ accounts.

1st News had reported that the Central Bank of Nigeria (CBN) in November 2020 froze the accounts of 19 individuals and one private firm over their involvement in the #ENDSARS protest that rocked several parts of the country.

But the Federal High Court, Abuja, had earlier on Wednesday, February 10, ordered the apex bank to unfreeze the protesters’ accounts.

Malami made this assertion during a feature on the Channels TV programme, Politics Today.

According to the AGF, President Muhammadu Buhari’s administration was lenient with the #ENDSARS protesters.

He stressed that no government all over the world could tolerate a situation where scores of policemen were murdered because citizens expressed their rights to lawful assembly and freedom of expression.

Malami said: “The government is not wrong particularly in circumstances that justify an intense investigation. It is the end result of an investigation that can determine whether the government is right or wrong as determined by the court on the basis of the facts presented.

“On the Abuja court’s order, the decision to comply with the court order or not is not a decision that is a product of intimidation; government cannot be intimidated, the government cannot in any way be compromised as far as the exercise of its constitutional powers is concerned but that does not mean the government is perpetually inconsiderate.

“The bottom-line is that the public interest matters most in whatever decision the government arrives at as far as compliance or non-compliance with the orders or judgments of the court are concerned. Intimidation is out of it, threats are out of it, constitutionality is the bottom-line.

“The government is there to ensure there are no security threats and in so doing the true position of things is that it is the responsibility of the government to accord protection to the lives of the citizens, their personal liberty, freedom of movement, and indeed accord protection to all the constitutionally guaranteed rights of individuals.

“So, the government, can, on no account, be forced to submission when protection of these rights are concerned.”

Anti-gay law: MURIC tackles Biden, says Nigeria will not bow to pressure

Director of the Muslim Rights Concern in Nigeria (MURIC), Prof Ishaq Akintola, has condemned the alleged threats of the United States government to sanction Nigeria over its anti-gay law.

The MURIC director made this known on Wednesday.

Specifically, he spoke while reacting to the threat by the Joe Biden administration to sanction Nigeria and other countries found guilty of promulgating anti-gay laws or encouraging human rights abuses of LGBTQI+ (lesbian, gay, bisexual, transgender and queer and intersex) persons. However, Prof. Akintola held that Nigeria will not bow to the pressure of practising same sex marriage; even as he poured cold water on the threats of impending sanctions from the US.

Further, he stated that Nigeria has its own cultural and religious beliefs; noting that it should not allow America to adulterate its people through its globalisation policies.

“My opinion is that Joe Biden has just taken his first major step on what concerns his country. I should state here that America cannot continue to force its own globalisation policies on Nigeria.

“We won’t accept or practise that kind of law. It’s not possible. We did not vote our elected representatives to make that kind of law. We didn’t vote our National Assembly members to bastardise our culture and violate our beliefs.”

In addition, the MURIC helmsman urged the Nigerian government not to cave into the lucre of financial aid.

 “Let him carry out his sanctions. Let him withdraw his financial aid and what have you. It’s not worth it. Whatever Joe Biden and the American government want to do, let them do it. Let them even invade Nigeria because of it. We don’t want blood money and we don’t want dirty money from America. Let them pocket their dirty dollars if that’s the way the game is played.”

Meanwhile, 1st News had reported that Nigeria faces impending sanctions over its anti-gay laws from the US. Equally important, the revelation came to light after Biden passed a memo condemning ant-gay laws and discrimination against LGBTQI people.

Indeed, Biden, who rode to electoral victory on the back of discontent among Americans over his predecessor, Donald Trump, has not hidden his intentions to protect LGBTQI.

“When foreign governments move to restrict the rights of LGBTQI+ persons or fail to enforce legal protections in place; thereby contributing to a climate of intolerance, agencies engaged abroad shall consider appropriate responses; including using the full range of diplomatic and assistance tools and, as appropriate, financial sanctions, visa restrictions, and other actions.

“All human beings should be treated with respect and dignity and should be able to live without fear no matter who they are or whom they love. The United States belongs at the forefront of this struggle – speaking out and standing strong for our most dearly held values,” the memo read in part.

In 2014, President Goodluck Jonathan signed the anti-gay law. As a matter of fact, the Same-Sex Marriage (Prohibition) Act signed in January 2014 proscribes between 10 to 14 years in prison for cohabitation between same-sex sexual partners, public show of same-sex relationship, registration, operation or participation in gay clubs, societies and organisation, amongst others.

INEC unveils committee for review of projections for future elections

The Independent National Electoral Commission (INEC) on Monday, February 8, inaugurated a committee for the review of its current strategic plan as well projections for future elections including the 2023 general poll.

INEC Chairman Mahmood Yakubu inaugurated the Committee in Abuja.

He said that INEC believed that it could not approach election management on an ad hoc basis; without deliberate plans.

“This plan will form the basis set for the full formulation of the election project plan for the 2023 general election.

“It will also help the commission to identify all events; programmes; as well as actions that needed to be implemented before the 2023 general election.

“It will also help us to track the offseason, governorship election taking place between 2021 and 2023 to ensure that these elections are also properly implemented.

“As you are aware, there are three such elections. The first one for which we have already issued, released the timetable and schedule of activities are the Anambra governorship election taking place in November,” Yakubu said.

He added: “Next year, we have two offseason governorship election, in Ekiti State and Osun state.

“Both the strategic plan and the election project plan will enable the commission to monitor all the processes through our election management system platforms.

“So, this is a very important exercise for the commission to undertake.”

He also said that the inaugurated committee was the third of its kind in the history of INEC; since the beginning of the era of deliberate planning for elections.

“The commission believes that we cannot approach election management on an ad hoc basis; but rather, we must deliberately plan for elections.

“So the commission produced a strategic plan to cover the period of 2012 to 2016. Then we reviewed the plan to cover 2017 to 2021. Now we are reviewing the plan again, to cover 2022 to 2026,” Yakubu said.

The committee was given 10 point terms of reference and 40 days to submit its report.

The 17-member 2017-2021 Strategic Plan and 2022-2026 Strategic Plan Committee, was headed by retired AVM Ahmed Mua’zu, INEC National Commissioner and Chairman, Committee on Planning, Monitoring and Strategy.

Some Members of the committee included National Commissioners, Prof. Okechukwu Ibeanu, Dr Adekunle Ogunmola, and two Resident Electoral Commissioners (RECs) of Lagos state and Adamawa.

Mua’zu represented by Ibeanu thanked INEC for recognition; assuring that members of the committee will live up to expectations.

Mua’zu said INEC had deliberately formulated its plans to make sure that its activities were properly programmed and sequenced.

“This enables the commission to properly audit its activities and measure the level of success that recorded. It will also give the commission an opportunity to plan for the future.

“So, this is a very critical part of the work of the commission now; and members of the committee will not take this responsibility lightly,” he said.

He also said one of the tasks before the committee was to assess the level of implementation of the 2017-2021 Strategic Plan.

SPEECH DELIVERED BY H.E. RT. HON. (DR.) SIMON BAKO LALONG, KSSG, THE EXECUTIVE GOVERNOR OF PLATEAU STATE ON THE OCCASION OF THE COMMEMORATION OF “PLATEAU FORGIVENESS DAY” 2021 & INAUGURATION OF THE INTER-RELIGIOUS COUNCIL HELD AT THE VICTORIA GOWON HALL, NEW GOVERNMENT HOUSE LITTLE RAYFIELD JOS ON 8TH FEBRUARY 2021.
PROTOCOL

  1. I am delighted to welcome you all to yet another historic day in our quest to foster a new future for our State as we solidify a new narrative that advances a new paradigm shift in addressing the numerous wrongs of the past.
  2. As a State emerging from the ashes of violence, our Rescue Administration decided to set aside February 7 of every year as Forgiveness Day. This day reminds us to imbibe and promote the culture of forgiveness as enunciated in the Holy Books. The cardinal objective of this day is to achieve enduring peace and harmony as opposed to hate, bitterness, resentment and vengeance which only leads to a vicious cycle of violence.
  3. On Friday last week, our Muslim brothers and sisters converged on various mosques to pray and emphasize the need for forgiveness. Yesterday, Christian faithful also offered similar prayers in churches with the Catholic Arch Bishop of Jos His Grace Mathew Ishaya Audu celebrating a mass at the Saint Louis Church to commemorate the day.
  4. When we first commemorated this day in 2019, I submitted that if we imbibed forgiveness, it will eclipse and bury all the wrongs of the past and move us to a new dawn by restoring confidence in our future and ensuring that generations unborn do not repeat our mistakes.
  5. Let me reiterate that the idea behind the Forgiveness Day is for us to reflect on where we have been; the human tragedy that befell us; the need to appreciate our present situation; and our resolve to craft the kind of a peaceful and secure society we desire.
  6. My administration clearly understands that many of our people have been hurt and could have also caused pain for others. Many cannot seem to erase the hurt from their mental hard drive and continue to harbour bitterness, resentment, and anger.
  7. The choice before us is to either continue in our anger thus spending the rest of our lives in pain and bitterness, or we can choose to be released, healed, and be set free. That is where forgiveness becomes inevitable.
  8. Of course, propagating forgiveness in a society such as ours can be associated with misunderstandings and misconceptions. Definitions of forgiveness may differ depending on which divide one is standing. However, the outcome of forgiveness can easily unite people and benefit everyone.
  9. Forgiveness does not connote weakness, tolerance for injustice or excusing evil. Forgiveness does not also mean that the act committed does not matter nor does it suggest that the offender should not bear the consequences of his actions. Indeed, such a person should be held accountable to serve as deterrence.
  10. At the risk of being misunderstood or even misrepresented, I am confident to tell you that forgiveness is not justice. While justice usually involves the acknowledgment of an evil deed, an apology, and some form of reward or punishment, forgiveness can take place regardless of whether justice is served or not.
  11. In the same vein, forgiveness does not automatically translate to trust. On the contrary, while forgiveness is something that should be freely given, trust however must be earned through consistent truth-telling and dialogue over a period of time.
  12. As a Governor who wishes to be remembered as a peacemaker long after I leave office, the approach of my administration is to pursue Restorative Justice side by side with Retributive Justice in order to right the wrongs of the past.
  13. In this regard, we have taken several policy steps to mitigate the risk of a return to violent conflicts as well as tackle the growing wave of criminality in our State. Apart from setting up the Plateau State Peace Building Agency, we have strengthened Operation Rainbow and reviewed the criminal administration law.
  14. Last year, I signed into law the Bill on Kidnapping, land grabbing, cultism and other related violent crimes to ensure that criminals are not left unpunished. Indeed, our determination to arrest and prosecute criminals and trouble makers in the state remains unwavering.
  15. The Plateau State Peace Building Agency on the other hand has been working assiduously to entrench the ideals of sustainable Peace through dialogue, advocacy and strategic engagements with a wide range of stakeholders at the State and community levels.
  16. This is why the Plateau Peace Agency has held over 87 multi-level dialogue sessions and more than 40 outreaches across 17 Local Governments of the State in order to promote the culture of Peace among communities that had once fought each other.
  17. Despite the efforts and modest successes recorded at stemming the tide of ethno-religious violence, Plateau State is still in dire need of healing. Our people have remained somewhat divided along ethno-religious or tribal lines due largely to the experiences of yesterday. Yet, we have a golden opportunity to open a new leaf by consolidating on the gains of our efforts within the last six years.
  18. While we cannot claim that all issues in the heart of the crises have been resolved, we have in our hands the tools that can help midwife the rebirth of a new and united Plateau that is at Peace with itself and neighbours.
  19. The stakes are quite high and the need to work in concert through the forging of robust alliances has never been this urgent. The age-old maxim says we either work together as a united front to win or we perish as fools. We have no reason to choose anything below peace.
  20. That is why today we are inaugurating the reconstituted Plateau State Inter-religious Council, a body made up of highly respected religious leaders and experts in the field of conflict mediation and peace building.
  21. The inauguration of this non-partisan body is a further demonstration of our administration’s commitment to repairing the broken social fabric of our society through the provision of a structured platform for religious, community, youth and women leaders to play active roles in fostering mutual understanding and cooperation between citizens regardless of ethnic and religious differences.
  22. It is expected that working closely with the Plateau State Peace Building Agency, the State Inter-religious Council will critically think through issues and build consensus on challenges that threaten freedom, tolerance and peace.
  23. The Council will adopt a flexible and confidential format in which even controversial issues can be discussed; assumptions tested and ideas generated. Through joint analysis and structured interfaith dialogue, voices from divergent communities can come up with new ideas and approaches that will help enhance resilience and social cohesion.
  24. In addition, I hope this platform provides a channel through which religious leaders can offer honest, non-partisan and informed counsel on critical matters and present their recommendations to government and other policy makers at all levels.
  25. I will like to thank the Chairman and Co-Chairman of the Inter-religious Council Rev. Prof. Pandang Yamsat, former COCIN President and His Royal Highness Alh. Sambo Mohammed III, Emir of Wase and Chairman JNI, Plateau State and other members for accepting to serve. All Members of the Council have been carefully chosen based on their track record of integrity, honesty, peace drive and patriotism.
  26. The State Inter-religious Council is to be guided by the following terms of reference:
  27. Promote the culture of interfaith Dialogue as a viable mechanism for peaceful co-existence, understanding and religious tolerance in Plateau state.
  28. To work with different faith communities and other organizations that work across faith lines to expand respect for religious pluralism and freedom of religion or belief in Plateau state.
  29. To offer advisory services to the State Government on matters of religious practice.
  30. To deliberate on reported cases of religious conflicts and proffer urgent solutions for government’s intervention.
  31. To work closely with relevant agencies of government to improve social cohesion as well as promote the agenda of Peace on the Plateau through healing, forgiveness and reconciliation.
  32. The Interreligious Council will also play an Advisory Role to the Peace Building Agency while the Coordinating Secretariat is to be headed by the Director General of the Agency Mr. Joseph Lengmang alongside the following:

As I conclude, I am directing the Council to support the Peace Building Agency in finding a lasting solution to renewed herder-farmers clashes in some parts of the State such as Bassa where from last week till yesterday night, we have reports that people have been killed in attacks and reprisals.
  39. I have already directed security agencies to go after those behind the acts and bring them to justice. This must stop.
  40. May God give us the grace to be our brother’s keepers, forgive and live in peace with one another.

PLATEAU FORGIVENESS DAY 2021: LALONG CHARGES CITIZENS TO FORGIVE ONE ANOTHER

Governor Simon Bako Lalong on Sunday 7th February 2021 said unless Nigerians learn to forgive one another and avoid revenge and reprisals, the nation will continue to witness needless bloodshed and destruction of properties.

Governor Lalong was speaking at an inter-denominational church service to commemorate the 3rd Plateau Day of Forgiveness and Reconciliation at the St. Louis Catholic Church Jos.

Lalong said although acts of criminality must be swiftly investigated and punished by Government and its relevant organs, the long term ambition of every Nigerian who desires peace is to tore the path of reconciliation and forgiveness.

He said “As a Government, we are very conscious of the fact that the process of restoring peace and confidence among the people cannot succeed without forgiveness and reconciliation. On this day therefore, we do not try to trivialize or gloss over the trauma, pain and agony that many people have undergone on account of the various crises that took lives and properties. Others are still bearing physical scars of their experiences. What this day rather emphasizes is how to make the best of the past ugly experiences and chart the way forward. If truly we want to move forward, then there is every need to encourage healing that makes us do things differently.”

Lalong said the Plateau Peace Agency has held over 87 multi-level dialogue sessions with conflict parties across 17 Local Governments of the State in order to promote the culture of Peace through forgiveness and reconciliation.
This has led to the signing of several Peace Agreements and Commitments to the pursuit of Peace agreement with various fighting communities in the last five years.

He frowned at the exploitation of the social media by crises merchants who generate and circulate unfounded posts suggesting that there is no peace in Plateau State and that this Government has not achieved anything.

In his homily, Catholic Archbishop Mathew Ishaya Audu said the failure of individuals and communities to forgive one another increases the burden of strife, bitterness, anger and violence which provides the ready flame for crises.

He said Christ has demonstrated forgiveness by not only laying down his life for humanity, but admonishing his followers to do same and live in peace. He said Plateau State is experiencing gradual healing and peaceful coexistence because of the efforts of the Government to set the right examples and administer justice to all.

Chairman Christian Pilgrims Commission Rev. Yakubu Pam said the Day for Forgiveness and Reconciliation is a great initiative by Governor Simon Lalong that celebrates the good of humanity rather than the embers of hatred, bigotry and mediocrity.

Plateau State Chairman of the Christian Association of Nigeria Rev. Fr. Polycarb Lubo, Deputy Chief Imam of Jos Central Mosque Sheikh Ismail Adam and the representative of the Gbong Gwom Jos all called on the citizens of Plateau State and Nigerians in general to learn to embrace one another inspite of differences in religion, ethnicity or status.

Prayers were offered for the perpetuation of peace and reconciliation in Plateau State and Nigeria.

Forgiveness Day: Despite the violence of the past, forgiveness is possible – Mr Lengmang, DG PPBA

The Director General of the Plateau Peace Building Agency, Mr. Joseph Lengmang has again reminded the Citizens of the State of their roles as Stakeholders in the Peace building process in the State.

To mark the forgiveness day February, 2021 the Director General of the Plateau Peace Building Agency, Mr Joseph Lengmang said for the State to achieve prosperity, all hands must be on deck for the collective interest of the State.
He made the disclosures at a Media Parley to herald the Day of Forgiveness and Reconciliation being observed in Plateau State.

It will be recalled that on February 7th 2019, Governor Simon Lalong inaugurated the ‘Garden of Forgiveness’ in Jos, the State Capital.

7th February has been set aside by the State Government as a day to highlight the importance of forgiveness and reconciliation in the process of peace-building in the State.

Mr. Lengmang said the essence of the day is to promote the agenda of peace through healing, forgiveness and reconciliation considering the bitter experiences of the State in the past.
He urged citizens to unite towards breaking the walls of stereotypes and prejudices. He said as citizens, there is need to always consider our shared humanity.
He said the agency will continue to work with the citizens to achieve a better, secured and safer society through mutual understanding.

He said Gov. Lalong has made peace a priority in his administration.

He hinted that the agency was established to rethink the approach to the challenges of peace and security by being proactive instead of being reactive; to deescalate violence and work to break the conflict traps irrespective of all considerations.

He said the mandate of the agency is to promote the culture of peace and harmonious coexistence, among the various ethno-religious divides on the Plateau.

He appreciated the media for their contributions to the success of post conflict peace and sustaining same. He urged them to remain advocates of peace.
He said their efforts and commitment as Ambassadors of peace have greatly assisted in peace building.

“The Agency will continue to build on the gains recorded from the relative peace being enjoyed.”

“Despite the violence of the past, forgiveness is possible” he said.

He said the Media as agenda setters have significant roles to play in promoting peace, forgiveness and reconciliation.

The Executive Secretary Plateau State Muslim Pilgrims Welfare Board, Barr. Auwal Abdullahi commended the ingenuity of Governor Simon Lalong for establishing the Peace Building Agency which has been working assiduously to entrench peace through greater understanding.
He commended the media for their roles in societal transformation and peace building. He urged the citizens to eschew bitterness and embrace peace as well as abide by the tenet of forgiveness. He said it is God’s desire for us to live harmoniously together so that our diversity can be our source of strength.
“Forgiveness is one of the best human conducts” Barr. Auwal concluded.

In her remarks, Haj. Lantana Abdullahi Bako urged citizens of the State to be peace Actors and work to restore broken relationship. She decried how women and children are always at the receiving end of violent crisis calling on men to always consider the sufferings faced by the mentioned persons. She said violent crisis doesn’t prosper the State, instead it bring about retrogression, suspicion and mistrust among the citizens.

Da Gyang Jatau, a Community Leader in Gyel in his remark recalled the experiences during the civil war and underscored the importance of peaceful coexistence. He said no meaningful development can be achieved in a hostile environment.
He gave an account of how Muslim youths were saved and returned to their communities unharmed during the ‘EndSARS’ protest.

The parley was attended by the Director of Programmes of the Agency, Mr. Godwin Okoko, the Agency’s Director of Administration Mr. Gayi Timothy, other Staff of the Agency, Dr. Alh. Abdullahi Sale Community Leaders and the Press.

#EndSARS: Lagos Judicial Panel approves re-opening of Lekki Toll Gate

The #EndSARS judicial panel sitting in Lagos State, on Saturday, February 6, announced its decision to return the Lekki Toll Gate plaza to its owners, the Lekki Concession Company.

The plaza has been under the control of the panel; since it began sitting in October following the #EndSARS protests against police brutality.

However, proceedings at the panel degenerated to a shouting match following this decision.

The Justice Doris Okuwobi-led panel granted LCC permission to repossess the plaza; after taking arguments for and against the application made by counsel to the LCC Ltd, Demola Seriki for the re-opening of the facility.

The other four members who sat with Justice Okuwobi are Segun Awosanya (Popularly known as Segalink); Oluwatoyin Odusanya (Director, Citizens right); DIG Taiwo Lakanu ( representing the police); and Lucas Koyejo (from the National Human Rights Commission).

Following her decision, the judge and her team rose, as the other absent members walked in and proceeded to deliver their dissenting ruling.

The dissenters are: Senior Advocate of Nigeria (SAN) Mr Ebun-Olu Adegboruwa, representing the Civil Society; Ms. Patience Udoh representing the Civil Society, Rinu Oduala; and Temitope Majekodunmi, representing #EndSARS protesters.

Their intention to read their dissenting ruling was interrupted by LCC lawyer, Mr Rotimi Seriki; and Lagos State Counsel, Mr Enitan Thomas following which a shouting match ensued.
