CBN issues warning to microfinance banks against forex transactions, wholesale banking

The Central Bank of Nigeria (CBN) has warned microfinance institutions to desist from activities such as wholesale banking and foreign exchange transactions.

This was disclosed in a circular issued on Friday, August 20; titled “Cessation of non-permissible activities by microfinance banks,” signed by Ibrahim Tukur on behalf of CBN’s Financial Policy and Regulation Department.

CBN said, “The Central Bank of Nigeria has observed the activities of some microfinance banks; that have gone beyond the remit of their operating licence; by engaging in non-permissible activities; especially wholesale backing, foreign exchange transactions, and others.

“Given the comparatively low capitalisation of MfBs; dealing in wholesale and/or foreign exchange transactions are a significant risk; with dire consequences for financial system stability. Therefore,  it has become imperative to remind all MfBs to strictly comply with the extant Revised Regulatory and Supervisory Guidelines for Microfinance Banks in Nigeria 2012.

“For the avoidance of doubt and consistent with the permissible activities of specialised micro-institutions: MfBs are strictly prohibited from foreign exchange transactions.

“MfBs are to primarily focus on providing financial services; to retail and/or micro-clients with a limitation of N500,000 per transaction for Tier 2 Unit MFBs; and N1m for other categories. MfBs shall constitute a minimum of 80 per cent of the total loans portfolio for MBs.

“The CBN would continue to monitor developments in the MfB sector; and apply stringent regulatory sanctions for violations of extant regulations; including revoking licenses of non-compliant MFBs.”

4wardwego Blog also gathered that some Microfinance Banks (MFBs) now give loans to United Kingdom-bound Nigerians; who use such funds as their ‘Proof of Fund’ (POF) to acquire visas.

According to provisional data from the CBN, MFBs also collectively recorded a total loan to the private sector of N761.4 trillion as of June 2021. This follows a similar contraction in February as well as the second in about 10 months.

Buhari approves reappointment of Oloyede as JAMB Registrar, others

President Muhammadu Buhari has approved the reappointment of the Registrar of the Joint Admissions and Matriculation Board (JAMB), Prof. Ishaq Oloyede, and the Executive Secretary of the National Universities Commission (NUC), Prof. Abubakar Rasheed.

This mandate by Buhari was contained in a statement issued on Friday, August 20, by the Education Ministry’s spokesperson, Ben Bem Goong, based on the recommendation of Education Minister, Adamu Adamu.

The two appointments are for a tenure of five years each with effect from August 1, 2021.

Dr. Hamid Bobboyi was also reappointed as the Executive Secretary of the Universal Basic Education Commission (UBEC) for a second and final tenure of four years with effect from August 1, 2021.

Buhari had earlier approved the reappointment of Prof. Ifeoma Isiugo-Abanihe as Registrar/CEO of the National Business and Technical Examinations Board (NABTEB) for a second term of four years to sustain the efforts at sensitising Nigerians on the critical role of Technical and Vocational Education and Training (TVET) and business subjects in the new knowledge economy.

To give further impetus to mathematics education, approval was also granted for the appointment of Prof. Promise Mebine as the Director/Chief Executive of the National Mathematical Centre for an initial tenure of five years with effect from August 17, 2021.

Meanwhile, President Buhari has again pledged to tackle widespread hunger among citizens across the country; assuring that he will not exit government as a failure.

The National Security Adviser to the President retired Maj. Gen. Babagana Monguno said the president made the pledge during a crucial security meeting attended by Vice-President Yemi Osinbajo, security chiefs, and some cabinet Ministers in Abuja on Thursday

Monguno said: “The last National Security Council meeting we had was on the 8th of June. From that time till now, a lot has happened within the security domain. Mr. President called for this meeting.

“It was actually supposed to be for next week, but he drew it back for today, for obvious reasons.

“We also address the issue of the prevailing situation, which is widespread, you know, issues of hunger.”

Lalong Relaxes Curfew in Jos North, Orders security Forces to be Tough on Trouble Makers

Governor Simon Bako Lalong of Plateau State has relaxed the 24-hour curfew earlier imposed on Jos North Local Government on Sunday to its earlier status.

Under the new arrangement, the curfew will be observed from 6pm to 6am daily beginning from Thursday 19th August 2021. This will also apply to Bassa and Jos South Local Government Areas untill further notice.

The decision was reached after the State Security Council meeting held at the Government House Rayfield on Wednesday, 18th August 2021 where the Governor received briefings from the heads of security agencies and also reviewed the situation.

In relaxing the curfew, Governor Simon Lalong warned trouble makers to desist from threatening lives and properties of citizens or be ready for a showdown with security forces who have been directed to be tough with anyone causing a breach of the peace.

He expressed outrage over what he called the desperation of criminals bent on causing mayhem in the State, as there were isolated attacks which led to loss of lives and destruction of properties in some areas of Jos North and Bassa LGAs during the curfew.

While the curfew is relaxed in Jos North, security agencies will mount permanent checkpoints in high vulnerable areas; deploy more uniform and plain clothes personnel; and also observe the conduct of citizens round the clock.

The Governor also reiterated that the prohibition on processions was still in force and anyone found violating the order will be dealt with according to the law.

The Governor appreciated the cooperation of law abiding citizens and urged them to continue to support Government to deal with the situation and restore normalcy to the affected areas and the State at large.

He urged parents and community leaders to prevail on their wards to maintain pecae as the Government does not want to be forced to always resort to curfews which affect the economy and freedom of the people and the State as a whole.

7 Journalist escaped death by the whiskers in Jos

7 Journalist all staff of the
Plateau Radio Television Corporation (PRTV) Rayfield late Tuesday night escaped death by the whiskers when their vehicle came under heavy attack by Miscreants at Dandinkowa Jos South local government council of the state .

Also the vehicle in which the newsmen were in was badly damaged by the miscreants .

Our correspondent reports that the 7 Journalist were returning home in a vehicle which was conveying staff on Night duty to their respective homes at 10:30pm 17/08/2021 at the close of the station.

One of the Journalist who escaped the sad incident told our correspondent that their vehicle was badly vandalised .

In his words , we thank God because
If the attack was successfully executed, our organization would have been burying seven staff of their dedicated staff but thank God we survived by the whisker.

We ran into a road block which we all thought was manned by the police and vigilantee just to be descended upon by the miscreants who came out from every direction. He added .

Reacting to this development ,the Chairman of Nigeria Union Journalists (NUJ) Plateau State Council Paul Jatau condemned the unwarranted assault on the newsmen and called on security operatives to be alert .

Fresh Attack: five allegedly dead in Bassa under curfew

Fresh Attacks in Bassa Chando-Zrrechi (Tafi-Gana) – Five Reportedly Dead.

There have been an incidence of attacks last night at Chando-Zrrechi (Tafi-Gana) in Bassa Local Government according to a press Statement issued to media personnel by the Secretary of Irigwe Development Association Mr Danjuma Auta Dickson.

on reaching out to the Operation safe Haven Military Information officer on the attacks, He responded that up till this moment the headquarters have not been contacted about the attacks even though their lines have been on throughout the night with their men all over the three local government under Curfew trying to maintain the peace of the state responding to calls across Flashpoints.

As at the time of filing this report the security agencies are yet to issue an official statement even as it’s reported that the five bodies from yesterday’s attack are deposited in the morgue as confirmed by the Publicity secretary of Irigwe Development Association, Mr Davidson Mallison

It is instructive to note that this same Village attacked was one of the villages razed by rampaging fulani Invaders that sacked villagers, killing innocent citizens and destroying houses of locals.

As the Irigwe nation has continue to receive attack from left right and center over the unfortunate incidence of the Rukuba road attack on innocent commuters which the Irigwe nation knows nothing about and we have continue to distance ourselves from the ungodly act as peace loving citizens yet, last night 17th August 2021, one of our village, Chando-Zrrechi (Tafi-Gana) was attacked last night by Fulani Herdsmen.

Five people confirmed dead so far at Tafi Gana village of Miango District Irigwe Chiefdom
This is apart from another son of Irigwe killed at Dong village in the evening of 16th August 2021.

As it is Nigeria has remain silent as if nothing is happening, we’re calling on the authorities to put a stop. If nothing is done to avert this ugly trend Irigwe people will be wiped out.

Plateau prayer project tours the 17 Local Government Area of Plateau State

A faith based non governmental organization under the leadership of Apostle Jack Mamven has taken the spiritual leadership of Plateau State.

Apostle Jack Mamven, who is the Senior Pastor of the Rabbi’s House International Jos, received an instruction from God to go round the Seventeen Local Governments Areas of Plateau State and interceed for each Local government for 3hrs.

He said the intercessory Prayers for Plateau is to avert the coming danger on the Plateau in terms of insecurity.
The young vibrant Apostle who is known for his passion, zeal and burden for the unity and advancement of the Kingdom of God on the Plateau said he saw Plateau State under a siege in the revelation he received on the 9th of May, 2021

He said while he was crying God said go round the 17 Local Governments of Plateau State and interceed for 3hrs in each local government.

On the 17th of June 2021, he embarked on the Prayer tour with his team, starting with Riyom Local Government.
Through the help of God and the support of some Plateau sons and daughters, they were able to tour the entire Seventeen Local government.

Despite the financial and life threatening challenges he encountered, his zeal, passion, and burden for the land of Plateau kept him moving.

In an interview with a media outlet, Apostle Jack Mamven said there are shocking things God revealed to him during the tour about Plateau that can eradicate poverty in the state, and also put her in the global map economically.

He said in the coming weeks, the next phase of Plateau Prayer Project will be known as the Project has not ended.

Plateau Stakeholders vows to unite against return of violence to Plateau State

PLATEAU STAKEHOLDERS HOLD EMERGENCY MEETING OVER INSECURITY; VOW TO UNITE AGAINST RETURN OF VIOLENCE TO PLATEAU STATE.

Towards finding a lasting solution to the recent attacks that led to the the loss of lives and properties in some parts of Plateau State, Governor Simon Bako Lalong has summoned an emergency security stakeholders meeting to examine the ways of restoring normalcy and permanent peace to the State.

Governor Lalong while addressing the meeting at the Government House Little Rayfield Jos, said despite the huge investments that have been made in peace building and crime fighting, Plateau is again confronted with the activities of criminals who are bent on reversing the gains made in the last six years.

He said in recent weeks and months, the State has witnessed isolated cases of attacks on some communities in Jos North; Riyom LGA; Bassa LGA; Barkin Ladi and Jos South Local Government Areas.

“In most of these attacks, farmers as well as herders were either killed or cattle and farm crops destroyed. Houses were also burnt down and people rendered homeless. The human loses due to the destruction is very worrisome as it continues to fuel the endless circle of attacks and counter attacks”. He said.

The Governor regretted that while these efforts were ongoing to bring those behind the unfortunate attacks to justice, another unfortunate breach of peace along Rukuba road on Saturday 14th August 2021 where a convoy of five buses with passengers returning from a religious festival in Bauchi State heading to Ondo State were attacked.

This act he said was most despicable which brought about the imposition of 24-hour curfew on Jos North Local Government Area in addition to the dusk to dawn curfew in Bassa and Jos South LGAs to curtail total breakdown of law and order.

Lalong charged the stakeholders including Elders, past and present political office holders, representatives of CAN and JNI, PIDAN, women and youth groups as well as traditional rulers to brainstorm honestly and come up with valuable suggestions as to what can be done to settle once and for all, the cycle of violence that was almost being forgotten before the recent ugly developments.

The meeting thereafter went into a closed door session where the stakeholders arrived on various suggestions. These include:

  1. Prompt arrest and decisive punishment of suspected perpetrators of attacks through diligent prosecution.
  2. Strengthening of Community Policing structures for intelligence gathering and early warning pending the approval of State Policing.
  3. Payment of compensation to victims of various crises and rehabilitation of displaced persons.
  4. Continous dialogue and engagement among various communities and conflict groups through the facilitation of the Peace Building Agency and the State Inter-religous Council.
  5. More involvement of the traditional rulers in governance by defined constitutional roles.
  6. Arrest and prosecution of those making inflammatory statements and circulating fake news and hate content.
  7. Decisive action against religious, community and traditional leaders preaching hate or inciting people to violence.
  8. Cautioned against indiscriminate granting bail to persons suspected in attacks as well as the politicization of crimes.
  9. Appreciated the roles played by President Buhari, Governors of Ondo and Bauchi, Sheikh Dahiru Bauchi, CAN, JNI religious and community leaders and security agencies for their roles in calming the situation and stopping the situation from escalating.

The meeting was attended by Former Governor Jonah Jang, Chairman of the Plateau Council of Chiefs and Emirs His Majesty the Gbong Gwom Jos, Da Jacob Gyang Buba, National and State Assembly Members, and religious leaders.

Shortly after the stakeholders meeting, the State Security Council Council went into a session to review the security situation.
