Osagie reveals why 5-year compulsory service for Doctors is necessary

The Minister of Health, Dr. Osagie Ehanire, says the compulsory five-year service for graduates in medical and dental fields before being granted full license proposed in a bill by the House of Representatives is with good intentions.

He made his position known on Friday in an interview with the News Agency of Nigeria (NAN) in Abuja.

NAN reports that the title of the amendment bill, sponsored by Rep. Ganiyu Johnson, reads: “A Bill for an
Act to Amend the Medical and Dental Practitioners Act, Cap. M379, Laws of the Federation of Nigeria, 2004.

“It is to mandate any Nigeria-trained Medical or Dental Practitioner to Practice in Nigeria for a minimum of
five years before being granted a full license by the Medical and Dental Council of Nigeria (MDCN).

“It is to make quality health services available to Nigeria; and for Related Matters (HB.2130).”

The bill passed for second reading on April 6.

According to Ehanire, the intention is good because it is talking about curbing the brain drain of doctors.

He said “If I can read the mind of Johnson properly, he wants to be able to keep those who have studied
here a bit longer for some time before they can be free to go.

“If you look at the fact that the fees we pay at our universities, definitely do not make up for the cost
of training.

“If you want to know what it costs to train a doctor, go to a private university and know what they pay for school fees.

“That is a benchmark of what it costs but in our public universities, we don’t pay anything near that.

“So, actually, it means that it is subsidized with taxpayers’ money because if the government allows you to get training for about one-tenth or one-twentieth of the cost of the private university, then it means it is subsidized.

“Therefore, I’m sure Ganiyu was; thinking about those in that category who should also give back to the country, having received classy education that is respected outside.

“This is because even the cost of training here is; very small compared to school fees paid in foreign countries to
become a doctor. I think this is the angle the representative was looking at the issue from.”

Ehanire added that it may not necessarily have to be by law because moral understanding is; also
clear if one has received a quality education and then gives back to the sponsor.

“So, I think maybe the same moral issue people have to look at is; whether the bill goes through or not,
but this remains a moral issue”, he said.

Doctors in Diaspora reject NASS mandatory five-year national service bill

The Diaspora Medical Associations in diaspora, DMA has petitioned the National Assembly over the bill seeking to compel medical doctors and dental graduates to render five-year compulsory services within Nigeria before being granted full license to practice.

The letter titled “Re: A position statement from diaspora medical associations – Bill seeking to restrict newly-qualified medical doctors and dentists from leaving Nigeria,” was dated April 11, 2023.

The letter by the umbrella body of Nigerian medical doctors and dentists practicing outside the country, was addressed to the Speaker of the House of Representatives, Femi Gbajabiamila.

The body also copied the Senate President, Ahmad Lawan; the Chairman, Senate Committee on Health, Dr Ibrahim Oloriegbe; and the Chairman, House Committee on Health, Dr Tanko Sununu.

The letter was signed by the President, the Nigerian Doctors’ Forum, South Africa, Dr Emeka Ugwu; the President, Association of Nigerian Physicians in the Americas, Dr Chinyere Anyaogu; the President, Medical Association of Nigerians Across Great Britain, Dr Chris Agbo; the President, Canadian Association of Nigerian Physicians and Dentists, Dr Nnamdi Ndubuka; and the President, Nigerian Medical Association-Germany, Dr Al Amin Dahiru.

The DMA said the Medical and Dental Practitioners Act (Amendment) Bill sponsored by Ganiyi Johnson, which passed second reading at the House of Representatives last week, was counterproductive and would not achieve its intended goal of addressing brain drain in the country.

In its statement, the DMA said, “We recognise the problems posed by the exodus of Nigerian medical professionals from our health system, including, but not limited to decreased access to health care services, lack of quality of care, care delivery deserts the inability to adequately enact health care and public health policy due to lack of manpower and leadership resource.

“The major cause of brain drain includes a poor care delivery framework from a failure to invest in the health care to foster a conducive environment. The system does not promote professionalism, growth, work satisfaction, or a high-reliability culture.

“Other major drivers include very poor welfare packages, high levels of insecurity, limited opportunities for employment, subspecialty training, sociopolitical and economic instability. The majority of these issues stem from outside the health care system and are outside of an individual’s control.

“Indeed, good governance and commitment to future investment in health care would improve conditions in the country that will allow security, good education for children, improved compensation, as described in the Abuja Declaration.”

The associations also said focusing on one aspect of a problem without taking a holistic approach to a sustainable solution would be ineffective.

“Young doctors leave the country in search of better opportunities. Many are frustrated by the consequences of governance failures that have progressively worsened over the past 30 years.

“The unfortunate reality is the health care system is in a state of serious neglect, training and career development opportunities are limited further impairing earning potential. Insecurity is rampant. Equity and justice are lacking for the average Nigerian.

“The Diaspora Medical Associations are invested in crafting effective solutions and are willing to participate in fostering solutions to that extent.”

Reps invite Malami, Finance Minister, NNPC, others over stolen $2.4bn crude proceeds

The House of Reps Ad Hoc Committee on Oil Theft is inviting several high-ranking officials in the Federal Government over its investigation into the alleged loss of over $2.4 billion in revenue from illegal sale of 48 million barrels of crude oil export in 2015.

Some of the officials invited on Tuesday to answer questions are the Minister of Finance, Zainab Ahmed; and the Secretary General of the Federation, Boss Mustapha.

Also summoned are the acting Accountant General of the Federation, Sylva Okolieaboh; and the Nigerian National Petroleum Company Limited (NNPCL), among others.

The committee is also concerned about the disparity in figures from crude oil sales from 2011 to 2014 and is accusing the minister of finance of approving payments to whistle-blowers in variance with the whistle-blower policy.

The ad hoc House committee is investigating a whistle-blower’s allegation of illegal sale of 48 million barrels of Nigeria’s bonny light crude in China in 2015, valued at $2.4 billion.

Also, the Reps committee, in February, had accused the Attorney General of the Federation (AGF), Abubakar Malami as well as Interpol, on what it described as interference in the committee’s investigation.

The committee questioned why a whistle-blower would be invited by Interpol on the request of the Ministry of Justice just after the commencement of the investigation of the House.

However, the Head of the National Central Bureau of Interpol Nigeria, Garba Umar, said the Bureau only acted on the request of the AGF.

The Chairman, House Ad hoc Committee on Oil Theft, Mark Gbillah said, “There is a group called Advocacy for Good Governance and Free Nigeria.

“That is the so-called Civil Society Organisation that wrote to the Attorney General claiming there was this international gang of blackmailers trying to blackmail senior officials of the government.

“How come the Attorney General responded to allegations by a faceless body? That means the Attorney General himself did not ascertain the veracity of any organisation.”

The Reps Committee, dissatisfied with the submission of Interpol, accused the AGF of interfering with the investigation of the House.

NDLEA Partners Shartell, The Point Hotels and Shartell Villa To Sensitize Hoteliers on War Against Drug Abuse (WADA)

The Plateau State Command of The National Drug Law Enforcement Agency (NDLEA) has partnered with Shartell, The Point Hotels and Shartell Villa to sensitize its staff on the dangers of drug abuse and trafficking and how to combat illicit drug abuse in hotels.

This Interactive session was held at the prestigious Shartell Hotels Rayfield, Jos Plateau State.

NDLEA has been working effectively in combating illicit drug abuse in Plateau State and Nigeria at large through War Against Drug Abuse (WADA). Recall that WADA is an initiative that was founded by President Muhammadu Buhari on the 26th of June 2021. This initiative is calling on all major stakeholders in society to come together and fight this drug menace because the Agency cannot do it alone.

Hoteliers as part of the major Stakeholders are encouraged to be sensitized in other to identify illicit drug substances around the hotel premises and also let the Guests/Customers know that The Serene environment is not habitable for their illicit drug dealing/consumption.

While Sensitizing the Hoteliers, Mrs. Grace who is the Deputy Commander in charge of Sensitization for the Enforcement Agency Stated that The Unit has a mandate of sensitizing the populace on the danger of drugs, and then rehabilitating drug-dependent persons so that they will integrate back into society.

Mrs. Grace listed dangerous and hard drugs including Cocaine, Amphetamine, Benzodiazepines, Tramadol, Hexol, Heroin, and marijuana among others.

“Understanding the Intensity of Drug Menace, nobody is left out of it. Everybody is affected in the society. It is very important for the staff of hotels to know that most of these drug traffickers relax in hotels. Therefore, it is better to know these drugs so that you can identify them, and know the sign and symptoms of people taking drugs in other to get rid of them before they escalate to a severe case that will lead the Agency to find the staff and the hotel wanting”.

She added that little quantity of planted Marijuana means one is cultivating it, therefore it will lead to 15 years – Life imprisonment and also to seal the hotel.

“Most of these drugs are useful to the body if it is been prescribed by a medical doctor. But if any individual takes it without a prescription, that is when it will become addictive and the body’s system will require more. At the end of the day, they will seek help”.

While speaking, Mrs. Grace Advice the hoteliers to Join any Non-Governmental Organisation (NGO) who are capable of fighting drug abuse to help in sensitizing and that will suffice.

She disclosed that there is a high level of illicit drug consumption in Plateau state. She said Cocaine was only seen in movies then, but now in Plateau, They have raided individuals in possession.

The Manager of Shartell Villa, Mr. Jacob C. Gyang questioned the Enforcement agency that most people breaking the law are law enforcement agencies, therefore What if we found out that the people that are breaking the law by using drugs are also part of your system?

In response to Mr. Gyang’s Question, Mrs. Grace replied that the fact that one is a security personnel doesn’t mean he/she is not a human, there are so many security people that are found capable. She advised that they should report such act to NDLEA. She stressed that those security people also need help due to addiction problems. The agency brought out a circular about such. If officers are having issues like this, they should go to the counseling department but the situation whereby the officer is selling illicit drugs will lead to dismissal.

Security Guard R*ped and Killed Woman In Jos

Security Guard Narrates How He R*ped And Killed Woman In Jos

A security guard, Friday Samson, has been apprehended by the Plateau State Police Command for allegedly killing a 32-year-old woman identified as Ruth Yakadi Bako in Jos North Local Government Area of the State.

The late Ruth, a UNIJOS graduate, was stabbed, r*ped and killed and her property was carted away at Angwan Jarawa in Farin-Gada area of Jos last year December.

Addressing newsmen on Tuesday, April 4, 2023, the State Commissioner of Police, CP Bartholomew Onyeka, who spoke through the spokesperson of the command, DSP Alfred Alabo, said that after the dastardly incident, the police operator of the Laranto Division of the command led by CSP Pam Dauda Ishaya swung into action and arrested one Ephraim Emmanuel of Angwan Jarawa, Farin-Gada, and Jos with the victim’s phone.

He added that upon interrogation, the suspect disclosed that one Friday Samson, of the same address, sold the phone to him, adding that further investigation led to the arrest of Samson, a choirmaster who confessed to having r*ped and killed Ruth.

Speaking to newsmen, the 29-year-old suspect, a father of two, said he r*ped and killed Ruth after she refused to sleep with him.

According to the accused, he sighted her alighting from a commercial vehicle late in the night after closing from work and followed her to a secluded area where he r*ped her after much struggle.

“I am here because I rped and killed someone. I don’t have any reason for what I did but I did it, it is just wickedness of the heart. That day, I just wanted to sleep with her but she refused, due to wickedness, I rped and killed her,” he narrated.

“I am a security guard at a filling station at Farin Gada. That day, I was on duty that night and I saw her passing at about 11 pm. I have never seen her before and I don’t know her but I called her and told her I wanted to sleep with her but she refused. I chased her and caught up with her. That was when I stabbed and r*ped her.

“She was not dead when I r*ped her, it is just wickedness of the heart. After I rped her, I picked up her phone and held it for one month. After that I sold it to Ephraim Emmanuel, I did not tell him where I got the phone from just that I told him that the phone is mine. The phone is a Redmi. I started working in the filling station in August 2022 and I was being paid N28,000.”

Emmanuel, who bought the phone added, “I bought the phone because I know him as my choirmaster. He did not tell me he was not the owner of the phone and I did not know the story behind the phone. The Police tracked the phone to me and arrested me so I told them who sold the phone to me.”
