Governor Mutfwang Presents ₦914.86 Billion “Budget of Consolidation and Sustainability II” to Plateau Assembly

The Executive Governor of Plateau State, His Excellency Barr. Caleb Manasseh Mutfwang, on Wednesday, November 12, 2025, presented the 2026 Appropriation Bill alongside the Medium-Term Expenditure Framework and Fiscal Strategy Paper (MTEF/FSP) to the Plateau State House of Assembly. The presentation marked the unveiling of a bold fiscal roadmap titled the “Budget of Consolidation and Sustainability II.”

Addressing lawmakers during the presentation, Governor Mutfwang described the 2026 budget as a continuation of his administration’s drive to deepen reforms, promote inclusive growth, and sustain the progress achieved under the “Time is Now” policy framework.

“This moment reflects our enduring partnership with this Honourable House and our collective determination to build a Plateau that works for everyone,” he declared, reaffirming his commitment to accountability, inclusion, and sustainability.

The Governor announced a total budget size of ₦914.86 billion, an increase of ₦305.68 billion over the revised 2025 budget. Of this amount, ₦573.45 billion (62.68%) is allocated for capital expenditure, while ₦341.40 billion (37.32%) goes to recurrent spending — reflecting a deliberate focus on infrastructure and development-driven investments.

He noted that the budget is anchored on three core pillars of the Plateau State Strategic Development Framework (PSDF) 2023–2027:

  1. Peace, Security, and Good Governance
  2. Sustainable Economic Rebirth
  3. Physical Infrastructure Development

Key allocations under the 2026 fiscal plan include ₦464.98 billion (50.8%) for the Economic Sector, ₦218.55 billion (23.9%) for Social Services, ₦207.93 billion (22.7%) for the Administrative Sector, and ₦23.39 billion (2.6%) for Law and Justice.

Governor Mutfwang emphasized that the fiscal plan, guided by the Fiscal Responsibility Law (2014), is designed to enhance transparency, efficiency, and accountability. He also highlighted progress under the 2025 budget, including improved payment of salaries, pensions, and gratuities, as well as digitization of the civil service and procurement of Metro Buses to ease transportation challenges in the Jos–Bukuru metropolis.

The Governor reaffirmed his administration’s resolve to combat unemployment, diversify the economy, and promote peace across Plateau communities. “Our focus remains the people of Plateau State. Every naira in this budget is deliberately tied to a goal — to make life better, safer, and more meaningful for our citizens,” he said.

Governor Mutfwang commended the leadership of the 10th Plateau State House of Assembly for their collaboration in advancing good governance and appealed for their continued partnership to ensure the speedy passage of the budget.

Responding, the Speaker of the House, Rt. Hon. Naanlong Daniel, praised the Governor’s visionary leadership and assured him of the legislature’s commitment to supporting the administration’s developmental agenda. He expressed confidence that the 2026 budget would further drive sustainable growth and transformation across Plateau State.

Berom Coalition Demands Global Intervention Over 24-Year Genocide in Plateau State

The Berom in Diaspora Coalition (BDC), in collaboration with the Berom Educational and Cultural Organisation (BECO), Berom Youth Movement (BYM), Berom Women Development Association (BEWDA), and Berom Elders Council (BEC), has made an impassioned call to the Nigerian government and international community to intervene in what they describe as a “prolonged genocide” against the Berom people and other indigenous communities of Plateau State.

At a world press conference held on November 12, 2025, in Jos, Plateau State, the coalition declared that the killings, displacements, and land seizures by armed Fulani militias have persisted unchecked for over two decades, despite repeated appeals for justice and protection.

Representing the BDC, speakers lamented that entire generations of Berom families have been wiped out, their ancestral lands seized, and their cultural heritage threatened. “We have invited you here today with heavy hearts to draw attention to the brutal killings of innocent Berom men, women, and children, and our neighbours — the indigenous people of Plateau State,” the coalition stated.

A People Under Siege

The Berom, one of the oldest ethnic groups in central Nigeria, are mainly found across Jos North, Jos South, Riyom, and Barkin Ladi local government areas. With an estimated population of 2.6 million, the Berom are historically known for their iron works, rich agricultural practices, and peaceful coexistence. However, the BDC noted that since 2001, their land has become a theater of bloodshed.

“From Nding in 2001, where our village head and worshippers were massacred during morning devotion, to Dogo Na Hauwa in 2010 where over 501 lives were lost in one night, our communities have lived in fear and mourning,” the statement read.

The coalition accused the Nigerian government of turning a blind eye to what it called a “coordinated ethnic cleansing,” alleging that over 10,000 Berom people have been killed, 151 communities displaced, and vast lands forcefully occupied. “Families are mourning, children have been orphaned, and once-thriving communities now live in fear of extinction,” the group lamented.

Ongoing Threats and Occupied Territories

BDC also revealed intelligence reports indicating imminent attacks on notable Berom figures — Rev. Ezekiel Dachomo, Mr. Masara Kim, and Barr. Dalyop Solomon Mwantiri — by Fulani bandits allegedly operating from Nasarawa State. “These individuals are being targeted for exposing the truth about the genocide,” the coalition said, calling on security agencies to act swiftly.

The group listed several communities now allegedly occupied or renamed by Fulani militants, including Fass, Rankum (renamed Mahanga), and Shonong in Riyom LGA; Werre (renamed Lugere) and Jong in Barkin Ladi; Tahei hinterlands in Jos South; and Dajin-Gwomna and Josho in Bokkos LGA.

“These renamed territories have become terrorist enclaves. We call on the Nigerian government and international partners to recognize them as such and take immediate action,” the BDC urged.

Calls for Justice and Government Action

The coalition’s demands were clear and urgent:

  1. Declare Fulani militants as terrorists and launch military operations to reclaim occupied territories.
  2. Release ₦10 billion humanitarian funds earlier announced by former Vice President Yemi Osinbajo to support victims and displaced families.
  3. Prosecute perpetrators and dismantle the culture of impunity fueling the killings.
  4. Return occupied lands to rightful indigenous owners.
  5. Implement community-based security systems and early warning mechanisms.
  6. Hold National Assembly hearings to address rural terrorism.
  7. Invite global partners — including the UN, AU, and ECOWAS — to support peacebuilding efforts in Plateau State.
  8. Encourage media organizations to continue spotlighting the atrocities and amplify victims’ voices.

Leadership Silence and National Complacency

The coalition criticized what it called the “criminal silence” of Nigerian leaders and their obsession with politics at the expense of human lives. “Show me a country that gives amnesty to terrorists who massacre its citizens, and I will show you a nation led by men without souls,” one speaker declared.

The statement accused political leaders of prioritizing elections over human suffering, saying, “Our leaders are busy with rallies and defections, but not one word for the families wiped out in Plateau, not one moment of silence for soldiers dying daily, or for children abducted and forgotten.”

BDC warned that “a government that pampers killers and punishes victims is not a government but an accomplice,” calling on Nigerians to rise above religious and ethnic divisions to confront terrorism with a united voice.

Appeal for Unity Across Nigeria

The coalition emphasized that the crisis in Plateau is not just a Berom issue but a national one. It appealed to other ethnic groups — Tiv, Idoma, Tarok, Irigwe, Mwaghavul, Ron-Kulere, and others — to recognize their shared struggle. “It’s not about religion anymore; it’s about conscience. When truth becomes tribal and justice becomes selective, what remains is not a country — it’s a graveyard with a flag,” the statement read.

“Peace Without Justice is Fragile”

In its closing remarks, the Berom in Diaspora reaffirmed their commitment to peace and lawful advocacy but vowed not to remain silent. “The Berom people have always been peaceful and resilient. We will continue to pursue peace through lawful means — but peace without justice is fragile. We demand justice now, for the dead, for the displaced, and for generations yet unborn.”

The coalition concluded with a solemn plea: “May God bless the Berom people, Plateau State, and the Federal Republic of Nigeria.”

Signed by representatives of The Berom in Diaspora Coalition (BDC) across North America, Europe, Russia, Asia, Australia, and Africa, the press conference marked one of the strongest international appeals yet to end the decades-long killings in Nigeria’s Middle Belt.

Tension in Abuja as Wike, Military Officer Exchange Words Over Alleged Land Encroachment

A heated confrontation erupted in Abuja’s Gaduwa District on Tuesday between the Minister of the Federal Capital Territory (FCT), Nyesom Wike, and an unidentified military officer over an alleged case of land grabbing.

A viral video captured the exchange, showing Wike accusing the officer of unlawfully taking possession of a plot of land linked to a former Chief of Naval Staff. “Because you are an officer? Nobody does that!” Wike fumed, questioning the officer’s authority to claim the property.

In defense, the officer maintained that his acquisition was legal, declaring, “I am an officer with integrity.” His response further angered the minister, who ordered him to remain silent, a command the officer defiantly refused.

The altercation intensified as Wike rebuked him sharply, saying, “You are a very big fool. As at the time I graduated, you were still in primary school. Go and develop there and let me see.” The encounter has since stirred public debate over the growing tension between civilian authorities and security personnel in land administration within the FCT.

Again, Court Stops PDP From Holding National Convention

A Federal High Court in Abuja has, for the second time, restrained the People’s Democratic Party (PDP) from holding its National Convention scheduled to hold in Ibadan, Oyo State, between November 15 and 16.

The court also barred the Independent National Electoral Commission (INEC) from supervising, monitoring, or recognising the outcome of the Convention, where national officers are expected to be elected.

Justice Peter Lifu on Tuesday issued the fresh order while delivering a ruling in an application brought by a former governor of Jigawa state, Sule Lamido.

Lamido had taken the party before the court, complaining that he was denied the opportunity to buy the Chairmanship nomination form to enable him to participate in the convention.

The judge predicated the restriction order against PDP because the party refused, neglected, and failed to comply with relevant conditions and laws for the conduct of such conventions.

The judge held that evidence from Lamido showed that the timetable for the convention was not published for the attention of its members as required by law.

Justice Lifu also held that the balance of convenience tilted towards Lamido because he would suffer more if allowed to be unlawfully excluded from the planned convention.

According to the Judge, in a Constitution, due process of law must be strictly followed by those in charge, adding that to do otherwise will endanger democracy itself.

He also said that in line with section 6 of the 1999 Constitution, the court of law must not abdicate its role of dispensing justice without fear or favour.

Justice Lifu held that anarchy would be the order of the day, any day and anywhere the court of record abdicates its constitution-assigned functions.

In his final pronouncement, the Judge restrained PDP from proceeding with the convention billed for November 15 and 16 or any other date in Ibadan or any other place.

He also stopped INEC from supervising, monitoring, or recognising the outcome of any convention that will be organised by the PDP.
