Luxury Bus Owners of Nigeria, Plateau State Chapter paid a courtesy visit to the Commander OPSH

The leadership of the Association of Luxury Bus Owners of Nigeria, Plateau State Chapter paid a courtesy visit to the Commander OPSH on Saturday 5th Dec, 2020.

The delegation led by the Chairman, Chief Chukwuemeka Okeke were at the Headquarter of the Outfit to commend Commander Operation Safe Haven and his men for the improved security in Plateau State since he took over command of the Task Force. They specifically appreciated the outfit for the level of security on the major roads in and out of Plateau State and some part of Kaduna where they cover.

They hinted that their vehicles now move safely even at night without inhibition and commuters now have more confidence traveling with buses. They urged OPSH to continue to do their best to sustain the tempo of their operations so that peace and security will be fully restored in the State.

The Commander OPSH in his response said the outfit will continue to perform its duties professionally to ensure security of law abiding citizens. He also stressed that the Association is a critical stakeholder in ensuring security of commuters particularly as we approach the Yuletide season.

Kidnapped Chinese expatriate released as abductors walk away with N100m ransom

A Chinese expatriate kidnapped in Ekiti state last week has regained his freedom.

Feelers reveal that the kidnappers released the Chinese national after allegedly receiving a ransom of N100m.

The kidnapped expatriate was one of the contractors engaged by the Ekiti State government to construct the new Ado Ekiti-Iyin Ekiti road. However, he was abducted last Friday at the site by gunmen. In addition, the gunmen had also killed one of the policemen attached to the contractors.

A source close to the road construction company said the abductee was released by his captors around 11pm on Tuesday. This was after the ransom of N100m had been picked up by the kidnappers. The source revealed that the ransom was collected in Kwara state. Thereafter, the expatriate was released around Ilawe-Igede road in Ekiti state.

“The N100 million was taken to a bush in Kwara state where the kidnappers collected and confirmed it; before the man was released at a very difficult location along Igede-Ilawe road in Ekiti state,’’ the source said.

Reacting, the Police Public Relations Officer (PPRO) in Ekiti state, ASP Sunday Abutu, confirmed the release of the Chinese national. However, he declined to comment on whether or not any ransom was paid to secure the release. Nevertheless, he claimed that the release was made possible after a serious manhunt for the kidnappers was launched by a combined team of security operatives.

“Yes, he was released after a serious manhunt and pressure from the security operatives around Ilawe-Igede at about 11:30 pm on Tuesday,” he said.

Meanwhile, the Senate has decried the deteriorating security situation in Nigeria, even as it called for a return of the use of mercenaries in fighting the Boko Haram insurgents.

The demand formed part of the deliberations during plenary on Tuesday.

Equally important, the Senate noted that Boko Haram had become more daring, mounting roadblocks in some parts of Borno State; collecting levies from farmers and other residents.

FG reveals two-year N53bn budget for purchase of computer software

The Federal Government (FG) has revealed that 112 Ministries, Departments, and Agencies (MDAs) requested N21 billion for computer software acquisition in the 2021 budget.

With this budget, this means the expenditure of the FG to N53 billion in two years for the same item.

4wardwego had reported that the request which is contained in the 2021 appropriation bill presented by President Muhammadu Buhari to the National Assembly for approval has, among others, a budget of N218,123m from the National Film And Video Censor Board, and N9.3 billion from Nigeria Immigration Service for computer software acquisition.

National Social Investment Office also budgeted N2.3 billion, Federal Ministry of Finance, Budget, And National Planning (Headquarters) also want N2.2 billion to acquire software in 2021.

However, it was revealed that in 2020, 84 MDAs had budgeted N31 billion for the same item.

Other MDAs to have budgeted so much to acquire softwares for their computers include National Emergency Management Agency (N734.2m); National Identity Management Commission (N397.8m); Ministry of Defence Headquarters (N347.7m); Ministry of Justice Headquarters (N293.6m); and the Nigerian Financial Intelligence Unit (N284m).

The kind of software to be purchased with such a humongous budget remains to be seen; but the State House also plans to spend N87 million for software in two years. This is N62.9 million in 2021 and 24.1million in 2020.

Early in 2020, the National Office for Technology Acquisition and Promotion had said N79.3bn was saved through insisting MDAs make use of indigenous software.

According to Dan-Azumi Mohammed, the Director-General of NOTAP, ”the amount of money spent by the Nigerian government is in excess of $400 million about N15.2 billion annually on foreign software.”

This development has elicited criticisms from the populace who are worried about the annual expenditure to acquire software by ministries.

The 2021 budget, the FG had promised, was designed for economic recovery and resilience.

But not many Nigerians have bought into this; and have taken to social media, describing the 2021 budget as ‘wasteful’; due to outrageous and unnecessary items allocated huge sums even in the face of the economic downturn in the country.

The total amount of 13.8 trillion budget will be financed by N4.28 trillion domestic and foreign borrowing; and also includes personnel cost of N3.76 trillion and debt service of N3.12 trillion.

Nigeria is already due next year for another round of external debt repayment for matured loans put at $2,156,228,000 (N822bn), with uncertainty around the global oil market from where Nigeria receives the bulk of her revenue.

Boko Haram splinter group abduct aid worker, two others in Borno

Fighters from the Islamic State West Africa Province (ISWAP), a Boko Haram splinter group, have abducted an aid worker and two other local officials.

The incident took place in the troubled Borno State, the scene of the majority of the jihadist offensive.

4wardwego reports that ISWAP, which claims allegiance to the dreaded ISIS, split from Boko Haram in 2016. Since then, the group has also embarked on a campaign of terror and gruesome violence in the North East.

Specifically, sources told AFP that the victims were kidnapped at a checkpoint mounted by the terrorists in the village of Wakilti in Borno state on Monday

“The hostages included two local officials and an aid worker. But it is not clear which organization he works for,” a security source said.

Reports indicate that the two officials were returning to Maiduguri, the Borno state capital from the town of Mobbar; where they had gone for local elections held on the weekend, a second source said. The local elections in Borno state were the first held since Boko Haram launched its insurgency in 2009.

The abduction of the aid worker continues a trend of attack on humanitarian workers by the jihadists. AFP reports that in June, five humanitarian workers were killed a few days after being abducted by ISWAP; whose stronghold is on the edge of Lake Chad.

Just last weekend, the dreaded sect carried out arguably its worst attack in recent times; with the brutal beheading of scores of rice farmers in the village of Zabarmari in Borno State. Casualty figures are still disputed, with Boko Haram recently claiming that 76 were killed in the attack.

Boko Haram has waged over a decade-long insurgency against the Nigerian government. The conflict has led to the death of over 36,000 people, with millions more displaced in the North East.
