President Buhari launches wheat farming in Plateau

President Buhari launches wheat farming in plateau; optimistic of ending wheat import soon.

President Muhammadu Buhari on Tuesday 9th November 2021 flagged off the first ever rain fed commercial wheat cultivation in Nigeria at the Wheat Seed Multiplication Farm in Kwall, Bassa LGA of Plateau State with a charge to Nigerian farmers to embrace wheat farming and stop the import of the product which gulps over 2 billion dollars annually.

President Buhari who was represented by Plateau State Governor Simon Bako Lalong at the launch noted that the Agricultural sector is one of the critical non-oil sectors which has made significant contributions to the Gross Domestic Product (GDP) accounting for a 22.35 and 23.78 per cent contribution to the overall GDP in the first and second quarters of 2021 respectively.

He said a key focus of his administration has been the deployment of mechanisms to ensure that agriculture thrives in Nigeria to significantly grow the economy and achieve maximum welfare for the citizens by ensuring food and energy security.

Buhari said Nigeria is on the path to actualizing sustainability in the production of rice, maize, cassava, soybean, groundnut, oil palm, cocoa and very soon the breakthrough in wheat cultivation in Nigeria will be accomplished.

He however lamented that Nigeria still spends humongous amounts of money on wheat import which is not acceptable because the country has the capacity to meet domestic consumption demands and also export.

He said “It is important to stress that Nigeria currently spends over $2 billion on the importation of wheat annually, one of the key contributors to the Nation’s huge foreign import bill. This is because millers have had to resort to importing wheat to meet the huge demand for wheat by-products. Wheat cultivation, similar to rice has the capacity to thrive in Nigeria due to the tropical climatic conditions. Currently, wheat is cultivated in many Northern states particularly in the dry season due to the high heat tolerance of the seed utilized by farmers”.

The President expressed excitement for the flag-off of the 2021/2022 dry season wheat farming noting that wheat can also be grown in the wet season in Plateau State as research also shows that it can be cultivated in other Plateaus in the country, namely, Gembu Plateau, Taraba State and Obudu Plateau, Cross River State. He urged these states to take advantage of this opportunity and key into the initiative.

The President commended the Central Bank of Nigeria, for using the Anchor Borrowers Programme not just in the Agric value chain, but in almost all sectors of the economy as shown in the recent launch of some transformative initiatives like the 100 for 100 policy for production and productivity.

CBN Governor Godwin Emefiele represented by Deputy Governor Edward Lamtek Adamu said in order to change the situation and leverage domestic production to bridge the demand-supply gap in the country, the Central Bank of Nigeria decided to add wheat to the list of focal commodities to be supported under the Bank’s agricultural intervention programmes.

He said improved seeds varieties of high yielding varieties from Mexico with potential average yield per hectare of 5-7 metric tons as against a range of 0.8-1.8 metric tons yield per hectare of those varieties previously cultivated have been acquired for distribution to farmers.

He also assured that the two-pronged approach of seed multiplication and grains production which has been adopted is expected to sustain the propagation of seeds and guarantee availability of high-yielding seeds to farmers.

The CBN Governor said “the event heralds the commencement of the Brown Revolution Journey, which is the first major wet season wheat production in Nigeria with about 700 hectares put under cultivation in Kwall, Kassa, Jol, Kafi Abu and Sop in Jos, Plateau State. While the short-term implication of this is the addition of about 2,000 metric tons of seeds to our national seed stock, the country can now potentially add 750,000 metric tons of wheat to the nation’s output annually through rain-fed wheat cultivation in Plateau, Mambila Plateau and Obudu Plateau. The CBN will not rest on its oars as we continue to work with our partners, Lake Chad Research Institute (LCRI), to expand the frontiers of wheat production in Nigeria to areas like northern Oyo, Kogi and Kwara states”.

Rt. Hon. Yakubu Sanda said the people of Plateau State welcome the initiative and will do everything possible to sustain it for the benefit of youths, women and men who are in need of jobs and resources to meet the daily needs of life.

The Commissioner for Agriculture and Rural Development Dr. Hosea Finangwai, Gbong Gwom Jos, Da Jacob Buba, President of Wheat Farmers Association, Salim Mohammed, and the DG Lake Chad Research Institute, all commended the initiative by the Federal Government and said the people need to own the process by ensuring that middlemen do not hikack the initiative for profit, leaving them to wallow in poverty.

Malami: NGF accuse AGF of supporting consultants in $418m Paris Club payments

The Nigeria Governors’ Forum (NGF) on Monday, November 8, accused the Honourable Attorney-General of the Federation (HAGF), Abubakar Malami, was working against the public’s interest by insisting on the payment of $418 million to private consultants from the accounts of state governments.

1st News had reported that the consultants are claiming a percentage of Paris Club refunds as payment of services they said they rendered to the states and local government.

In a statement signed by the spokesman of the Office of the Attorney-General of the Federation, Umar Gwandu, on Friday, Malami suggested the states and local governments had acted in bad faith for taking the case to court.

The deductions were ratified by several court judgements, the AGF said, and the Federal Government only had to step in to avoid forfeiting any of its assets, since it was also a defendant in the lawsuits against the states.

But on Monday, the NGF, in a statement signed by its spokesperson Abdulrazaque Bello-Barkindo, said the AGF’s actions “raises questions of propriety and the spirit of justice.”

“The HAGF is supposed to be the chief arbiter in all matters concerning Nigerians, especially the poor masses of this country. It is incumbent upon him to, not just ensure that justice is done, but that justice is seen to have been done,” the statement said.

“Was AGF Malami not concerned that several contractors are laying claim to legal fees for the same Paris Club Refund? Was it lost on the AGF on the detailed procedure available under the law how legal fees can be claimed in deserving cases?

“We call on the general public to be alert and vigilant. The debt relief granted Nigeria by the Paris Club in 2005 was meant to enable her have a respite and use the resources saved for meaningful development. It was not for distribution to private persons to fund their luxurious lives; neither can Nigeria justify her borrowing funds all over the world to fund capital projects and turn round to disburse state resources to individuals in a manner that offends all public sensibilities.

“We urge all those appointed as gatekeepers to our laws to ensure that the laws of our land are respected and protected. Let professionalism, reasonable caution and due diligence prevail on this matter, please.”

Lalong is responsible for breakdown of law in Plateau politics – PDP

The Peoples Democratic Party (PDP) in Plateau State on Monday raised alarm over tension in the State House of Assembly, following the purported impeachment of the Speaker of the House, and the apprehension in Langtang North LGA, where the incumbent chairman has not been allowed to settle in office despite a Court judgment.

Also, the embattled Chairman of Langtang North LGC, Joshua Laven said the action of the State Government has raised serious tension in the Council, saying it took the intervention of the new Commissioner of Police in the state, Bartholomew Onyeka to stem the tide in the Council, if not there would have been a crisis.

Recall that the State House of Assembly has been in crisis since the impeachment of Abok Ayuba from his position as Speaker by 8 members over a week ago.

Recall that Laven contested on the platform of the Peoples Democratic Party (PDP) against the All Progressives Congress (APC) candidate, Amos Nanloh for the chairmanship seat of Langtang North local government in 2018 and the Plateau State Independent Electoral Commission (PLASIEC) declared Nanloh elected and he was sworn in.

However, Laven went to court where the election was ruled in his favour and he was sworn in as duly elected chairman on October 9, 2019, for the period of three years.

But after spending two years in office, PLASIEC declared his seat vacant by an advertisement in the media which led Laven to approach the Court.

Delivering his judgment last Tuesday, Justice Ishaku Kunda of the State High Court, asked Laven to resume office immediately without delay to complete his three-year tenure which terminates on 9th October 2022 as he took an oath of office on the 9th of October, 2019.

Kunda described the whole scenario where Laven was stopped from completing his tenure as an act of “impunity, illegality and executive rascality which must end forthwith”.

The Judge said, “Laven’s tenure cannot be arbitrarily aborted before his tenure elapses.

“The election held thereof (9th October, 2021) was a nullity. Laven shall go back to the local government to complete his tenure as the Executive Chairman of the council. I hold and warn that the defendant (PLASIEC) should not disobey this judgement.”

Briefing journalists at the party secretariat in Jos, the PDP state chairman, Chris Hassan, said, “It is regrettable that, as a lawyer, Governor Lalong has embraced impunity and is conducting himself like a bull in a China Shop.

Hassan said, “Lalong is orchestrating this breach of the law and desperation in Langtang North barely over a week after he sponsored seven members of the State House of Assembly to commit illegality in the name of impeaching the Speaker.

“The PDP will continue to explore the instrumentality of the law against the brazen desperation and lack of direction of the APC led administration in our dear State”, he stressed.

Also speaking, the State Legal Adviser of PDP, Barr. Binchen Jamtur, said, “”Despite Justice Ishku Kunda’s declarative judgment reinstating Hon. Joshua Laven as chairman of Langtang North Local Government Council, Governor Lalong has continued to use his agents and cronies to obstruct the course of justice and forcefully aid the ousted APC candidate to remain in office as chairman.

“Justice Kunda’s judgment granted the applicant five reliefs, and summarily indicated that judgment is declarative, meaning Hon. Laven is restored to his office with immediate effect, without any procedures or protocols associated with executionary judgment.

According to him, “Lalong is wilfully ignoring to create a crisis of legitimacy and identity of leadership in Langtang North and precipitate confusion and possible bloodshed”.

In his remarks, Joshua Laven, commended the newly posted Commissioner Police in the State, Batholomew Onyeka, saying, “He moved quickly to seal the Local Government Secretariat to avoid a clash of between the two parties which may have led to bloodshed.

“However, we want the world to know that if there is any breakdown of law and order, Governor Lalong should be held responsible”, he stressed.

INEC declares Anambra guber inconclusive as supplementary polls holds in Ihiala Tuesday

The Independent National Electoral Commission (INEC) has declared the Anambra governorship election inconclusive.

The decision was announced in the early hours of today, Monday, November 8, 2021.

Specifically, the decision of INEC to declare the polls inconclusive was attributed to the inability of the commission to deploy staff and materials to Ihiala local government area due to security threats. Further, it was revealed that elections did not hold in that local government.

Addressing newsmen on Monday, Returning Officer, Prof. Florence Obi said the election would now hold tomorrow, Tuesday November 9; adding that this is to complement the 20 local government areas election results already announced.

 “We have collated results for 20 local government areas…Ihiala is still outstanding as the commission was unable to deploy to the area.

“Consequently, based on Constitutional considerations and provisions of the Electoral Act; as well as revised regulations and guidelines for the conduct of election issued by the commission; a supplementary election is indicated for Ihiala Local Government Area.”

‘‘So, we have to conclude the election in Ihiala to be able to conclude the process. I plead with you to support INEC, so we can bring this election to a conclusion, to the glory of God. The election for Ihiala will hold on November 9,” she declared.

Additionally, Prof. Obi disclosed that proceedings had to be concluded in Ihiala, as was the case with other LGAs, before a final declaration can be made.

“Clause 47 of the Revised Regulations and Guidelines for the conduct of elections provides that supplementary elections shall be conducted where the commission due to logistic challenges is unable to deploy on Election Day.

“Given the foregoing, it becomes imperative to bring Ihiala Local Government Area at par with the other 20 local government areas in this election before we can make a valid declaration in this election or take any further action based on the extant laws.

“Therefore, I, Professor Florence Banku Obi, in my capacity as Returning Officer for this election, hereby announce the suspension of the process of collation of results and declaration of a winner until a supplementary election is held in the 326 polling units in Ihiala Local Government Area of the state.

“I have conferred with the commission, being the body that fixes the date for the election…The commission has decided that the supplementary election will take place on Tuesday, 9th November 2021. Therefore, the collation of results shall resume thereafter.”

Meanwhile, candidate of the All Progressives Grand Alliance (APGA), Prof. Charles Soludo appears to be coasting home to victory.

In results announced in all the other Local Government Areas (LGAs), Soludo is leading.

The former Governor of the Central Bank of Nigeria (CBN) has won in 18 out of 20 LGAs in which results have been declared. Only the result for Ihiala remains outstanding.

Man who fake his attack and murder has been arrested in Jos

A young man identified as Sani Abdullahi, a tricycle (keke NAPEP) rider who faked his attack and murder which triggered fear and tension in Jos have been arrested by the Troops of Operation Safe Haven

4wardwego Blog gathered that on 1 November, 2021 there was a report by one Alh Abdulsalam Ibrahim from Ali Kazaure area of Jos North that one Sani Abdullahi was killed by youths of Angwan Jarawa in Jos North LGA of Plateau state. That Mr Sani Abdullahi a tricycle driver, while on his way to convey eggs from a poultry located at Angwan Jarawa in Jos North was killed by youths. The tricycle driver claimed that he was attacked alongside his friends and the tricycle snatched from him, while his friends were killed

Troops of Operation Safe Haven and other security agencies were contacted for rescue because the allegation generated tension in Jos. The troops with other security agencies conducted extensive search around Angwan Jarawa where the killing was alleged to have occurred and hospitals in Jos and no information on any injured person who reported for treatment or corpse deposited in any of the hospitals. We also deployed intelligence to continue to monitor the situation and report accordingly.

Mr Sani Abdullahi who was reported to have been killed resurfaced at Ali Kazaure area yesterday, being Wednesday 3 Nov 2021

He was immediately arrested and preliminary investigation revealed that Mr Sani Abdullahi collected the Tricycle (Keke NAPEP) from one Hajia Amina on hire purchase and dubiously attempted to retain the tricycle without paying for it. That is why he claimed that he was attacked alongside his friends and the tricycle snatched from him while his friends were killed.

Mr Sani Abdullahi also confessed to have taken the tricycle to Saminaka in Kaduna State for safe keeping. Following this confession, the Commander OPSH Maj General Ibrahim Ali ordered the recovery of the tricycle. Accordingly, our troops went to Saminaka in Kaduna State and successfully recovered the tricycle.

The Commander OPSH while appreciating the community leaders who helped in dousing the tension in Jos metropolis, wishes to use this medium to call on members of the public to always report criminal elements in their midst and desist from taking the laws into their hands.

OPSH once again assures of its total commitment to the maintenance of law and order on the Plateau without fear or favour.
