Medical Practitioners in Plateau Specialist Hospital Commences Strike Action

Medical Practitioners under the two major unions of Doctors, Association of Resident Doctors (ARD) and the Medical and Dental Consultants Association of Nigeria (MDCAN), Plateau State Specialist Hospital (PSSH) have recommenced the initially suspended strike action to press home some demands.

The unions hinted that resuming the strike action became pertinent on account of the inability of the State government to meet the agreement earlier reached by both parties.

ARD President Plateau State Specialist Hospital, Dr. Gogwan Bangs and his MDCAN Counterpart, Dr. Jonathan Bulus said the decision to resume the strike on Friday 18th February, 2022 was reached at the end of a crucial meeting held on same day the strike commenced at the Premises of the Plateau State Specialist Hospital after deliberations on the issues.

The meeting had in attendance Members of the two unions who deliberated substantially.

According to them, the issues under contention include:

  1. Removal of Doctors from agreed Salary structure – the Consolidated Medical Salary Structure (CONMESS) which ab initio Doctors in Plateau Specialist Hospital take home as salary only a percentage of what other Doctor were given in other tertiary teaching hospitals across the country, awaiting when fortunes of the State gets better.
This incomplete CONMESS salary structure as agreed upon for Doctors has been initially mutilated and eventually eliminated. Both unions are unclear about the present salary structure being implemented.
  2. Ineffective method of payment of allowances (which forms a significant portion of their take home pay) Both unions are completely dissatisfied with the manner in which their allowances are being mutilated.
  3. Failure of the government to remit in full dues deducted from their salary accounts to the respective bodies.

“We the members of both unions (ARD and MDCAN) have agreed that the suspended strike will now resume as total and indefinite!”

“Our earnest hope is that the government will rise up to their responsibility and address the issues itemized promptly to ensure that the strike called off” the Unions said.

It will be recalled that the unions on 23rd December, 2021 suspended the strike they started on 22rd December, 2021 which they said will resume without notice should negotiation fail.

Twitter to open office in Nigeria – Minister

The Minister of Information and Culture, Alhaji Lai Mohammed, said Twitter has agreed to open its office in Nigeria within the first quarter of 2022.

According to Mohammed, this is part of the agreements the Federal Government reached with the microblogging site to resume operations in the country.

He added that the agreements were not meant to censor Twitter, or other social media platforms operating in the country, but would, however; ensure that only wholesome content was published by the platforms.

Twitter in compliance

The Minister reiterated the resolve of the government to regulate social media in a manner that would not stifle the freedom of speech and expression, as well as strangulate the media.

“We are going to regulate the social media not because we want to stifle the media, or we want to violate the right of expression.

“But to ensure that only wholesome contents were available on the social media.

“Recently, we were shocked when an 18-year old boy, accused of killing his 21-year old girlfriend for money rituals; confessed that he learned the diabolical act on social media.

“The teenager, in collaboration with his friends; cut off the head of the victim and burned in a pot.

”Government has the responsibility to ensure that social media platforms were responsible; the contents they display were not harmful to young people.”

He said Twitter agreed to appoint a designated country representative within one month of lifting its suspension; while its global policy team will be made available to engage directly with the government.

Minister reiterates government policy on social media

Similarly, Twitter agreed to meet all regulatory demands, including the Companies and Allied Matters Act; Nigeria Communication Commission laws and rules; as well as the National Broadcasting Commission Code.

“Twitter also agreed to comply with all payable taxes, within one week of restoring their operations.

“It agreed to immediately work with the federal government in the area of code of conduct, in line with global best practices

Twitter agreed to enroll Nigerians in its Law Enforcement portals, and Partners Support Portal”.

“The law enforcement portal will provide dedicated channels for the Nigerian law enforcement agencies; to escalate reports on contents that violate the code of conduct or national laws.

“Similarly, the partner support portal will provide a direct channel for government to engage Twitter staff to manage prohibited contents,” he said.

The Independent Corrupt Practices and other Related Offences Commission (ICPC), has blocked unspent funds of government agencies totaling N189 billion in 2019 and 2020, collectively.

This was contained in a statement issued on Tuesday, February 15, by Bako Nathan, Head, Special Operations, ICPC, who said the commission has blocked unspent funds of government agencies totaling N189 billion in 2019 and 2020, collectively.

Nathan disclosed this in Abuja before the House of Representatives Ad hoc Committee investigating alleged corruption and abuse of nominal rolls and other corrupt practices by government agencies.

He said that the ICPC had been investigating allegations of corrupt practices in various government agencies over the years.

Nathan said that ICPC blocked billions of Naira in various government agencies which were allegedly dubiously spent and kept to shortchange the government.

The House, however, summoned the Secretary to the Government of the Federation (SGF), Mr Boss Mustapha, and Minister of Finance, Budget and National Planning, Hajiya Zainab Ahmed, as well as heads of key government agencies over the alleged abuse and inflation of nominal rolls.

Rep. Dachung Bagos, the Chairman of the committee, said that they would write to all the agencies that did not attend the sitting.

He added that any agency that failed to attend would be treated as one of those abusing laid down rules and over bloating their nominal rolls to defraud the government.

Others summoned by the committee included the Head of the Service of the Federation, Accountant General of the Federation, the Auditor General of the Federation, and the Chairman Independent Corrupt Practices and Other Related Offences Commission (ICPC).

The Chief Executive Officer, Federal Character Commission (FCC), and the Officer in Charge of IPPIS were also summoned.

Meanwhile, Vice President Yemi Osinbajo has expressed the Federal Government’s readiness and commitment to the effective actualisation of the Strategic Roadmap (2021 to 2025) of the Ministry of Humanitarian Affairs, Disaster Management, and Social Development.

Osinbajo made the commitment at the official inauguration of the Strategic Roadmap in Abuja on Tuesday, February 15.

According to the vice president, the Strategic Roadmap as formulated by the ministry is so important.

“It is note worthy that the ministry has developed a framework, thus, leading to an inclusive and innovative future thinking ecosystem for coordinating programmes under its jurisdiction.

“I am further delighted by the Roadmap emphasis on establishing linkages with other government plans such as the National Development Plan by situating itself in a broader matrix of national planning.

“The Roadmap and by implication, the ministry is contributing a climate of coherence, consistency, and continuity across all sphere of governance.

“Therefore, the Federal Government stands ready to support the actualisation of this Roadmap every step of the way.

“I urge all stakeholders to close ranks and collaborate with the ministry; in bringing us ever closer to a socialist secure nation,” Osinbajo said.
