COVID-19: FG May Impose Fresh Lockdown — PTF Speaks

Nigerian Government has said there may be a fresh lockdown imposed in the country.

The federal government on Thursday said it will have no option other than to impose a fresh lockdown on the country if the rising cases of Covid infections recorded lately continue.

The National Coordinator of the Presidential Task Force on Covid-19, Sani Aliyu, stated this during a briefing in Abuja.

The PUNCH had earlier reported that the Minister of Information and Culture, Lai Mohammed, on Monday, said the Federal Government has no plan to impose a fresh lockdown as the country battles the second wave of the pandemic.

But speaking on Thursday, the PTF Coordinator said the rising Covid infections recorded of recent in the country were concerning and might require a fresh lockdown.

Aliyu said, “If these numbers continue to go up and we start having significant deaths, we will have no option. If we do not want to lock down, now is the time to make sure that we follow the non-pharmaceutical interventions.”

Also, the PTF Chairman and Secretary to the Government of the Federation, Boss Mustapha, who spoke earlier, said, “The Presidential Task Force is very concerned about the increasing daily numbers that we are recording.

“On 6th of January 2021, we recorded 1,664 infections. This is yet another all-time high in Nigerian and we must all take full responsibility through compliance and vigilance.”

The Federal Government had in March 2020 locked down the Federal Capital Territory as well as Lagos and Ogun States for over five weeks as part of measures to curb the spread of COVID-19 during the first wave of the pandemic. The lockdown had a tremendous effect on economic activities with the Lagos Chamber of Commerce and Industry putting the loss at about N3bn in the period under review.

Many jobs were also lost as airlines, hotels, banks, amongst others cut their workforce due to the crushing effect of the lockdown

Obaseki: Court dismisses certificate forgery suit against Edo Gov

The Federal High Court Abuja, on Saturday, January 9, dismissed the alleged certificate forgery suit filed by the APC against Gov. Godwin Obaseki of Edo.

Justice Ahmed Mohammed, while delivering judgment in the alleged certificate forgery suit filed by the APC and a chieftain of the party, Williams Edobor, against the governor said that the APC failed to prove the forgery allegation beyond a reasonable doubt.

The APC and Edobor had filed the suit alleging that Governor Obaseki presented a forged certificate to seek re-election in the Edo State governorship election held on September 19, 2020.

According to the plaintiffs, the said document was purportedly issued by the University of Ibadan, while the governor presented the same to Independent National Electoral Commission (INEC) which conducted the poll.

In his judgement, Justice Mohammed held that the plaintiffs relied on the photocopied document presented by Governor Obaseki; without getting in touch with the university to verify the authenticity of the said certificate.

Furthermore, he added that no iota of truth was brought before the court by the plaintiffs who alleged forgery; saying it was a criminal matter, but the claimants were unable to prove their case.

The judge noted that the Deputy Registrar (Legal) of the University of Ibadan had given evidence in the suit that the university duly issued the certificate to Governor Obaseki.

According to him, the governor was duly and properly admitted to study Classics; which was later renamed Classical Studies in 1976, and graduated in 1979.

Justice Mohammed concluded that the plaintiffs failed to prove their allegations of forgery; against Governor Obaseki and, thereby, dismissed the case.

He, however, did not award any cost against the plaintiffs.

Before the judgement was delivered, counsels to both parties in the matter had closed their cases; after they presented witnesses and evidence to the court.

During proceedings on Thursday, lawyer to the Plaintiffs, Akin Olujimi, adopted his final written address.

He urged the court to affirm their position; that the governor presented a forged certificate to the electoral umpire and was unfit to occupy the office.

This was, however, rejected by Governor Obaseki’s counsel, Ken Mozia, who asked the court to dismiss the suit; over what he described as the plaintiff’s failure to prove their case.

NIMC staff accuses FG of cover-up over COVID-19 cases in agency

The National Identity Management Commission (NIMC) officials across the country on Thursday, January 7, began a strike action over the fear of COVID-19 spread in the agency.

This was contained in a statement issued by the President of the Association of the Senior Civil Servants of Nigeria, NIMC unit, Asekokhai Lucky, in an interview in Abuja.

According to him, the virus had been detected in three officials of the agency at its headquarters.

He said the workers were annoyed because the management of the NIMC was aware of the development but kept it from workers, who could have taken necessary precautions to protect themselves.

Lucky also said the workers would meet with the government on Friday (today) to discuss the COVID-19 scare and other issues that led to the strike.

He also revealed what angered the workers was that the government was aware that three employees of the NIMC had been infected and that others were at the risk of contracting the virus, but kept quiet.

He stated, “Three workers of the NIMC have contracted COVID-19 because in our recent meeting a member of staff actually testified to it.

“The minute of that meeting captured it, as three persons are down with COVID-19. Some of us actually thought those guys were on leave. It was cleared yesterday (Wednesday) that they were treating themselves in isolation centres.”

The union accused the management of keeping silent about the development despite knowing what this could mean to workers of the commission.

Lucky said, “Our annoyance is that the management refused to say it out, knowing that it would have helped us to take all necessary precautions. Nobody is talking to anybody.

“That is our annoyance. Yes, our pay is poor, but there are ways we can manage ourselves. The three staff members are in the headquarters here in Abuja. One has been treated, but has not gone back for clearance.”

He said the union had been making efforts to meet with the NIMC management over staff welfare but noted that the commission’s boss had not shown interest.

It was learnt that the Minister of Communications and Digital Economy, Isa Pantami, tried to intervene in the matter, but could not, following disagreements on a suitable venue to hold a meeting.

Lucky said, “The minister came today, but we did not speak with him. When he came, we were outside and they asked us to come inside, but we refused because the management said yesterday (Wednesday) that the union chairman should go.

“The staff said if the union chairman was to go, then we would not go inside to speak with the minister. But at the end of the day and for security reasons, we agreed to go inside.”

“For the minister to address us, we were told again that the minister could not speak to us unless we went to another location on the premises. And because of the crowd, we said we could not go there.

“We relocated to another location, expecting the minister but we were told that the minister said if we did not come to where he was, then he would not talk to us and the minister entered his vehicle and left.”

The NIMC union leader, however, noted that the workers would meet with the government and the management of the commission today (Friday).

NNPC demands $1bn advance payment from oil traders towards revamp of refineries

The Nigerian National Petroleum Corporation (NNPC) is reportedly in negotiations with oil traders to source $1 billion in advance for crude oil payment to revamp its largest but ailing refinery in Port Harcourt, according to a report by Reuters on Thursday, January 7.

The funding will help NNPC conduct a long-standing overhaul of the asset and scale down Nigeria’s heavy dependency on imported fuel.

In essence, this means Nigeria will be taking its second oil-supported funding since the outbreak of the pandemic.

This development has complicated the process of attracting investors at a time fuel demand is taking a hit from lockdowns and renewable energy drawing more patronage from users than fuel from hydrocarbons.

Repayment will come over a seven-year period by way of supplies of crude and products from the refinery when the rehabilitation is over, sources said. The financing will be spearheaded by Afreximbank.

“Afreximbank is looking into a facility for the refurbishment of the Port Harcourt Refinery. However, the borrower is yet to be determined,” said an NNPC spokesperson.

According to the sources, a raft of international and local trading houses, also comprising some firms with previous Nigerian work experience but which do not want their names mentioned, are being engaged in talks.

Loan delinquency and commodity trading fraud; particularly in Asia have drained foreign banks’ interest in granting credit in a nation deemed to be of high risk.

Nigeria’s four state-owned refineries have a total capacity of 445,000 barrels per day (bpd) in Warri, Kaduna, and Port Harcourt, which has two plants.

They posted losses coming to N167 billion in 2019 when the Warri refinery did to refine any crude. The NNPC facilities were shut down in April, preparatory to the revamp.

In 2018, the NNPC shelved a bid two years ago to engage oil producers; traders; and engineering companies to finance refurbishments; following over one year of negotiation; saying it would finance the revamps itself.

NNPC’s moribund refineries make Nigeria reliant on imported fuel; with subsidies gulping several billions of dollars of state money.

The Nigeria government said the subsidy regime was over; even though the NNPC is technically the only company bringing fuel into Nigeria; exchanging 300,000 bpd of oil for fuel.

DSS dismisses reports of ongoing recruitment, warns Nigerians against fraudsters

The Department of State Services (DSS) says it is not currently recruiting and therefore, cautions the public against falling into the hands of fraudsters.

Dr Peter Afunanya, Public Relations Officer of the service, made this known in a statement on Tuesday, January 6, in Abuja.

He said that the clarification became necessary, following desperate efforts by fraudsters to scam unsuspecting job seekers or their sponsors.

According to the DSS official, the public should note that recruitment into the service is never done on a monetary basis but guided by merit and transparency.

“Beneficiaries undergo a series of screening and vetting processes; and procedures through which only the best, produced by these, is taken.

“In the context of this, the public should be mindful of attempts by fraudulent persons and groups; to fleece them of their hard-earned money,” he said.

He urged the public to report any suspicion in connection to the said recruitment to the service.

Afunanya warned perpetrators of the false DSS recruitment alert to desist from the act; or be ready to face the music.

He pledged the commitment of the service to ensure clamping down on activities of fake job syndicates; illegally using its name to deceive and scam the public.

Meanwhile, the Comptroller-General of the Nigeria Immigration Service (NIS), Muhammed Babandede, has issued a warning to foreigners who fail to present their COVID-19 test certificates on arrival in the country, stating they will have their visas revoked.

Babandede further explained that he has the powers as enshrined in the Immigration Act to revoke visas; and confiscate passports of offenders; stressing that the next visa for global travel is the COVID-19 certificate.

The NIS boss made this assertion at the weekly briefing of the Presidential Task Force on COVID-19 in Abuja on Tuesday, January 5.

He assured that the 100 travellers under a travel ban for flouting the mandatory seven-day post-arrival COVID-19 polymerase chain reaction test can not obtain fresh passports or compromise the NIS officers; also adding that the system was automated and cannot be bypassed or manipulated.

The NIS boss stated, “The public health is a big issue in the country; and based on that directives, we have also complied by blocking 100 passports from travelling; which means, even if they go to the police and declare those passports missing, they cannot be reissued anywhere in the world; and they also cannot cross our national borders until the period of six months; or communication received from the right authorities stating that they have complied.

“This will also include non-Nigerians; we have the powers to revoke visas; the comptroller-general has the power to revoke visas.”

NULGE Official narrates ordeal with Military, debunked reports suggesting that a soldier was shot

The National Union of Local Government Employees (NULGE) has debunked rumour and media reports suggesting that a soldier was shot during the recent unfolding between security agencies and protesting NULGE workers.

This position was disclosed following an emergency meeting summon at the instance of the Jos North LGA Chairman in order to find solutions to the incidents that followed the arrest and arraignment of protesters few days ago.

Speaking exclusively to Nigeria Star News correspondent, Comrade Danladi Dalek, NULGE Secretary, Jos North LGA debunked the rumour making rounds that there was a clash between security agencies and protesting LG Staff. In his own words “There was no clash, they only came and barricaded our freedom square, (the place in front of the State Secretariat Gate), where we usually gather there every morning 7am – 8am to pray and sing and peacefully ask for our rights”.

“We arrived there and met them in their numbers, it was like the entire barracks was brought to the place. They asked us to leave the place, we refused and told them that we usually gather there to press home our demand”.

“Suddenly, they started throwing tear gas at us, people started running, those who could run ran away while those who could not were apprehended. About fifty-three (53) people were apprehended and arraigned at two mobile courts, one at JMDB and the other at Kasuwan nama. They have been released after we fulfilled bail conditions”.

When asked if the stories were true that a soldier was shot by the protesters he maintained that “We are unarmed, harmless and peaceful protesters. We only have our banners and placards only”.

According to him “what happened there was that, as they were arresting our colleagues, the military men on bike tried to apprehend one of our colleagues, they had held him already by his trousers while he was trying to run, then suddenly he was able to detach himself from the grip of the soldier on the bike then the soldier fell off the bike, that was how he got injured”.

According to him, all those arrested have been released on bail and are due to appear on the 25th of February 2021 for further hearing on the case filed against them for unlawful gatherings.

Also corroborating this position, representative of the Medical & Health Union Jos North LGA and the Jos North Chairman of the Non- Academic Staff Union Comrade Peter A. and Daniel Musa respectively maintain that there was no clash between security agents and protesting NULGE, reiterating that the assertion that a soldier was shot is just an attempt to discredit the struggle.

It will be recalled that the Coalition of Rights Groups has issued a press statement berating the protesting LG workers for allegedly shooting a soldier.

As at the time of filling this report, the President of NULGE was unavailable to respond to our correspondent. According to our findings, he and his EXCO are currently attending their Nations Convention in Lagos
