Senate fumes at being sidelined in sale of national assets

The Chairman of the Senate committee on Privatisation, Sen Theodore Orji has raised the alarm that the Executive is selling and concessioning national assets without consulting it.

Equally important, the former governor of Abia accused the Director General of the Bureau of Public Enterprises (BPE); Alex Oboh of ignoring his calls and text messages.

Sen. Orji made this known during an interview with newsmen on Tuesday.

Part of the assets listed by Orji include the sale of the following; the National Art Theater and Tafawa Balewa Square (TBS); all the River Basin Development Authorities (RBDAs) at N836 million and Nigeria Integrated Power Projects (NIPP)’ Omotosho, Geregu and Calabar at N434 billion to core investors.

“During the BPE budget defence before my committee, I complained bitterly that the relationship between our committee and the BPE, has not been very cordial due to the behaviour of the DG, BPE.

“This is a man that if we call him on phone, he would not answer…If we send him a text message, he would not reply. How then does he want us to communicate? There should be a synergy between the Senate or its committee on Privatisation and the BPE because that is the major parastatal that we oversight.

“I also believe that that the Senate Committee on Privatisation should be carried along when most of the arrangement to either sell or concession our national assets are being made so that we would be aware.

‘‘Let me assure Nigerians that there is no member of the Senate Committee on Privatisation that knows about all these things; except they read it on the pages of newspapers. We were never briefed by the management of the BPE. We were not there when the necessary documents were signed. Also, we were never invited at all.”

Further, he narrated how Oboh repeatedly sidelines his committee.

“When the DG, BPE came to defend his agency’s 2021 budget proposal before us; we asked him why he didn’t invite us at least as witnesses. He merely apologised.

“This is neither the first time nor the second time that such a thing would happen. When it happened the first time, I accosted him and asked him why he prevented us from carrying out our statutory job. However, we felt this is the best time to open up so that tomorrow; Nigerians would not blame the senators for being part of the sale of our national assets. We know nothing about the entire transactions as a committee.

“However, we want to assure Nigerians that the Senate committee will carry out its functions by summoning the DG, BPE. We would demand for all the documents relating to the entire transactions.

“We would ascertain whether due process was followed. Also, we would look at the amount that the BPE put up the assets for either outright sale or concession. We would scrutinise the papers to see whether they are fair or ridiculous amounts because what Nigeria as a nation needs now, is money.”

Nigeria battling 60% reduction in earnings, says FG

Minister of State for Petroleum Resources, Mr Timipre Sylva, says Nigeria is battling a 60 per cent reduction in the Federal Government’s earnings from oil and non-oil sectors coupled with low revenue receipts from the Federal Inland Revenue Service (FIRS).

He added that the situation had put the nation’s economy under serious pressure.

Sylva stated this after a closed door meeting with President Muhammadu Buhari at the State House, Abuja, on Monday. Specifically, he noted that the revenue being generated by the Federal Inland Revenue Service (FIRS) had also reduced drastically; even as he attributed this to the negative consequences of the COVID-19 pandemic in the country.

The minister spoke to State House correspondents after his routine briefing of the president.

He acknowledged that the current socio-economic challenges in Nigeria had made life more difficult for Nigerians; while appealing for more understanding as government, he said, was determined to uplift the quality of life of the people.

The minister also assured that Nigerians would get used to the recent deregulation of the pump price of PMS; just as they did with kerosene and diesel which are more important to the ordinary citizens than petrol; which he claimed is mostly used by the elite. Sylva disclosed that trucks that move food items from one part of Nigeria to another use diesel; while kerosene also used by most of the Nigerian masses, has since been deregulated.

‘‘The only explanation to everything we have said is that the country just could not afford subsidy anymore. It is unfortunate we are experiencing some of these things now. We will get by, I am sure when things stabilize, our earnings begin to improve. We will begin to see the benefits of what this government has done,” he said.

On the sudden increase in the price of petrol, he said: “Let us first agree, that these are not the best of times not only for Nigeria but for the global community.

“What we have said over and over again as a government is that government is no longer in the business of fixing pump price. That is the meaning of deregulation and stepping back on subsidy.

“Yes, we are very aware that this will result to some increase. But why do we have to do this? It is clearly impossible for government to continue to subsidize,” the minister said.

He added: ‘‘I was just discussing with someone today that we just have to make a choice. If government were to continue with subsidy, it means, for example, that; at some point, we may not even have money, after subsidizing petrol, to pay salaries. You have to choose. It is very clear that today things are not as they were before.”

Equally important, Sylva reiterated that the government’s earnings have reduced by 60 percent.

‘‘Our FIRS collection has also reduced because less oil is being produced. There is less activity in the oil industry which is driving the economy. So, you find out it is a double whammy from all sides.”

Edo: New museum inspired by ruins of ancient Benin Kingdom (Photos)

The arrangement of the proposed new museum dedicated to West African art in Edo State will be based on the ruins of the ancient Benin City kingdom.

This was disclosed by Adjaye Associates, the architecture studio, responsible for the construction of the new museum.

Named the Edo Museum of West African Art (EMOWAA), the museum will be cited in the centre of Benin City; next to the palace of the Oba of Benin. The project forms part of an initiative being led by The Legacy Restoration Trust; as well as the British Museum to showcase the history and archaeology of the former Kingdom of Benin, Dezeen reports.

The new museum will be home to historic art and artefacts as well as galleries dedicated to contemporary arts. Also, it will feature archaeological remains found during construction of the new structure. In addition, it may include reconstructions of the structures that formerly occupied the site.

The first floor will contain seven galleries with raised ceilings.

David Adjaye, founder of Adjaye Associates, says the new museum will raise the bar in Africa.

“I am humbled and deeply inspired to design the new EMOWAA; a project that will establish a new museum paradigm for Africa. From an initial glance at the preliminary design concept, one might believe this is a traditional museum. But, really, what we are proposing is an undoing of the objectification that has happened in the West through full reconstruction.”

Meanwhile, Adjaye revealed that the concept building consists of a two-storey block; with seven gallery spaces on the upper floor and service spaces, offices and auditoriums on the ground floor. Each gallery will each have high ceilings that extend from the main building. These would appear like a series of pavilions from the building’s exterior. Further, the museum will also contain a taller tower that will be a viewpoint.

Equally important, Adjaye reiterates that the building’s arrangement is derived from the ruins of the historic city.

“Applying our research into Benin’s extraordinary ruins, the city’s orthogonal walls and its courtyard networks; the museum design reconstructs the inhabitation of these forms as pavilions that enable the recontextualisation of artefacts.

“Decoupling from the Western museum model, the EMOWAA will perform as a reteaching tool –  a place for recalling lost collective memories of the past to instil an understanding of the magnitude and importance of these civilizations and cultures.”

Construction of the museum is planned to happen after a five-year archaeology project takes place on the site and its immediate surroundings to investigate the former capital of the Kingdom of Benin.

The kingdom was one of the most significant pre-colonial states in West Africa before it was conquered by the British in 1897 when large areas of Benin City were destroyed. The city was known for castings in brass and bronze called Benin Bronzes; many of which are now in the British Museum. All finds from the archaeological excavations will become part of the EMOWAA museum collection and will remain in Nigeria.

Adjaye Associates was established by British-Ghanaian architect David Adjaye in 2000.

Umahi, Ebonyi Governor, set to dump PDP for APC

Ebonyi State Governor, Dave Umahi, is all but set to dump the Peoples Democratic Party (PDP) for the All Progressives Congress (APC).

The development was confirmed by Chief Elias Mbam, a chieftain of the APC in Ebonyi.

4wardwego reports that Mbam had urged Gov. Umahi to move ahead with his plans to defect to the APC. Mbam, who is also the Chairman, Revenue Mobilisation, Allocation and Fiscal Commission (RMAFC); disclosed this while speaking with newsmen on Monday in Abakaliki.

Equally important, he was reacting to a meeting held between the governor and some APC stakeholders on Sunday. The meeting was held in Uburu, Ohaozara Local Government Area (LGA) of the state; preparatory to his defection to the party.

Mbam hailed the decision as a welcome development; even as he held that Ebonyi and the South East would benefit from the defection. He added that the South East had nothing to show for its numerous support for the PDP since the return to civil rule in 1999. However, he stated that the APC-led Federal Government has shown commitment towards developing infrastructure in the South East; adding that it was time politicians in the zone moved en masse to the APC.

“The major stakeholders in our party met with the governor…He told us why he wanted to leave his party for the APC. Part of the reasons was the need for South East to be part of the government at the centre.

“He stressed the need for the zone to collaborate with the North and that if we do that; we will be able to get what we have not been able to get since 1999. Since 1999, PDP has been in control in Ebonyi and other states in South East. Yet, the party has not found one person worthy of flying its flag…We don’t even have any hope that it would happen soon,” Mbam said.

In addition, he said that the APC led federal government does not accord much recognition to the South East; hence the need for the zone to join the ruling party in order to become relevant to the government. He added that Ebonyi needed to join the ruling party in order to be present where major decisions were being taken.

“We want to lead a campaign where the South East will become more relevant at the centre. Umahi’s move is a commendable decision. It’s good for our state and Igbo people.

‘‘The best way to be represented in a meeting is to be present where major decisions are taken…If Ebonyi is not present at the centre, certainly it will affect what we get from there,” he said.

The RMAFC chairman said the defection to the APC by Umahi would further strengthen the unity of the party in the state and reposition it towards capturing the governor’s seat in 2023.

Ngige, ASUU disagree over N110bn revitalisation fund for universities

The Academic Staff Union of Universities (ASUU), Lagos zone, on Sunday, November 15; disagreed with the Minister of Labour and Employment, Dr. Chris Ngige, over the claim that the Federal Government cannot afford the conservative N110 billion for the revitalisation of the nation’s universities.

This was contained in a statement issued by the Zonal Coordinator of ASUU, Prof. Olusiji Sowande; who urged parents, students, and also the general public not to be persuaded by the minister’s claim.

4wardwego had reported Ngige told journalists on November 4 that the government cannot meet ASUU’s demand for the revitalisation of the universities; because of the damaging effects of the COVID-19 pandemic on the economy.

Ngige said the government has offered the union N20 billion for revitalisation and N30 billion for Earned Academic Allowances respectively.

According to the ASUU official, the government recently approved N5billion bailout for operators in the aviation sector to ameliorate the harsh realities of COVID-19 on their business operations.

The government, according to him, had equally spent over N1.5 trillion to bail out power generation; as well as distribution companies to keep their business afloat.

He said: “The statement is laced with the hidden fact that the Minister of Labour and Employment; and his team have no intention of ending the ongoing strike this year.

“The Nigerian public should be appalled that the government team; after having a series of meetings with our union is just collating pertinent data required to engage our union.

“Consequently, the government has deliberately been wasting the time; and resources of our union on meetings and engagements it was not prepared for.

“It is therefore not surprising that Dr. Chris Ngige led government team has not been able to return to the negotiating table; since the last engagement with our union on November 4, 2020.

“If the government could bail out private businesses for ‘Business Good;’ then Nigerian public universities deserved to be bailed out for ‘Public Good.”

Police in Lagos arrests 720 suspected criminals in statewide raid of black spots

The Lagos State Police Command, on Sunday, carried out simultaneous raids on areas believed to be harbouring criminals and hoodlums, across the 14 area commands in the state.

The command’s Public Relations Officer, SP Olumuyiwa Adejobi, in a statement issued in Lagos, said that 720 suspects were arrested, with various weapons and substances suspected to be Indian hemp and cocaine.

“In its bid to solidify the security architecture of the state, the Lagos Command re-launched its anti-crime strategies to curb crimes and criminality across the state.

“In the swift operations, police operatives arrested 720 suspects with incriminating items; including locally-made guns; cartridges; charms; and substances suspected to be Indian hemp and cocaine.

“Also, some items suspected to have been looted from various shopping outlets within the state; during the recent #EndSARS violence were found within the suspected criminals,” he said.

Adejobi said that the Commissioner of Police in the state, Hakeem Odumosu, had earlier warned and directed police officers; and men to move against lawlessness and criminality in the state.

“Odumosu affirmed the zeal of the command to sustain the operations; even beyond the yuletide season.

“The police chief commended the officers and men of the command for the successful operations; while he urged them to be at alert for more operations across the state,” the police spokesman said.

Adejobi said that Odumosu had also directed the Deputy Commissioner of Police in charge of SCID, Panti; to commence discreet investigation on the arrested suspects for immediate prosecution.

“Odumosu urged those whose items were looted during the recent EndSARS violence to come up for claims of their items; with proof of ownership,” Adejobi said.

Meanwhile, the Governor of Ekiti State, Dr. Kayode Fayemi, on Sunday, November 15, revealed he would join other Nigerians towards supporting the #EndSARS agitations; saying he had been a victim of police brutality in the past.

This was as the Minister of Trade, Industry, and Investment, Chief Adeniyi Adebayo, assured Nigerians that President Muhammadu Buhari would listen; and implement all the demands made by the youth during the EndSARS protest.

The duo spoke during an interactive session held by stakeholders’ on the recent EndSARS protest that resonated panic across the country recently.

Governor Fayemi said the case of police brutality was one issue that affects every facet of the society; revealing that he was a victim in 2014 while seeking reelection.

According to the Governor, this happened during the 2014 electoral defeat to his predecessor, Mr. Ayodele Fayose.

Keita, Malian jihadist leader, sentenced to death

Souleymane Keita, a Malian jihadist leader of the Katiba of Ansar dine du Sud and two other men; all accused of terrorism, were sentenced to death on Friday by the Bamako Court of Assizes; according to judicial source.

Specifically, they were accused of preaching jihad in southern Mali and on the border between Côte d’Ivoire and Burkina Faso. During the trial, Keita acknowledged the facts and expressed no regret for his actions.

“I do not regret anything because our fight is against the secularism of the Malian state. If I have the possibility, I will start again,” he said bluntly.

“I am not a terrorist. I am leading the jihad at the border between Mali, Burkina Faso and Côte d’Ivoire, in the name of Ansar Dine,” he said.

Concerning his links with his accomplices, Keita explained that he had approached them to mount “large-scale operations”. Also his two accomplices, Boubacar Sawadogo, 51, and Moussa Maïga, 33, belong to the branch of Ansar Dine in Burkina Faso; their country of origin, he explained.

Meanwhile, Keita, in his 60s, was accused of having, since 2012, fought in Konna, in the region of Mopti, in central Mali; attacked and ransacked the military camp of Misséni and the town of Fakola, in the region of Sikasso, southern Mali.

Fighting alongside the Tuareg jihadist Malian leader, Iyad Ag Ghaly, in northern Mali, at the very beginning of the independence and Islamist rebellions in 2012; Keita created, after the French military intervention in January 2013, his Katiba; which is financially supported by Ansar Dine in the South, his home area.

Those opposing Arabic inscription on Naira notes have Boko Haram mindset, says Dan Ali

A Northern elite and former Editor-in-Chief of Daily Trust Newspaper, Mannir Dan Ali, has accused those opposing the use of Arabic inscription on Naira notes as having the same mindset as the deadly Islamic sect, Boko Haram.

He made this known in a letter to the British Broadcasting Corporation (BBC) in a contribution on the raging controversy.

Equally important, Dan Ali, who identified the Arabic script as Ajami, further claims that it is one of the first means of expression in Africa.

‘‘Many seem unaware that the Arabic script used to write in several African languages is known as ‘Ajami’. It was the first means of literacy on the continent; centuries before Western colonisers and Christian missionaries arrived with their Roman script and its A-Z alphabet.

‘‘Among others, Swahili in East Africa, Tamashek, the language of the Tuaregs in North and West Africa, and Nigerian languages like Kanuri, Nupe, Yoruba, Fulfulde and Hausa all use Ajami. Scholars and administrators in the Sokoto Caliphate; which dominated much of present-day northern Nigeria in the 19th Century, used Ajami to write many documents and books.’’

Consequently, he alleged that opposition to the Arabic inscription stems from a place of ignorance; even as he equated them to the Boko Haram insurgents who are opposed to Western ideals.

‘‘It is obvious that those opposed to the use of Arabic script on Nigeria’s currency or emblems see it as an expression of Islamic identity owing to the origin of Arabic as the language of Islam and the initial use of Ajami as a means of spreading Islam on the African continent.

‘‘They fail to see that they are falling into the mindset of Boko Haram, as the Islamist militants who have been waging an 11-year insurgency in northern Nigeria are equally opposed to anything connected with Western education and ideas.’’

Continuing, Dan-Ali argued that the 50 naira note has Roman script; with the value written in English, Hausa, Igbo and Yoruba

‘‘The different scripts are intended to ensure all Nigerians can read the value of the notes. The Ajami writing on each naira note is for the benefit of the tens of millions of Hausa speakers; who can only read and write in that script, which is taught in schools across the north.

‘‘Such people could go to court to argue that their own rights were being infringed; should the Ajami inscription be removed,’’ he stated.

Meanwhile, 4wardwego reports that the Central Bank of Nigeria (CBN) had recently opposed a suit filed by a lawyer; Chief Malcom Omirhobo, seeking to remove the Arabic inscriptions on naira notes. The CBN had told the Federal High Court that it would cost the country a “colossal sum of money” to discard the existing notes and print new ones without the Arabic script. Further, the CBN said Ajami is not a symbol or mark of Islam; but an inscription to aid non-English speakers who are literate in and use Ajami for trade.

The apex bank made the submission in a counter-affidavit to the suit filed before Justice Mohammed Liman.

Omirhobo had argued that the Arabic inscriptions on the naira notes portray Nigeria as an Islamic state; contrary to the country’s constitutional status of a multi-religious state. In addition, he held that this violates sections 10 and 55 of the Constitution, which makes Nigeria a multi-religious state.
