COVID-19 Task Force issues vaccine ultimatum to Federal civil servants

The Presidential Steering Committee (PSC), on Wednesday, October 13, said that civil servants would from Dec. 1 present proof of COVID-19 vaccination or negative Polymerase Chain Reaction (PCR), tests conducted within 72 hours to have access to offices.

The Chairman, PSC, on COVID-19, Boss Mustapha disclosed this during the presidential press briefing on COVID-19 in Abuja on Wednesday, October 13.

Mustapha, who is also the Secretary to Government of the Federation, said that the move was to encourage the vaccination rate across the country.

According to him, with effect from Dec. 1, 2021, Federal Government employees shall be required to show proof of COVID-19 vaccination or present a negative COVID-19 PCR test result done within 72 hours.

He said that this was to gain access to their offices in all locations within Nigeria and the Missions adding that an appropriate service-wide advisory/circular would be issued to guide the process.

He also advised Nigerians to increase vigilance during the festive period.

“The PSC wishes to put Nigerians on notice that two major religious festivities (Salah and Christmas) are approaching; and we shall be experiencing increased passenger traffic in and out of the country.

“Similarly, events of large gatherings are likely to hold. While the PSC prepares to escalate surveillance; and other control activities, we urge States and all Nigerians to also increase their vigilance; and take measure to moderate activities,” he added

Mustapha said, “Statistics generated over the last four weeks on testing; have shown that the trend of infection is going down in some states while in others, the trajectory is upward.

‘’The combined total for testing by PCR and RDT now stands at about 3, 141, 795 persons.

“The Aviation authorities in collaboration with the diplomatic sector have made reasonable progress; in collaboration with the Ministry of Foreign Affairs; discussions are still ongoing with the UAE Authorities to resolve the impasse.”

Mustapha, however, said the decision to remove South Africa, Turkey, and Brazil from the restriction list had been made.

The PSC had placed a restriction on Turkey, Brazil, and South Africa; due to the upsurge in the number of COVID-19 cases.

According to him, over several months, four countries were placed on high-level restrictions for travelers from such countries.

CBN to ban BVN violators from banking services

The Central Bank of Nigeria (CBN) has issued a Revised Regulatory Framework for Bank Verification Number (BVN) operations and Watch-List for the Nigerian Banking Industry.

This was contained in a communique issued on Wednesday, October 13.

According to the CBN, the framework enhances the effectiveness of customer due diligence and “know your customer” processes as part of the overall strategy for promoting a safe and efficient banking and payment system.

According to the circular signed by Musa Jimoh, CBN’s director, payments system department, the Watch-list is a database of customers identified by their BVNs, who have been involved in confirmed cases of breaches.

Under the new framework, breaches on the part of the customer could see the individual getting barred from entering a new relationship with any participant (banks).

Where a financial institution chooses to continue an existing business relationship with holders of an account/wallets on the watch-list, the account holder “shall be prohibited from all electronic channels such as but not limited to ATM, POS, Internet Banking, Mobile Banking, USSD including the issuance of third-party cheques”.

However, inflows may be allowed, provided these are from legitimate sources.

The new CBN framework further stipulates that a customer with watch-listed BVN shall not reference accounts, access, or guarantee credit facilities.

As defined by the framework, breaches on the customer’s part include; use of forged documents; forgery; compromise; complicity; as well as connivance.

Also included in the list of breaches are; duplicate enrolment, use of fictitious information, receipts of proceeds of deception, deception, receipts of fraudulent proceeds and any infractions on AML/CFT laws, and dishonest acts.

Others listed are; non-cooperation with efforts (as stipulated in the Regulation on Instant Interbank Electronic Funds Transfer) to reverse wrong credit; erroneous, multiple or duplicated payments or credits; as well as any infringement of the Cybercrimes (Prohibition, Prevention, etc.) Act, 2015.

Those who misuse identity and financial information, indulge in identity theft and breach of confidentiality will be punished in line with the new regulations.

The CBN will also punish customers for falsification; concealment of relevant information; conspiracy; extortion; false representation; as well as any other fraudulent infraction.

Banks and other financial institutions involved in BVN operations were mandated by the CBN; to ensure all operating accounts/wallets were linked with the signatories’ BVNs within 24 hours of NIBSS making BVN available.

The instruction also noted that operators must “enroll all mobile money wallets (except Tier 1) subscribers on the BVN database; and link their wallets (except Tier 1) with their BVNs within 180 days of the issuance of this framework”.

“Ensure that BVN details of all signatories, directors, and beneficial owners; are linked to their respective non-individual accounts/wallets (except Tier 1). This is also mandatory for Non-resident Non-Nigerian Directors (NRNND) of corporate accounts,” the communique partly read.

iPhone 13: Here’s why Apple is likely to cut down iPhone 13 production

Apple Inc is likely to slash production of its iPhone 13 by as many as 10 million units due to the global chip shortage; Bloomberg News reported on Tuesday, citing people familiar with the matter.

The company was expected to produce 90 million units of the new iPhone models by the end of this year, according to Bloomberg.

The reportsaid Apple told its manufacturers that the number of units would be lower because chip suppliers including Broadcom Inc and Texas Instruments are struggling to deliver components.

Shares of Apple fell 1.2 per cent in after-hours trading; while Texas Instruments and Broadcom were both down about 1 per cent.

Apple declined to comment.

Broadcom and Texas Instruments did not immediately respond to Reuters requests for comment.

In July, Apple forecast slowing revenue growth and said the chip shortage; which had started hitting its ability to sell Macs and iPads, would also crimp iPhone production.

Texas Instruments also gave a soft revenue outlook that month; hinting on chip supply concerns for the rest of the year.

The chip crunch has put immense pressure on industries from automobiles to electronics; leading many automakers to temporarily suspend production.

With its massive purchasing power and long-term supply agreements with chip vendors; Apple has weathered the supply crunch better than many other companies; leading some analysts to forecast that iPhone 13 models released in September would have a strong sales year as consumers looked to upgrade devices for 5G networks.

Jeff Fieldhack, research director for Counterpoint Research; said the reported Apple production cut could also be part of the iPhone maker’s normal launch process of over-ordering devices to be prepared for an initial customer rush and then trimming orders as sales trends become clearer.

Fieldhack said iPhone 13 sales appear to be healthy and higher than last year’s iPhone 12, and Counterpoint is not changing its estimate of 85 million to 90 million iPhone 13 sales for the fourth quarter.

Ohanaeze slams Dokpesi over support for 2023 Northern Presidency

The Igbo socio-cultural organisation, Ohanaeze Ndigbo Worldwide, on Tuesday, October 12, criticised the Chairman of DAAR Communications Plc, Chief Raymond Dokpesi, over his support for a northern presidency in the 2023 elections.

This was contained in a statement issued by the Ohanaeze National Publicity Secretary, Chief Alex Ogbonnia, titled, ‘Dokpesi Oscillates.’

Ohanaeze condemned the “duplicity” of Dokpesi who supports the north yet canvass for Tinubu because they are childhood friends.

According to the group, Nigeria might remain in crisis until the leaders embrace justice, equity, and fairness as guiding philosophies.

The group, in a statement, said it was not surprising that Dokpesi supports a northerner to succeed President Muhammadu Buhari, noting that northerners paid Dokpesi’s school fees and his allegiance is to the region, even though he is from Edo State, in the South-South.

Ohanaeze was reacting to a statement made by Dokpesi in Abuja on Saturday as part of activities marking his 70th birthday.

“The South-East cannot win the election for the PDP. That is just the truth of the matter. I don’t beat around the bush; I treat issues as they are and as I understand them. There is no candidate from the South-East, even I dare say there is no candidate from the South that you put in the North today that will be able to win. It is going to be a humongous challenge,” Dokpesi said.

However, Ohanaeze in its response said, “I sympathise with our southern son, Chief Dokpesi because he started as the personal assistant to Alhaji Bamaga Tukur at the Nigerian Ports Authority. Dokpesi also served under Alhaji Umaru Dikko and General Garba Wushishi.

“Records reveal that Alh. Bamanga Tukur paid his fees from secondary school to postgraduate level. To that extent, he owes allegiance to his benefactors and feels no compunction to profile the entire south as an electoral liability.

“One can easily understand the psychological ambivalence in the Dokpesi persona. On the other hand, there is no reason for the condescension and disdain he handed over to the entire South.

“Dokpesi’s assumptions are unreflective, weird, and unworthy. Any person who loves Nigeria should be an advocate of power rotation especially between the north and the south; and those our sons and daughters who lay claim to leadership should not, under any guise; give the impression that the south is a lame-duck, an electoral liability; and therefore must depend on the north to define the political trajectory of Nigeria,” the group added.

Sowore vows to organise #EndSARS protests in defiance of police orders

The human rights activist and publisher of SaharaReporters, Omoyele Sowore on Monday, October 11, vowed to organise #EndSARS memorial protests on October 20, despite warnings by the Nigerian Police Force.

The #EndSARS protests which were held in October 2020 were against the activities of the now-disbanded Special Anti-Robbery Squad, a unit of the Nigeria Police Force which was accused of police brutality.

The epicentre of the protests was the Lekki tollgate in Lagos where many youths gathered day and night to air their grievances against police brutality and bad governance.

In a Twitter post, Sowore disregarded the warning by the Police saying, “@PoliceNG in Lagos & across Nigeria, there will be #EndSARS memorial protests and direct actions on October 20, 2021.

“Nobody can suppress the will of Nigerians to repudiate the mass atrocities of the @mbuhari regime on that day and beyond.”

However, the Lagos Police Command slammed Sowore over his assertion.

A statement issued by the Command’s Spokesperson, Adekunle Ajisebutu, vowed to use all legitimate means within their constitutional powers against such.

It reads: “Credible intelligence at the disposal of the command has revealed clandestine plans by some youths, individuals, or groups to embark on a protest today in commemoration of the first anniversary of #EndSARS.

“Lagosians and indeed Nigerians cannot afford to relive the distasteful experience of last year’s protest which caused pain, anguish, needless loss of lives, and wanton destruction of public and private property.

“Given the volatility of the present situations in the country and the breakdown of law and order which the planned protest might cause, the Lagos State Police Command sternly warns against any form of protest today.

“The command wishes to use this medium to warn the youths, groups, or associations planning such protest to jettison the idea forthwith.

“The police in the state will not fold their arms and allow some misguided elements disrupt the peace and serenity currently being enjoyed in the state.”

Similarly, the Osun Police Command, in a statement by its spokesperson, Yemisi Opalola, said the force will stop at nothing to ensure it averts the planned protest.

The statement reads: “The intelligence that availed the police command revealed underground/nocturnal plans by some youths/group of people to embark on protest in commemoration of the first anniversary of the END SARS saga.

“Given this, the Commissioner of Police, CP Olawale Olokode, warned individuals or group of individuals that are planning such in the state and their sponsor(s) to stop the plan or any of such action(s) forthwith as the command will not allow a repeat of last year’s END SARS saga and it is fully prepared to use all legitimate means to avert such intending protest.

“Consequently, the State Police Command will not tolerate any unlawful protest/gathering or assembly that will jeopardize the peace of the state.”

The Peoples Democratic Party in Plateau state has responded to the recently concluded Local Government elections that were conducted in Plateau state which also excluded the participation of the party after the Appeal Court sitting in Jos gave the go-ahead for the said elections.

The party through its State Publicity Secretary, John T Akans, described the Local Government Elections in Plateau State as “the worst local government election in the history of Nigeria” and “the most unfortunate and disgraceful conduct” and “the most horrible act of fascism”.

Akans went on to describe the announcement of winners by PLASIEC yesterday and the action of governor Lalong as executive rascality.

He said “As a party, we are mindful of the fact that the people of Plateau are looking up to the PDP to salvage them from this political despotic and oppressive leadership. It is, therefore, our duty to ensure that the local government election was conducted fairly in the interest of the people who deserve a voice in governance without exclusion” It was on the basis of this that the party went to court to seek justice when Plateau State Independent Electoral Commission unlawfully excluded the party from participating in the election” He said

Gentlemen of the press, our stakeholders, ladies and gentlemen.
I bring you warm greetings from the rank and file of our great party, the Peoples Democratic Party(PDP), Under the leadership of Hon Christopher Adukuchili Hassan.

Today I am addressing you on the most unfortunate and disgraceful conduct of the 9th October 2021 polls, in the name of an election This indeed is the most horrible act of fascism.

As a party we are mindful of the fact that the people of Plateau are looking up to the PDP to salvage them from this political despotic and oppressive leadership. It is therefore our duty to ensure that the local government election was conducted fairly in the interest of the people who deserve a voice in governance without exclusion.

It was on the basis of this that the party went to court to seek justice when Plateau State Independent Electoral Commission unlawfully excluded the party from participating in the election.

Gentlemen of the Press, In the face of this authoritarianism, the party stood firmly against this cruelty, compromise and electoral malpractices which we know was going to be the order of the day across the state as APC and the government have lost their legitimacy baesd on their failure.

It may interest you all to know that it was the resolute stance of the Peoples Democratic Party not to compromise the interest of our people and the integrity of our democratic values by allowing Governor Lalong through his self appointed cronies at PLASIEC to play over the peoples intelligence, that has led to this imperious, and disgraceful show of shame, of the socalled elections of saturday 9th of October 2021, which was massively rejected by the people of the state.

Indeed the people have spoken and have demonstrated that APC is not a political party, but an association of family and friends. The power of the people was clearly displayed in action across the 325 electoral wards of Plateau where majority of the electorates boycotted the exercise over the unlawful exclusion of the PDP from participating in the election by PLASIEC.

We therefore appreciate the people of the state for their protest of the unlawful exclusion of the PDP.
We assure Plateau people that this antics of desperate politicians who are already intimidated and threatened by the rising popularity of the PDP would be vehemently resisted.

To you all our teaming supporters and members of our great party, we urge you all to remain steadfast and committed in the face of this puerilsm.

The announcement of winners by PLASIEC yesterday and the action of governor Lalong can only be described as executive rascality. This is the worst local government election in the history of Nigeria.

In warfare a battle is either won or lost. As a party that respects the rule of law, we are pursuing our course to participate in the local govt elections at the court of appeal. We expect that PLASIEC would have waited for the decision of the court of appeal on this matter. Its surprising to see that PLASIEC that is a party to this suit and was well represented in court, announced its shameful appointees as winners when the matter was adjourned for 22nd of November 2021.

The question that comes to mind is, with this kind of attitude by these people is that, which kind of vacuous, wasteful minds with total disregard for decency and rule of law are presiding over the affairs of our dear state? This desperate act will not salvage the already sinking APC in Plateau State as it has been rejected by all and waiting to be buried in 2023.

Gentlemen, the above scenario paints the picture of lawless mindset of political gangsters who have no respect for democracy, democratic ethics and peaceful process, but only addicted to power without conscience and responsibility.

Governor Lalong and his election merchant team may just be grandstanding in a wild flight of fantasy just for psychological relief in order to give a false hope of judicial victory instead of uncertainty of where the pendulum of justice swings.

So we advice those declared by PLASIEC as winners not to celebrate because they were not elected by the people but rather appointed by despotic leadership and this scam will lead to no where, as plateau people can not be scammed again.
We call on the Independent National Electoral commission, INEC to, inline with the provision of the constitution and electoral act fix a date for the by-election of Jos north / Bassa federal constituency. INEC should come out and tell Plateau why its yet to fix a date for the conduct of this election having lost the member representing that constituency over six months ago.

The Peoples Democratic Party will not hesitate to take legal action against INEC if it fails to fix a date for the election because Jos north/Bassa people are left without a representative for the past six months. INEC has gone beyond the required time to conduct the election as done in other federal constituencies.

In conclusion we wish to assure and encouraged our teaming supporters and the entire people of plateau state that PDP is doing everything possible within the ambits of the law and its competent best to salvage democracy and Plateau from the hands and shackles of political marauders.

PDP is the only party that protect, defend and portrays the values of our founding fathers, we enjoin our people to collectively come and battle along with the PDP and throw out the lalong and the APC government come 2023.

The purported swearing in ceremony is temporal and will be short lived, this is laughable and only a child’s play.

MTN Nigeria reacts to network outage

MTN Nigeria, the telecommunications giant, has responded to the Saturday afternoon service interruption that affected certain users.

MTN subscribers in the Federal Capital Territory, Abuja, and other regions of the country were unable to connect to the network at about 2:40pm, according to the Metro Times.

Some of the people who took to social media to express their dissatisfaction with the situation claimed that there was no notification prior to the outage.

MTN, which has 77.35 million users in the country, has responded by stating that it is striving to restore normalcy in the impacted areas.

MTN apologized to clients who were having problems in a Facebook post, stating it was aware of the situation.

“Dear customers, we apologize for any inconvenience this has caused!” the post reads.

“Today, some of our clients are having trouble connecting to the network. We’re looking into it and apologize for any inconvenience this has caused.”

According to the Metro Times, as of 6:20 p.m., some Abuja customers confirmed that the network had been restored.
