NLC set to recommence strike action against Kaduna Govt

The Nigeria Labour Congress (NLC) has threatened to resume its suspended strike over an alleged breach of the Memorandum of Understanding (MoU) signed with the Kaduna State Government.

The NLC President, Mr Ayuba Wabba, said this while addressing newsmen at the end of an emergency National Executive Council (NEC) meeting of the congress in Abuja on Tuesday, June 22.

Wabba accused the state Governor, Nasir El-Rufai of failing to respect the MoU brokered between the NLC and the state government by the Federal Government.

He said that the congress, after exhausting all avenues, including writing letters to President Muhammadu Buhari and Minister of Labour and Employment, Sen. Chris Ngige, had decided to resume strike.

4wardwego gathered that the NLC had on May 17, embarked on a five-day warning strike over the sack of thousands of workers in the public service by the Kaduna State Government.

Following the Federal Government intervention, the industrial action was suspended after three days and an MoU was signed between the parties on May 20.

According to Wabba, NEC has resolved to withdraw all services and protest the neo-liberal and extreme right-wing policies and this should take effect without further delay.

”Mobilisation of all our state councils and all affiliates should take place immediately, and that all employers of labour should be put on notice, as required by our extant laws.

”I think is something that should be condemned and to say that the actions of workers and trade unions are regulated by laws. It is the Kaduna state government that have violated the provision and sanctity of our laws,” he said.

Wabba also added that the MoU had stated this clearly, that all that had happened, had conformed to the provision of our law.

The NLC president, therefore, insisted that strike was a legal means used globally by workers to press home their demands.

Other NLC grievances include alleged retrenchment of workers by the Kaduna State Government, compulsory retirement of workers on Grade Level 14 and above.

Others are compulsory retirement of workers who have attained the age of 50 years, irrespective of their Grade Levels.

Others are the reduction of the staff strength of Local Governments to 50 in each of the 23 local government councils and the casualisation of workers on Grade Level 1-6.

Twitter, FG schedule talks over suspension of social media in Nigeria

President Muhammadu Buhari has approved the composition of the Federal Government’s team in order to resolve the suspension of Twitter services in the country.

Lai Mohammed, the Minister of Information and Culture, who announced this information on Tuesday, June 22, will lead the FG team to engage with Twitter.

Other members of the team include the Attorney General of the Federation and Minister of Justice; Minister of Communications and Digital Economy; as well as Minister of Foreign Affairs; Minister of Works and Housing; Minister of State for Labour and Employment as well as other relevant government agencies.

The statement added that Twitter had earlier wrote to President Muhammadu Buhari; seeking to engage with the Federal Government over the suspension of the microblogging site in Nigeria.

“This is with a view to charting a path forward,” the statement added.

The Federal Government earlier in June placed a ban on the usage of Twitter in Nigeria; citing activities that are capable of undermining Nigeria’s corporate existence.

Meanwhile, the Vice President, Professor Yemi Osinbajo, has expressed confidence that Nigeria will remain united as a strong nation; to the frustration of those waiting to see the country broken into pieces.

Osinbajo made this call on Monday, June 21, in Abuja at the maiden edition of the All Progressives Congress (APC) Progressives Youth Conference.

“In the area of disruption and disruptive innovation, the principle that we are stronger together than in little part is a sound principle; and it is my respectful view that those who advocate the breaking up of the country are terribly wrong,” Professor Osinbajo said.

He added, “Our size is crucial for geopolitical and economic relevance. Our people will be better served by a large populous and diverse country. As with all big and diverse countries, our business is to make this union work; it is to give everybody a sense of belonging.

“All of those waiting on the sidelines, hoping that this big country called Nigeria will break up into bits; so that they can pick up the pieces, will be very sorely disappointed; and I am very sure that those of you who are seated here today will prevent that from happening.”

Adultery lands man, mistress in prison custody

A Magistrates’ Court in Birnin Kebbi, Kebbi State on Tuesday ordered that a man, Onyebuchi Okafor and Mansura Shehu, his alleged mistress, be remanded in a correctional centre in the state for alleged adultery.

The police charged Okafor and Shehu with adultery which led to a pregnancy.

The offence contravenes the provisions of Section 369 of the Penal Code. Furthermore, the presiding Judge, Samaila Kakale-Mungadi, in a ruling rejected the oral bail application for Okafor from his counsel.

Kakale-Mungadi ordered the defence counsel to make a written bail application.

Thereafter, he ordered that the two defendants be remanded until July 5, for further hearing.

Earlier, the prosecution counsel, Mr Jibril Abba, told the court that Okafor should not be granted bail until all investigation in the adultery matter is completed. Specifically, Abba opposed the bail because he said that Okafor was an ex-convict.

However, the defence counsel, Magnus Ihejirika, told the court that his client will not jump bail; or obstruct the investigation, if granted bail. Also, he argued that his client had no criminal record.

Ihejirika refuted the claims of the prosecutor that the first accused person, Okafor, was an ex- convict. Furthermore, he told the court that a High court had set aside the conviction of his client and acquitted him.

“We urge my Lord to discountenance the objection and admit him into bail. He will not flout the bail conditions. He will provide sureties and be attending court proceedings,” the counsel prayed

In other news, a 25-year-old man identified as Nathaniel Oladiran, has been remanded in prison custody for allegedly beating a middle-aged woman to death.

The incident occurred in Ibadan, Oyo State.

4wardwego gathered that the suspect was also accused of attempted murder after allegedly using a cutlass to cut a five-year-old boy’s mouth. The man was remanded in custody by an Iyaganku Chief Magistrates’ court in Ibadan on Tuesday. The Chief Magistrate, Mr Olaide Amzat, ruled that the suspect be detained at the Abolongo Correctional Facility in Oyo Town.

13-year-old allegedly hacks father to death in Edo

A 13-year-old boy is currently in the custody of the Police authorities after allegedly murdering his father.

4wardwego blog reports that the incident occurred at Egbon Estate in Evbuotubu, Benin, on Sunday.

The deceased was identified as Mr. Osariakhi Oronsaye. He was 79 years old. While details of the circumstances surrounding the dastardly act are still emerging; 4wardwego blog can report that the 13-year-old boy had forewarned the father of his death.

Specifically, members of the community had disclosed that the 13-year-old boy had constantly threatened his father. Subsequently, the deceased had reported his son to the Evbuotubu Police Station a week ago.

Nevertheless, he later pleaded with the police to leave the teen alone.

However, the young boy later carried out his threat. He had allegedly picked up and axe and hacked his father to death in his sleep in the early hours of Sunday.

4wardwego blog reports that the development has created a conundrum for the Edo State Police Command.

This is in view of the age of the suspect who remains a minor and a juvenile under the law. As a result, the Police Command in Edo says it will rely on the legal advice from the Director of Public Prosecution (DPP) as it continues investigating the alleged murder by the 13-year-old boy.

This was disclosed by SP Kontongs Bello, the Command’s Public Relations Officer (PPRO) on Monday in Benin.

Bello noted that the minor status of the offender had made it imperative for the command to liaise with the DPP; even as he assured that no stone would be left unturned in unravelling the motive behind the crime.

“I can confirm to you that the command is discussing with the DPP over the case. It is an unfortunate case. But we are also conducting our investigation to ensure that we unravel the case.

“The culprit is a minor, so we must be sure of what we are doing,” the PPRO said.

Governor Lalong Inaugurated 50 new patrol vehicles and 200 security motorcycles

Inspector General of Police Ibrahim Alkali Baba on Monday 21st June 2021 joined Governor Simon Bako Lalong at the premises of the New Government House in Rayfield Jos to inaugurate 50 new patrol vehicles and 200 security motorcycles procured by the Government of Plateau State. 

Governor Lalong described the event as a momentous occasion that is aimed at boosting the capacity of security agencies in the State towards tackling criminal activities and resurging attacks on innocent citizens. 

He said “to a very large extent and without sounding immodest, we have made giant strides in restoring peace in Plateau State by bringing down the level of insecurity and restoring confidence of the citizens as well as attracting investors, visitors and tourists who continue to troop into the State in large numbers. However, we have also realised that while we consolidate on the peace, the crises merchants are not sleeping as their source of business has been obstructed due to the actions we have put in place to restore stability. Therefore, they are restless and trying various methods to breach the peace.” 

Lalong said these criminals have in recent times resorted to isolated attacks in various communities which are carried out in a hit-and-run fashion. In the last two years, such cases were recorded in Kulben, Mangu LGA; Kwatas in Bokkos LGA; Foron in Barkin Ladi LGA; Kwall in Bassa LGA; and recently in Dong in Jos North and Kwi in Riyom LGA among others. While some of the perpetrators have been arrested, others are still at large. 

While commending the security agencies for doing their best to tackle such attacks and other criminal activities, he expressed deep concern over the inability to prevent isolated killings or arrest the perpetrators in some cases. He told the police and other security agencies that he does not want to hear unknown gunmen again in Plateau State 

Inspector General of Police Ibrahim Alkali Baba in a remark commended Governor Lalong for his efforts at restoring peace and security in Plateau State and also consolidating it with the acquisition of vehicles and providing other logistic requirements for the police and other security agencies. 

He assured that more police personnel will soon be recruited to boost the manpower of the force while the training of the personnel is also being accorded serious attention. 

Gbong Gwom Jos Da Jacob Gyang Buba appreciated Governor Lalong for his continued support to security agencies,  assuring that the traditional rulers will always give maximum support to all security agencies by mobilising their subjects to gather intelligence. 

Over 3,000 Plateau State Joint Civilian Operatives personel were unveiled by the Governor. The IGP also advised them to be involved in intelligence gathering and also pass the same to the security agencies.

Miyetti Allah rejects ban on open grazing, reveals solutions

The South East Chairman of Miyetti Allah Cattle Breeders Association of Nigeria (MACBAN), Gidado Siddiki, has voiced the association’s opposition to the ban on open grazing in the region by the Southern governors.

Siddiki made this call on Sunday, June 20, while disclosing that the ban will remain ineffective until an alternative to open grazing is provided for the herders.

The Miyetti Allah leader revealed that the government has not provided ranching for them as an alternative in conducting their business.

Siddiki said: “Our position is that we are not opposed to the ban on open grazing, but at least we need an alternative.

“You know when somebody is doing business and you stop him from doing that business, he would be given an alternative on what to do.

“When you say that you have banned open grazing, you need to tell us how we should graze our cows because what we know is grazing. If there is an alternative, there is no problem, and that is the only thing we are begging for.

“The governors should tell us because when you want to enact a law on somebody, you have to call him so that you can tell him what he can do and you and that person will put heads together before you can do that law.

“Now that they are doing a public hearing on constitution review, they are collecting opinions, they should come up with it if they want to ban open grazing so that all of us will put our heads together. If open grazing is bringing problems, let us find ways we can coexist.”

in response to ranching as an option to open grazing, the Miyetti Allah chieftain queried, “Is there any provision for that ranching?

“If there is provision for ranching, we can do ranching but I don’t think there is provision for ranching. Even in Benue State that said it has banned open grazing and will do ranching, I don’t think there has been any ranching in Benue State in all these years.

“So, I don’t know if there is the provision and that is our own problem. We were not given a chance to go for the Constitution review public hearing, we went there but nobody gave us an audience to talk to. We did not submit a petition.”

Supreme Court waives default fees in line with JUSUN’s demands

The Supreme Court on Thursday, June 17, announced its decision to waive default fees, computation of time in respect of cases affected by the strike by the Judiciary Staff Union of Nigeria (JUSUN).

Dr Festus Akande, Director of Press and Information of the supreme court said the decision was a set of fresh practice directions issued by the Chief Justice of Nigeria (CJN), Justice Tanko Muhammad.

“The practice directions to be cited as: “the Supreme Court of Nigeria computation of time and payment of default fees (JUSUN strike period exemption) practice directions, 2021,” is to be effective from June 15 this year.

The CJN said the intention is to alleviate the effect of the strike on litigants and their lawyers.

Part of it reads: “Whereas the period of JUSUN strike will have a negative effect on the computation of time and payment of default fees by litigants and their counsel, who file processes in the Supreme Court.

“Whereas it is imperative to have practice directions to alleviate the financial burden of litigants and their counsel when filing processes affected by the period of the JUSUN strike.

“In the exercise of the powers conferred on me by Section 236 of the Constitution of the Federal Republic of Nigeria, 1999 (as amended), Order 10 Rule 2 of the Supreme Court Rules, 1985 (as amended) and by virtue of all other powers enabling me in that behalf, I, Justice Ibrahim Tanko Muhammad, the Chief Justice of Nigeria, hereby issue the following Practice Directions.

“Commencement: These practice directions shall commence and come into effect on the 15th day of June 2021.

“Objective and guiding principle: The purpose of these practice directions is to alleviate the financial burden of litigants and their counsel when filing processes affected by the period of the JUSUN strike.

“Applicability: These practice directions shall save to the extent and as may otherwise be ordered by the Chief Justice of Nigeria, apply to the computation of time for the purposes of filing of processes and payment of default fees or doing any act or taking any step that is time-bound in respect of any case before the Supreme Court in both civil and criminal matters affected by the JUSUN strike.

“Computation of time and payment of default fees: Notwithstanding any provision in the Supreme Court Rules, 1985, or any previous practice directions or instrument on the computation of time for filing of court processes or doing any act or taking any step as provided by the Rules or the Practice Directions or the Instrument and payment of default fees for extension of time thereof, the period of the JUSUN strike, starting from the 6th April 2021 to the 14th June 2021 shall be exempted.

“Citation: These practice directions shall be cited as the Supreme Court of Nigeria Computation of Time and Payment of Default Fees (JUSUN) strike period exemption) Practice Directions, 2021, made at Abuja June 15, 2021.”
